1.                   Recognition for Paige Alisen, PhD, Sunntah Martinez, Ellen Daily, Kristen Polson and Roselie Freixas - Certificates of Acknowledgment presented by Soroptimist International of Humboldt Bay. (Supervisor Neely)

RECOMMENDATION: Ratify the certificates.

2.                   Letter of Support for the Boys & Girls Club's 21st Century Community Learning Center Funding Request. (Supervisor Neely)

RECOMMENDATION: Ratify letter of support.

3.                   Resolution authorizing temporary closure of Avenue of the Giants on May 6, 2007 for the Annual Avenue of the Giants Marathon. (Supervisor Rodoni)

RECOMMENDATION: Adopt the Resolution.

Community Development Services

4.                   Authorization for Auditor to Establish Revenue and Expense Codes for a Variety of Grants and Approval of Corresponding Supplemental Budget

RECOMMENDATION: Approve  the following:  1..the creation of revenue code #1120-275 590061 and expense codes #1120-275 3544, 3545, 3546, 3547 and 3548 to track funds associated with the newest Community Development Block Grant/Planning and Technical Assistance Allocation (CDBG-PTAA) grant and its projects.  2.  The creation of revenue code #1120-275 590062 and expense code #1120-275-3537 to track funds associated with the Headwaters Fund grant for GIS Web Development.  3.  The creation of revenue code #1120-275 590063 and expense code #1120-275 3535 to track funds associated with the headwaters Fund grant for Regional Marketing.  4.  The creation of revenue code #1120-275 590064 and expense code #1120-275 3536 to track funds associated with the U.S. Economic Development Administration grant for regional planning.  5.  The supplemental budget for budget unit #1120-275.

Health and Human Services - Mental Health Branch

5.                   2006 Mental Health Board Annual report to the Board of Supervisors

RECOMMENDATION: That the Board of Supervisors receive and file the attached report prepared by Humboldt County Mental Health Board Chair, Henry Willey.

6.                   Agreement By and Between County of Humboldt and Traditions Behavioral Health for Fiscal Years 2006-2007 and 2007-2008

RECOMMENDATION: That the Board of Supervisors approve the agreement with Traditions Behavioral Health for fiscal year 2006-2007 and 2007-2008 and authorize the Chair to execute the agreement.

Health and Human Services - Social Services Branch

7.                   Exercise the option to extend the lease at the K'ima:w Medical Center in Hoopa, for the Department of Health and Human Services Social Services Branch

RECOMMENDATION: Approve exercising the option to extend the Lease executed September 19, 2000 and amended on May 17, 2005 with K'ima:w Medical Center, an entity of Hoopa Valley Tribe, for the Department of Health and Human Services, Social Services Branch, for office space located at K'ima:w Medical Center, in Hoopa.

Library Services

8.                   Recognition of Grant and Donations

RECOMMENDATION: That the Board of Supervisors adopts a supplemental budget of $8080.00.




9.                   Dissolution of Eligibility List for the Class of Compliance and Quality Assurance Administrator

RECOMMENDATION: That the Board of Supervisors approve the dissolution of the current eligibility list for Compliance and Quality Assurance Administrator effective upon the establishment of a new eligibility list.

10.               Allocation of Personnel Technician Position

RECOMMENDATION: Approve the allocation of one full-time Personnel Technician (salary range 325, class 0609) in budget unit 130; and approve a transfer of $3,722.00 from contingency (1100-990-2-010) to Personnel; {Breakdown -- 1100-130-1-100 salaries and wages $2,780.00; 1100-130-1-470  Health Insurance  $425.00;  1100-130-1-471  Life & Air Travel  $6.00;  1100-130-1-500  Retirement  $511.00 } effective May 21, 2007.

11.               Transfer from Contingency Reserve to Cover the Library's Relocation Expense Charges for Fiscal Year 2006/2007

RECOMMENDATION: That the Board of Supervisors approve a transfer of $2,500 from the General Fund Contingency Reserve (#1100-990) to the Library (#1500-621), to cover the Fiscal Year 2006-2007 cost of relocation expenses for the new County Librarian.


12.               Extension of Extra Help Hours Past the 1440 Hour Limit



RECOMMENDATION: That the Board of Supervisors approve the extension of extra help hours for Nate Kees and Rachel Snider-Marsh, Juvenile Hall Corrections Officers, to 1980 hours through June 30, 2007, per section 7 of the Salary Resolution.

Public Works

13.               Mitigated Negative Declaration for Singely Road Improvement Project

RECOMMENDATION: That the Board of Supervisors adopt the Mitigated Negative Declaration for improvements to Singley Road between Highway 101 and Bear River Casino, and direct staff to post a Notice of Determination with the Humboldt County Clerk/Recorder.

14.               Allocation of One Full Time Building Maintenance Custodian

RECOMMENDATION: Approve the allocation of one full-time Building Maintenance Custodian (Salary Range 251, Class 0268) position in budget unit 162 effective immediately and adopt the following supplemental budget to provide funding:  REVENUE-- 1100162-681200 Other County Funds-- $10,101.00;

EXPENDITURES-- 1100162-1100  Salaries & Wages  $6,375.00;  1100162-1470  Health Insurance  $1,932.00;  1100162-1472  Dental Insurance   $132.00;  1100162-1500 Retirement  $1,174.00;  1100162-1600  FICA $488.00.

15.               MOA between Humboldt County, Yurok Tribe, and Bureau of Indian Affairs

RECOMMENDATION: Authorize the Chairman to sign three copies of the MOA to allow for additional funding opportunities as well as closer inter-governmental cooperation with the Yurok Tribe. 


16.               Supplemental Budget in Sherriff's Homeland Security Budget 1100 213 for Expenditure of Funding from the FFY 2006 Govenor's Office of Homeland Security Grant

RECOMMENDATION: Approve supplemental budget in the amount of $311,965.00 to purchase approved expenditures under the U.S. Department of Homeland Security grant through the Governor's Office of Homeland Security.

17.               Approve Appropriation Transfer in Sheriff’s Budget 1100 213 to Clear Edits in Fixed Asset Accounts

RECOMMENDATION: Approve appropriation transfer in Sheriff's Budget 1100 213 to clear edits in fixed asset accounts.


1.                   Proclaim March 2007 as Social Worker Appreciation Month (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

2.                   Resolution of recognition for the Humboldt State University Men's Basketball Team. (Supervisor Woolley)

RECOMMENDATION: Adopt the Resolution.

3.                   Resolution of Commendation for Paul Holzberger on his Retirement from the Humboldt County Department of Agriculture. (Supervisor Neely)

RECOMMENDATION: Adopt the Resolution.

4.                   Proclaim April 2007 as Child Abuse Prevention Awareness Month. (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

E.                  DEPARTMENT REPORTS

County Administrative Office

1.                   Grand Jurors' Fees and Mileage

RECOMMENDATION: That the Board of Supervisors approve new rules for Grand Juror mileage reimbursement set a rate of $20.00 per day for Grand Juror services, and direct staff to return with an ordinance implementing these actions.

2.                   Board Chambers - Audio and Video Systems Update

RECOMMENDATION: That the board of Supervisors review and accept this update on Audio and Video Systems for the Board of Supervisors Chambers.

3.                   Animal Control Advisory Committee

RECOMMENDATION: 1.  Introduce by title, Ordinance No. _____, repealing Sections 225-1 through 225-6, inclusive, of the Humboldt County Code, and waive the first reading. 2.  Set the Ordinance for adoption at least one week away.


1.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters


2.                   Request for $10,000 as Humboldt County's Contribution towards Hiring a Facilitator/Mediator for the Klamath Settlement Discussions (Supervisor Geist)

1.                   Review and Acceptance of the Final Studies for the 2004 CDBG of the Final 2004 CDBG General Allocation Performance Report for the Multiple Assistance Center Rehab and Food Bank Truck Grant

RECOMMENDATION: 1. Receive Staff Report; 2. Receive Final Community Development Block Grant Reports: a. Grantee Performance Report 04-STBG-1901:  Multiple Assistance Center Rehab and Food Bank Truck; b. Supportive Housing Feasibility Study, including Phase 1 Report and wetlands delineation for a property located on Lucas Street in the Eureka area; c.  Living Wage Study, titled "Targets of Opportunity"; and d. Feasibility Study on market potential for "natural", value added meat products;  3. Open the public hearing and receive public testimony; 4. Close the public hearing; and 5. Direct the staff to submit final closing documents.
