Agricultural Commissioner

1.                   Standard Agreement No. 07-011C Pesticide Use Reporting

RECOMMENDATION: Grant a waiver of the Nuclear Free Ordinance, approve standard agreement number 07-0011C between the Agricultural Commissioner's office and the California Department of Pesticide Regulation and authorize the chair to sign the original and one copy of the cover page as well as the Contractor Certification form and return all copies to the Agricultural Commissioner for further processing.

Board of Supervisors

2.                   Proclaim April 22-28, 2007 as Safety Seat Checkup Week. (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

3.                   Letter of Appreciation to Alex Stillman for her service on the Humboldt County Indian Gaming Local Community Benefit Committee (HCIGLCBC). (Supervisor Geist)

RECOMMENDATION: Approve letter of appreciation.

CAPCC (Child Abuse Prevention Coordinating Council)

4.                   Supplemental Budget Request for Child Abuse Prevention Coordinating Council Expenditures

RECOMMENDATION: Approve the supplemental budget, approve transfer by the Auditor-Controller of $5,000 from the Children’s Trust Fund (#3875) to the General Fund Contributions to Other Funds budget #1100-199.

Community Development Services

4.                   First Amendment to Memorandum of Agreement between Humboldt County and North Coastal Information Center - Yurok Tribe

RECOMMENDATION: Authorize the Chairperson of the Humboldt County Board of Supervisors to execute the "First Amendment to the Memorandum of Agreement between Humboldt County and North Coastal Information Center - Yurok Tribe" reflecting the change in fees for cultural resource reviews pursuant to the schedule adopted by the State Historical Resources Commission (SHRC).

5.                   Waiver of 960 Hour Limit for Extra Help Employee Meghan Ryan

RECOMMENDATION: Approve the waiver of 960 hour Limit for extra help employee Meghan Ryan up to 1920 hours, pursuant to Section 7 of Humboldt County Salary Resolution.

County Administrative Office

6.                   Advanced Step Placement for Revenue Recovery Technician

RECOMMENDATION: Approve an advanced step placement for Revenue Recovery Technician, Sara Cooke, at step D in salary range 248 effective March 28, 2007; pursuant to Section 7 of the Humboldt County Salary Resolution.

7.                   Surplus Print Shop Equipment

RECOMMENDATION: That the Board of Supervisors declare remaining equipment and supplies from the former County Print Shop to be surplus and authorize the Purchasing Division to dispose of the equipment and supplies in such method as will bring greatest value to the County.

8.                   Adjust Date of Public Hearing for FY 2007-08 Proposed Budget

RECOMMENDATION: That the Board of Supervisors revise the date of the public hearings for the FY 2007-08 Proposed Budget from Monday, June 18, 2007 to Monday, June 11, 2007

Health and Human Services - Mental Health Branch

9.                   Request for extension of extra-help hours for budget unit 1170-424-Mental Health Branch Administration

RECOMMENDATION: Approve the extensions of extra-help hours for Budget Unit 1170-424 pursuant to section 7 of Humboldt County Resolution effective immediately as follows:  Dawn Hickox, Office Assistant, to a maximum of 1400 hours; Jeannette Egger, Office Assistant, to a maximum of 1400 hours.

10.               Approval of a Memorandum of Understanding with Humboldt County Office of Education for Children's Mental Health Services

Health and Human Services - Public Health Branch

11.               Approve the Disallocation of two Full-Time (1.0 FTE) Microbiologist and one half-time (.5 FTE) Microbiologist Positions in Budget Unit 435 (Public Health Laboratory) and authorize Personnel to begin the Layoff Process

RECOMMENDATION: Approve the disallocation of two full-time (1.0FTE) and on half-time (.5 FTE) Microbiologist (Salary Range 372, Class # 0526 A/B) positions #03,04, and 05 in budget unit 435 effective June 1, 2007 and authorize the Personnel Department to begin the layoff process.

Library Services

12.               Recognition of Grants, Donations and Book Sales

RECOMMENDATION: That the Board of Supervisors adopt a supplemental budget of $9,097.00.

Probation

13.               Professional Services Agreement with Marriage and Family Therapist, Jane S. Anderson, MFT, for the Probation Department's System of Care Program for the Period April 24, 2007 to April 24, 2009

RECOMMENDATION: Approve the professional services agreement with Marriage and Family Therapist, Jane S. Anderson, MFT, for the Probation Departments System of Care Program for the Period April 24, 2007 to April 24, 2009.

14.               Request for Declaration of one Convection Oven as Surplus Equipment

RECOMMENDATION: Declare a gas, double decker convection oven as surplus and authorize County Purchasing to either sell as surplus or make available to other County Facilities.

Public Works

15.               Extension of Extra Help Hours for Michael Cain

RECOMMENDATION: That the Board of Supervisors extend Michael Cain's extra help employment by 640 hours to a maximum of 1600 for fiscal year 2006-2007 pursuant to Section 7 of the Humboldt County Salary Resolution.

