Board of Supervisors

1.                   Resolution of Commendation for Rodney L. Gilliam on his Retirement from the California Highway Patrol. (Supervisor Geist)

RECOMMENDATION: Adopt the Resolution.

Conflict Counsel

2.                   Transfer of Funds from Contingency Reserve Fund

RECOMMENDATION: That the Board of Supervisors authorize a transfer of contingency reserve funds in the amount of $12,290 to the Alternate Conflict Counsel line item 1100 for Salaries & Wages.

County Administrative Office

3.                   Local Fire District Allocation for Fiscal Year 2006-2007 for the Humboldt No. 1, Kneeland Telegraph Ridge and Willow Creek Fire Protection Districts; and Carlotta and Miranda Community Services Districts. ($85,966 - Prop 172)

RECOMMENDATION: Authorize the Chair of the Board to execute agreements with the Humboldt No. 1 Protection District, Kneeland Fire Protection District, Telegraph Fire Protection District, Willow Creek Fire Protection District, Carlotta Community Services District, and the Miranda Community Services District for revenue-sharing of the County's Proposition 172 funding.

4.                   Adoption of Ordinance: Animal Advisory Committee

RECOMMENDATION: That the Board of Supervisors adopt Ordinance No. ___, repealing Sections 225-1 through 225-6, inclusive, of the Humboldt County Code.

5.                   State Fish and Game In-Lieu Fees Program

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the letters of support for finding of the California Department of Fish and Game's In-Lieu Fees program.

Health and Human Services - Social Services Branch

6.                   Approve the Established Fixed Asset Amounts and Approve Budget Appropriation Transfer for Social Services Budget Unit 1160-505 - Cal-Works

RECOMMENDATION: Approve and establish line items and fixed assets accounts 1160-505-8-774 Vehicle - Van (2); Approve the Budget Appropriation Transfers; Approve the purchase of two 7-passenger vans, and Approve the donation of the vehicles to the County Motor Pool, for capitalization, maintenance, and insurance.

7.                   Allocate One Full Time Vocational Assistant Position in Budget Unit 511 (Social Services)

RECOMMENDATION: It is recommended that the Board of Supervisors approve allocation of one 1.0 FTE Vocational Assistant (class 742, range 234) positions in budget unit 511 (Social Services) effective upon approval.


8.                   Revised Class Descriptions for Substance Abuse Counselor Trainee/I/II and Senior Substance Abuse Counselor

RECOMMENDATION: That the Board of Supervisors approve the revised class description for Substance Counselor.

Public Works

9.                   Allocation of One Full-Time Survey Party Chief & One Full-Time Engineering Technician I/II

RECOMMENDATION: Approve the allocation of one full-time Survey Party Chief (salary range 385, class 0329) position in budget unit 322; and approve the allocation of one full-time Engineering Technician I/II (salary range 343/367, class 0322) position in budget unit 322, effective immediately.

10.               Annual Revisions to the County of Humboldt Maintained Road System

RECOMMENDATION: Adopt Resolution No. ____ for annual revisions in the County Maintained Road System 2006-2007

11.               Allocation of one Construction Projects Manager

RECOMMENDATION: Adopt the classification of Construction Projects Manager (salary range 420, class 0206 unit 8) into the classification plan; and allocate one full time Construction Projects Manager (salary range 420, class 0206) position in budget unit 162.

12.               Construction of Storm Damage Repairs on East Branch Road (6B175) at P.M. 1.40; Contract No. 206278

RECOMMENDATION: Approve the plans and specifications.


1.                   Proclaim April 15 - 21, 2007 as National Volunteer Week. (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

2.                   Proclaim May 2007 as National Veterans Appreciation Month. (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

3.                   Proclaim April 23 - 29, 2007 as Humboldt Literacy Week. (Supervisor Geist)

RECOMMENDATION: Adopt the Proclamation.

E.                  DEPARTMENT REPORTS

Public Works

1.                   Designations of "Stop" at Intersection for Mckeown Lane at "T" Street and School Road at Fisher Avenue; Designation of "No Parking" on Central Avenue at Murray Road, Murray Road at Central Avenue, Fern Street at Walnut Drive, and Hatchery Road; Designation of 25 MPH Zone on Tim Mullen Rd

RECOMMENDATION: Introduce the Ordinance by title, waive the first reading thereof, and set the Ordinance for adoption at least one week away.

2.                   Spay/Neuter Ordinance

RECOMMENDATION: Introduce by title and waive the first reading of an Ordinance adding sections 541-3,541-4, 541-5 and 547-20.1 to the Humboldt County Code relating to spay/neuter regulations.


1.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters


2.                   Appointment of Three Elected City Officials to Serve on the Humboldt County Indian Gaming Local Community Benefit Committee (HCIGLCBC). (Supervisor Geist)

RECOMMENDATION: Approve the appointment of three elected city representatives to serve on the HCIGLCBC.

I.                     PUBLIC HEARINGS

Community Development Services

1.                   Resolution Authorizing the Submittal of a CalHome Program Grant Application for an Owner-Occupied Housing Rehabilitation Program

RECOMMENDATION: Open staff report; Open the public hearing and receive public testimony; close the public hearing; and adopt Resolution No. 07-29 authorizing submission of a $500,000 application for the 2007 CalHome Grant for an Owner-Occupied Housing Rehabilitation Program and authorization for the Community Development Services Director to sign grant paperwork, contracts and /or sub-recipient agreements, after review and approval by the County Risk Manager and County Counsel to carry out the activities of this grant.

2.                   Approving Issuance of Revenue Bonds by the California Statewide Communities Development Authority for the Acquisition and Rehabilitation of Murray Apartments in Mckinleyville

RECOMMENDATION: Receive staff report; Open the public hearing and receive public testimony; close the public hearing; and adopt Resolution No. 07-28 approving the issuance of bonds by the California Statewide Communities Development Authority for the acquisition and rehabilitation of the Murray Apartments.
