Board of Supervisors

1.                   Letter of Support for continued fiscal support North Coast EMS from Bertha Russ Lytel Foundation (Supervisor Woolley)

RECOMMENDATION: Authorize Chair to sign Letter of Support

2.                   Board Order E-2 from the April 10, 2007 Board of Supervisors meeting

RECOMMENDATION: Approve Board Order E-2.

Community Development Services

3.                   Appointment to the Humboldt County Workforce Investment Board and Youth Council

RECOMMENDATION: Review the applications to the WIB and the Youth Council and make appointments.

District Attorney

4.                   Extension of Lease at 712 Fourth Street for Victim Witness Office (Federal and State Grant Funds)

RECOMMENDATION: Approve exercising the option to extend the lease for property at 712 Fourth Street through June 30, 2008; Authorize Real Property to send written notice to Lessor that County is exercising the option to extend the lease.

Health and Human Services - Mental Health Branch

5.                   State Department of Mental Health State Hospital Bed Purchase and Usage Agreement for Fiscal Year 2006/2007

RECOMMENDATION: Approve the State Hospital Bed Purchase and Usage Agreement with the State Department of Mental Health for Fiscal year 2006-2007; Authorize the Mental Health Branch Director of Health and Human Services to sign the State Hospital Bed Purchase and Usage Agreement with the State Department of Mental Health

6.                   Donation of AB2034 vehicle to the County Motor Pool for Capitalization, Maintenance, and Insurance.

RECOMMENDATION: Approve the donation of AB2034 Street Outreach Services program 2006 Ford Freestar van to the County Motor Pool for capitalization, maintenance and insurance.

Health and Human Services - Public Health Branch

7.                   The Use of Available Funds to Pay for the Travel and Lodging for the Interim Lab Director in Fund 1175

RECOMMENDATION: Approve the use of available funds in fund 1175, budget unit #435 (Public Health Laboratory) to pay for the travel and lodging costs for the Interim Lab Director.

8.                   Allocate One Full-Time Health Program Coordinator in Budget Unit #400, Public Health

RECOMMENDATION: That the Board of Supervisors approves the allocation of one full-time Health Program Coordinator (salary range 322, class 0540) position in budget unit #400, Public Health Administration, Fund 1175, effective immediately.

9.                   Accept Proceeds of $26,932.77 from the Estate of Michael Farrand to support the Public Health Branch, North Coast AIDS Projects.

RECOMMENDATION: Approve the acceptance of $26,932.77 from the Estate of Michael Farrand to support the Public Health Branch, North Coast AIDS Projects; Direct the Auditor-Controller to deposit the funds into the Public Health Small Grants, #3908.

Health and Human Services - Social Services Branch

10.               Letter of Support for Increased Funding for Adult Protective Services

RECOMMENDATION: Authorize the Chair of the Board of Supervisors to sign the letter of support, to Assembly Woman Berg, for increased funding for Adult Protective Services.

11.               Adopt the Class of SSB Secretary I; Allocate one SSB Secretary I in Budget Unit 511 (Social Services); and Approve the Title Change from Secretary II to SSB Secretary II

RECOMMENDATION: Adopt the 40 hour class of SSB Secretary I (salary range 273, class 0183, unit #1) into the Classification Plan; Approve the allocation of one SSB Secretary I (salary range, class 0183) position in budget unit 511; and approve a title change for the class of Secretary II (salary range 317, class 0182) to SSB Secretary II (salary range 317, class 0182, unit 9) effective the beginning of the biweekly pay period following approval.

12.               Creation of Extra-Help Physician/Psychiatrist Classification

RECOMMENDATION: Adopt the extra-help class of Physician/Psychiatrist, class 0930, salary range 697, and effective immediately.

Sheriff

13.               Acceptance of Agreement Number 2007-24 between the County of Humboldt and the Drug Enforcement Administration of the United States Department of Justice

RECOMMENDATION: Accept Agreement No. 2007-24 between the County of Humboldt and the Drug Enforcement Administration; Authorize the Board Chair to execute upon approval of County Counsel as to Form, and the Risk Manager for insurance purposes, the Request for Advance or Reimbursement and Certification regarding Lobbying; Debarment, Suspension and Other Responsibility Matters; and Drug Free Workplace Requirement; Authorize the Sheriff to sign agreement number 2007-24.

1.                   Proclaim Tuesday, April 17, 2007 as "National Library Workers Day." (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

2.                   Proclaim April 20-22, 2007 as "National & Global Youth Service Day." (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

3.                   Proclaim April 21, 2007 as Peninsula Cleanup and Beautification Day (Supervisor Woolley)

RECOMMENDATION: Adopt the Proclamation.

E.                  DEPARTMENT REPORTS

Probation

1.                   Request to Approve and Submit 2007-2008 Juvenile Justice Crime Prevention Act (JJCPA) Application for Continuation Funding

RECOMMENDATION: Attest to the on-going validity of the local Comprehensive Juvenile Justice Plan and funding strategy, authorize the Chief Probation Officer or the Chair of the Board to execute and submit the 2007-2008 JJCPA Application of Continuation Funding to the California State Corrections Standards Authority (CSA), and approve Resolution No. ___ thereby providing County assurances regarding the approval, submission, and program/fiscal administration of the crime prevention plan in accordance with the requirements of the Juvenile Justice Crime Prevention Act.

I.                     PUBLIC HEARINGS

Public Works

1.                   Unmet Transportation Needs

RECOMMENDATION: Open the public hearing and receive staff report and allow the public to comment on transit needs in the unincorporated areas of the County; close the public hearing and direct that the Clerk of the Board forward meeting minutes and any recommendations to the Humboldt County Association of Governments (HCAOG) for inclusion in their meeting.
