The Land Use Program insures that proposed development projects and existing development prevents threats to the public health and safety and mitigates potential environmental degradation in unincorporated areas of Humboldt County. Every place of human occupancy or dwelling needs an approved means of sewage disposal. If a community or municipal sewer system is not available. An approved onsite sewage disposal system is the typical alternative.
Land Use Projects
The following Land Use projects are reviewed after application directly to
Humboldt County Community Development Services Planning and Building Divisions and include:
- Remodeling of existing structures
- Individual on site sewage disposal for new construction
- Individual on site sewage disposal for remodeling
- Individual domestic water supply in connection with new development
- Subdivisions
- Lot line adjustments
- Conditional use permits
- Coastal development permits
The following Land Use projects are reviewed after application directly to the Division of Environmental Health:
- Onsite sewage disposal system repair
- Application for permit to destroy a septic tank
- Application for permit to construct destroy, deepen or modify a water well
Business License applications submitted to the County Tax Collector’s office are also reviewed by the Land Use Program.
In addition to review of projects and permit/license applications, the Land Use Program is involved in ongoing permit compliance, responds to service requests from the public and investigates the causes of illness that may be due to environmental conditions.
Ongoing Programs
The land use program performs periodic inspections and monitoring for:
- Annual septage hauler permit inspection
- Tri-annual alternative onsite Sewage Disposal System monitoring program
Investigations
The land use program investigates reports of unsanitary conditions and potential nuisances that may be caused by a variety of land use activities. If a condition is found to be non-compliant with land use regulations, a referral is made to
Humboldt County Community Development Services concurrently with notification of the responsible party of a violation or condition injurious to public health. Depending on the severity or the situation, substandard parcels could undergo nuisance abatement if voluntary compliance is not achieved in a reasonable period of time. Division of Environmental Health policy emphasizes voluntary compliance through education over enforcement. The cost of enforcement will be born by the person(s) responsible for the violation by direct billing or liens made on the substandard property to cover the cost of abatement. Requests for investigation and service include, but are not limited to:
- Reports of onsite sewage disposal system failures
- Requests for waterborne illness investigation
- Sewage spill reports
- Occupation of property without any approved means of sewage disposal

If you have questions, or would like to speak with the Field Inspector for your area of the county, you may reach staff on their direct line. The best time to call, before the inspectors are out in the field, is between the hours of 8:30 and 9:30 am or after 4:00 pm.
