1. Certificates of Recognition for Phil & Sally Arnot, Humboldt County 2006 Republicans of the Year, Lesley Craig, Humboldt County 2006 Volunteer Republican of the Year, and Dr. Jacqueline Kasun, on being inducted into the Republican Hall of Fame for 2006. (Supervisor Rodoni)
RECOMMENDATION: Ratify Certificates of Recognition.
2. Letter of Appreciation to Leo Sears for his service on the Assessment Appeals Board. (Supervisor Neely)
RECOMMENDATION: Authorize Chair to Sign Letter of Appreciation.

County Administrative Office
RECOMMENDATION: Authorize the Chair to sign the attached Memorandum of Understanding (Attachment A) for adding Miranda Community Services District (Fire Department) to the program effective March 1, 2007; Approve Resolution No. _____.
RECOMMENDATION: Approve the supplemental budget for the purchase of safety equipment, firearms, radios, cellular phones , evidence tracking system and supplies to be used in support of law enforcement purposes that may result in further seizures and forfeitures for our District Attorney Investigative and Prosecutor Staff.
RECOMMENDATION: Approve and Advance Step appointment for Wayne Cox, Investigator for the District Attorney's Office to Step E, Effective February 13, 2007
RECOMMENDATION: That the Board of Supervisors adopt a supplemental budget of $29,885.00.
RECOMMENDATION: Adopt the extra-help class of County Counsel effective February 26, 2007.
RECOMMENDATION: Approve the dissolution of the current eligibility list for Administrative Assistant to the Board of Supervisors effective upon the establishment of a new eligibility list.
RECOMMENDATION: Establish budget unit 1100239, Approve the allocation of one full time Senior Probation Officer, Approve the allocation of one full time Deputy Probation Officer I/II, Approve the allocation of one full time Legal Office Assistant I/II all effective upon approval.
RECOMMENDATION: Approve the disallocation of the 1.0 FTE Senior Substance Abuse Counselor position in budget unit 245, Adult Drug Court and approve the allocation of a 1.0 FTE Senior Substance Abuse Counselor position in Budget Unit 235, Probation.
RECOMMENDATION: Receive the attached letter from the Humboldt County Resource conservation District and the attached staff report from the State Coastal Conservancy and authorize the Board Chairperson to execute the attached letter, supporting the State Coastal Conservancy's issuance of grant funding.
RECOMMENDATION: Adopt Resolution No. ____ approving the application for grand finding from the Wildlife Conservation Board Public Access Program.

4. Standing Item -- Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator. It is the Intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority

J. ADMINISTRATIVE ABATEMENT HEARINGS
Code Enforcement Unit
RECOMMENDATION: Authorize the cost of abatement to be advanced by the County of Humboldt and, if unpaid by the property owner, that a lien be placed against the parcel in the amount of the costs of the abatement ($9,000).
K. OPTIONAL ITEM
