Action: Extend local state of emergency until February 20, 2001.



4. Subject: Request to Attend the Annual National Association of Counties' Legislative Conference--March 2-6, 2001, in Washington, D.C. (Supervisor Neely)

Recommendation: Approve request for travel by Supervisor Neely.

Recommendation: Reappoint Barry Gerdts, Thomas Harkins, Maggie Kraft, and don London with terms to expire on January 26, 2004.



Community Development Services



9. Subject: Creation of Fund No. 3939 for CDBG CASA Grant and Supplemental Budget

Recommendation: Create said fund, and approve supplemental budget of $10,000.



10. Subject: Submittal of a Community Development Block Grant Planning and Technical Assistance Grant ($35,000) to Study Feasibility of a Wastewater Treatment and Disposal Facility for the Community of Willow Creek

Recommendation: Approve submittal of grant application by adopting Resolution No. 01-__.

Recommendation: Approve proposed schedule.

24. Subject: Appointment of Wendy Rowan as the Children and Families Commission Director

Recommendation: Confirm appointment effective March 1, 2001.



25. Subject: Amendment to MOU for Representation Units 1-4 (American Federation of State, County, and Municipal Employees)--Change in Working Hours for Real Property Agent I/II Classification

Recommendation: Approve amendment by adopting Resolution No. 01-__.

26. Subject: Request to Reduce CMSP Services Expenditure Account from $15,000 to $10,000, and to Reduce Juvenile Drug Court (CMSP) Revenue Account from $15,000 to $10,000

32. Subject: Automatic Surface Observation System (ASOS) at the Arcata-Eureka Airport

Recommendation: Direct the Personnel Director to meet with AFSCME regarding added compensation for County employees performing weather observer duties. Direct the Personnel Department to develop a class specification for weather observer duties. Direct the Aviation Division to pursue any and all avenues to acquire an Air Traffic Control Tower for said airport.



33. Subject: Agreement for Funding of Underground Storage Tank Removal at the Ferndale Museum

Recommendation: Approve agreement with the City of Ferndale.



34. Subject: Construction of Rehabilitation of Redwood Drive; County Project No. 990702

Recommendation: Accept completed contract with Mercer Fraser Co., Contractor.

35. Subject: Purchase of a New copier to Replace the Existing One at the Vital Records Center

Recommendation: Approve purchase and finance cost from Recorder's Modernization Fund.

36. Subject: Continuation of the Abandoned Vehicle Abatement Program During One-Year Suspension of Allocation of Funds from State Controller's Office

Recommendation: Approve continuation.



37. Subject: Agreement to Provide Reimbursement for the Housing of Federal Prisoners

Recommendation: Approve agreement with the United States Department of Justice.



38. Subject: Revised Fee Schedule for Jail Booking Fee--Introduction of Ordinance

Recommendation: Set ordinance for adoption at least one week away.

4. Subject: Transfer Community Development Block Grant Funds ($46,250) from Orick Housing Rehabilitation to Southern Humboldt Senior Housing Project

Recommendation: Approve the transfer.



Cooperative Extension



5. Subject: Replacing Retired 4-H Advisor, Dairy/Ag Waste Vacancy, and New Advisor Proposal for Inland Fisheries

Recommendation: Approve a FTE Office Assistant I position added to budget effective upon the University of California (UC) hiring date of desired advisor(s), and increased support for Communications, Travel, and Office Supplies ($6,000). Discuss prioritizing these Advisor positions for request to UC Cooperative Extension State office. CAO Recommendation: Defer to budget process.



County Administrative Office



6. Subject: Legislative Special Requests Pursuant to State Budget Surpluses

Recommendation: Review departmental lists of projects, add or delete projects, prioritize projects, and direct staff to submit same to Assemblywoman Strom-Martin and State Senator Chesbro for inclusion in the State budget.

Recommendation: Adopt rules, or refer to staff for additional modifications.