16.               Letter of Support for Proposition 1B--$2 Billion Local Streets and Roads, Congestion and Transit

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign and immediately send, by both fax and mail, a letter in support for Proposition 1B--$2 Billion Local Streets and Roads, Congestion and Transit.

17.               Surplus Property, Roads Heavy Equipment ISF

RECOMMENDATION: That the Board of Supervisors declare two 1987 John Deere brush cutters surplus; authorize the Purchasing Agent to dispose of the surplus property; deposit the revenue from the sale in the Heavy Equipment Replacement Fund.

18.               Pay Differential for Dave Ryan, Associate Land Surveyor

RECOMMENDATION: That the Board of Supervisors approve the continuation of a temporary increase in compensation of 10 salary ranges for Associate Land Surveyor, David Ryan, for serving as County Surveyor, from January 28, 2007 through July 28, 2007 or until the County completes the classification review and fills the County Surveyor position whichever occurs first, pursuant to Section 7 of the Humboldt County Salary Resolution.

Sheriff

19.               Approve the Purchase of Off-Road Vehicle and Supplemental Budget in the Amount of $160,842 in Budget Unit 1100 222 Cal-MMET

RECOMMENDATION: Approve a supplemental budget in the amount of $160,842 in the Cal-MMET Coastal Initiative Program and approve the Appropriation Transfer and the purchase of one off road vehicle and accept the vehicle into the County Motorpool for capitalization, insurance and maintenance purposes.  Assign the Vehicle to the Sheriff's Office.

20.               Establish Revenue and Fixed Asset Accounts and Approve a Supplemental Budget for the SAFE (Sexual Assault Felony Enforcement) Program in the Amount of $56,917

RECOMMENDATION: Authorize the Auditor-Controller to establish SAFE revenue line item 1100(221)504 105 and fixed asset account 1100-221-8-770, Vehicle - Off Road and approve the purchase of one off road vehicle and accept the above vehicle into the County Motor pool for capitalization, insurance and maintenance purposes.  Assign the vehicles to the Sheriff's Office and approve a supplemental budget in the amount of $56,917 to fund the program.

D.                  SPECIAL PRESENTATIONS

1.                   Resolution of recognition for St. Joseph Hospital Sexual Assault Response Team (Supervisor Neely)

RECOMMENDATION: Take appropriate action.

2.                   Resolution of Commendation for the District Attorney Victim Witness Office (Supervisor Neely)

RECOMMENDATION: Adopt the Resolution.

3.                   Resolution of Commendation for Audrey Pacheco twenty year volunteer at District Attorney Victim Witness Office (Supervisor Neely)

RECOMMENDATION: Adopt the resolution.

4.                   Proclaim April 22 through 29, 2007 as National Infant Immunization Week (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

E.                  DEPARTMENT REPORTS

County Administrative Office

1.                   Senate Bill 634 (Pat Wiggins) Agricultural Preserves - Williamson Act

RECOMMENDATION: Review and discuss Senate Bill 634 (Wiggins); and authorize the Chair to send a letter of support to State Representatives and Advocates.

2.                   Oppose Senate Bill 964 (Gloria Romero) Amending the Brown Act

RECOMMENDATION: Review and discuss Senate Bill 964 (Romero); and authorize the Chair to send a letter of opposition to Senator Patricia Wiggins, Senator Gloria Romero and other Legislative Representatives

3.                   Ordinance on Grand Jurors' Fees and Mileage

RECOMMENDATION: Introduce by title, Ordinance No. ___, adding Sections 2111-1 and 211-2 to the Humboldt County Code, and waive the first reading of the Ordinance; set the Ordinance for adoption at least one week away.

Auditor-Controller

4.                   Receive Audit Report for Year End June 30,2006

RECOMMENDATION: That the Board of Supervisors receive and file the audit report of Donald R. Reynolds, CPA, regarding the financial statements of the County of Humboldt for the fiscal year ended June 30, 2006.

Health and Human Services - Public Health Branch

5.                   Acceptance of the OERU grant (Outreach, Enrollment, Retention and Utilization) funds.

RECOMMENDATION: Accept Allocation #2006-12 in the amount of $778,440 from the California Department of Health Services Medi-Cal Eligibility Branch for the period of July 1, 2006 through June 30, 2009; Authorize Alexandra Wineland, Public Health Branch Director, to sign the County Allocation Certification Statement, and return the signed copy of the Certification Statement to the Public Health Branch for submittal to the State and direct the Auditor-Controller to establish a new budget unit in Fund 1175, Budget Unit 413, Children's Health.

F.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters

RECOMMENDATION: Hear Reports.

2.                   Resolution Recognizing the Need to Change Nutrition and Physical Activity Environments. (Supervisor Woolley)

RECOMMENDATION: Adopt the Resolution.

2.                   Standing Item -- Pursuant to Government Code Section 54957.6, Review the County's Position and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Personnel.

3.                   Standing Item -- Conference with Legal Council on Pending, Threatened or Anticipated Litigation Pursuant to Government Code Section 54956.9 (1 item)

4.                   Standing Item -- Adjourn as County Board of Supervisors and Reconvene as Humboldt County Public Authority Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the Intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority
