1.                   Certificates of Recognition for Phil & Sally Arnot, Humboldt County 2006 Republicans of the Year, Lesley Craig, Humboldt County 2006 Volunteer Republican of the Year, and Dr. Jacqueline Kasun, on being inducted into the Republican Hall of Fame for 2006. (Supervisor Rodoni)

RECOMMENDATION: Ratify Certificates of Recognition.

2.                   Letter of Appreciation to Leo Sears for his service on the Assessment Appeals Board. (Supervisor Neely)

RECOMMENDATION: Authorize Chair to Sign Letter of Appreciation.

3.                   Board Orders from 02-06-07 BOS Meeting

RECOMMENDATION: Approve the Board Orders I-1 and I-2 from the 02-06-07 BOS meeting.

County Administrative Office

4.                   Workers' Compensation Coverage - Miranda Community Services District (Fire Department)

RECOMMENDATION: Authorize the Chair to sign the attached Memorandum of Understanding (Attachment A) for adding Miranda Community Services District (Fire Department) to the program effective March 1, 2007; Approve Resolution No. _____.

District Attorney

5.                   Supplemental Budget in District Attorney's Budget Unit 1100-205, in the amount of $58,462.00 and Establish Fixed Assets Accounts (Fund 3921 - Asset Forfeiture)

RECOMMENDATION: Approve the supplemental budget for the purchase of safety equipment, firearms, radios, cellular phones , evidence tracking system and supplies to be used in support of law enforcement purposes that may result in further seizures and forfeitures for our District Attorney Investigative and Prosecutor Staff.

6.                   Advance Step Appointment for Wayne Cox, Investigator (District Attorney)

RECOMMENDATION: Approve and Advance Step appointment for Wayne Cox, Investigator for the District Attorney's Office to Step E, Effective February 13, 2007

Library Services

7.                   Recognition of Donations Made to the Library and Supplemental Budget

RECOMMENDATION: That the Board of Supervisors adopt a supplemental budget of $29,885.00.

Personnel

8.                   Creation of Extra-Help County Counsel Class

RECOMMENDATION: Adopt the extra-help class of County Counsel effective February 26, 2007.

9.                   Dissolution of Eligibility List for the Class of Administrative Assistant to the Board of Supervisors

RECOMMENDATION: Approve the dissolution of the current eligibility list for Administrative Assistant to the Board of Supervisors effective upon the establishment of a new eligibility list.

Probation

10.               Corrections Standards Authority Mentally Ill Offender Crime Reduction Grant

RECOMMENDATION: Establish budget unit 1100239, Approve the allocation of one full time Senior Probation Officer, Approve the allocation of one full time Deputy Probation Officer I/II, Approve the allocation of one full time Legal Office Assistant I/II all effective upon approval.

11.               Request to Disallocate Senior Substance Abuse Counselor Position in Budget Unit 245 and Reallocate Position to Budget Unit 235

RECOMMENDATION: Approve the disallocation of the 1.0 FTE Senior Substance Abuse Counselor position in budget unit 245, Adult Drug Court and approve the allocation of a 1.0 FTE Senior Substance Abuse Counselor position in Budget Unit 235, Probation.

Public Works

12.               Salt River Restoration Project

RECOMMENDATION: Receive the attached letter from the Humboldt County Resource conservation District and the attached staff report from the State Coastal Conservancy and authorize the Board Chairperson to execute the attached letter, supporting the State Coastal Conservancy's issuance of grant funding.

13.               Fields Landing Boat Ramp Parking and Public Safety Enhancement Project

RECOMMENDATION: Adopt Resolution No. ____ approving the application for grand finding from the Wildlife Conservation Board Public Access Program.

D.                  SPECIAL PRESENTATIONS

1.                   Proclaim March 4 - 10, 2007 as Girl Scout Week in Honor of the Girl Scouts of the USA's 95th Anniversary. (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

2.                   Resolution Urging Citizens to Attend the 69th Annual Redwood Region Logging Conference March 15-17, 2007. (Supervisor Rodoni)

RECOMMENDATION: Adopt the Resolution.

Public Works

1.                   Installation of Symbolic Fencing at Clam Beach County Park

RECOMMENDATION: That the Board of Supervisors Authorize the annual installation of symbolic fencing in designated areas of Clam Beach County Park during the Western Snowy Plover nesting season as per Section 271-3 of the County Code.

3.                   Standing Item -- Report on Pending or Threatened Litigation Pursuant to Government Code Section 54956.9 (if required)

4.                   Standing Item -- Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the Intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority

5.                   Standing Item -- Conference with Legal Counsel - Existing Litigation Pursuant to Government Code Section 54956.9 (a), County of Humboldt v. Robert C. McKee; Humboldt Superior Court Case No. DR020825

6.                   It is the intention of the Board of Supervisors to meet in Closed Session to consider the appointment for the position of County Librarian pursuant to Government Code Section 54954.5.

7.                   Conference with Legal Counsel - Existing Litigation Pursuant to Government Code Section 54956.9(a), Humboldt Sunshine, Inc. v. County of Humboldt et al, Humboldt Superior Court Case No. CV070159.

J.                   ADMINISTRATIVE ABATEMENT HEARINGS

Code Enforcement Unit

1.                   Administrative Abatement - County of Humboldt vs. Jan Carrico and David Doolaege; Assessors Parcel No. 206-341-004 (CONTINUED FROM FEBRUARY 6, 2007)

RECOMMENDATION: Authorize the cost of abatement to be advanced by the County of Humboldt and, if unpaid by the property owner, that a lien be placed against the parcel in the amount of the costs of the abatement ($9,000).

Review and acceptance of the final Studies for the 2004 CDBG Planning Grant – Supportive Housing Study, Targets of Opportunity Wage Study, Organic Meat Study, and review of the final 2004 CDBG General Allocation Performance Report for the Multiple Assistance Center Rehab and Food Bank Truck Grant.

There are no Board meetings on the following days in 2007:  January 30, February 20, May 29, July 31, August 7, August 14, October 30, November 20, November 27, December 18 and December 25.
