Board of Supervisors

1.                   Certificate of Achievement for Jeren James Stoneman for achieving the rank of Eagle Scout. (Supervisor Rodoni)

RECOMMENDATION: Ratify the Certificate of Achievement.

2.                   Resolution 59th Annual Old Timer's Parade in Orleans on June 17, 2007. (Supervisor Jill Geist)

RECOMMENDATION: Adopt the Resolution.

County Administrative Office

3.                   Local Fire District Allocation for Fiscal Year 2006-2007 for the Fortuna, Redway, and Samoa Fire Protection Districts; and Fieldbrook Community Services Districts

RECOMMENDATION: Authorize the Chair of the Board to execute agreements with the Fortuna Protection District, Redway Fire Protection District, Samoa Fire Protection District and the Fieldbrook Community Services District for revenue-sharing of the County's Proposition 172 funding.

4.                   Request for Extension of Extra-Help Hours

RECOMMENDATION: That the Board of Supervisors approve the extension of extra-help hours for Budget Unit 1100-271 pursuant to section 7 of Humboldt County Salary Resolution effective immediately for the following; Andrea Walters, Office Assistant, to a maximum of 1400 hours.

District Attorney

5.                   Grant Application for 2007-2008 - Grant Victim Witness Assistance Program

RECOMMENDATION: That the Board of Supervisors authorize the Chair to execute the Original Grant Proposal / Award Face Sheet and Certificate of Assurance of Compliance.

6.                   Grant Application for 2007-08-Anti Drug Abuse Grant (Federal and State Grant Funds)

RECOMMENDATION: That the Board of Supervisors authorizes the Chair to execute the original Grant Proposal/Award Face Sheet and Certificate of Assurance of Compliance.

7.                   District Attorney Spousal Abuse Prosecution Program Resolution (State Grant) for FY 2007-2008

RECOMMENDATION: That the Board of Supervisors adopt the Resolution and the Clerk of the Board return five (5) certified originals, endorse five (5) original Drug Free Workplace Certification and authorize the District Attorney to accept and administer the Spousal Abuse Prosecution Program (SAP Program) with the State of California, Department of Justice.

Health and Human Services - Mental Health Branch

8.                   Combined Multi-Year NNA/Drug Medi-Cal Contract for Fiscal Years 2007/2008 through 2009/2010.

RECOMMENDATION: That the Board of Supervisors authorize and approve the execution of the multi-year combined Negotiated Net Amount (NNA) and Drug Medi-Cal (DMC) Contract with the state Department of Alcohol and Drug Programs for State Fiscal Years 2007/2008,2008/2009, 2009/2010; and authorize the Department of Health and Human Services Mental Health Branch Director, acting in the capacity of the County Alcohol and Drug Administrator, to sign and submit the multi-year combined Negotiated Net Amount (NNA) and Drug Medi-Cal (DMC) Contract and any amendments of the multi-year NNA/DMC Contract to the State Department of Alcohol and Drug Programs.

Health and Human Services - Public Health Branch

9.                   Approve the Agreement with the State Water Resources Control Board for $326,995 for Fiscal Year 2007-2008 in Fund 1175, Budget Unit 432 (Local Oversight Program)

RECOMMENDATION: That the Board of Supervisors authorize the Chairperson of the Humboldt County Board of Supervisors to sign the Agreement with the State Water Resources Control Board (Agreement 07-003-250-0) for $326,955 to fund the Local Oversight Program, in budget unit 432 (Local Oversight Program) in Fund 1175 for FY 2007-2008.

10.               Approval of Provider Agreement for Claiming Federal Financial Participation for Targeted Case Management (TCM) services for Fiscal Years 2007-2012

RECOMMENDATION: That the Board of Supervisors approve and authorize the Chair to sign five (5) signature pages of the 2007-2012 Provider Agreement for claiming Federal Financial Participation for Targeted Case Management (TCM) Services between the County of Humboldt and the California Department of Health and Human Services (CDHS) and the Contractor Certification Clauses (CCC-1005) and return four (4) signature pages to the Health and Human Services Department, Public Health Branch for submission to the State and approve and authorize the Director of Public Health to sign any future contracts with the County of Humboldt and the California Department of Health Services (CDHS) regarding Provider Agreements for Claiming Federal Financial Participation for Targeted Case Management Services (TCM).

11.               Allocate One Full Time Program Coordinator in Fund 1175, Budget Unit #400, Public Health Administration

RECOMMENDATION: That the Board of Supervisors approves the allocation of one full-time Program Coordinator (salary range 373, class 1425) position in fund 1175, budget unit #400, Public Health Administration, effective immediately.

Health and Human Services - Social Services Branch

12.               Approval and Execution of Second Amendment UC Davis Training Contract

RECOMMENDATION: Approve the attached second amendment to the contract with the University of California, Davis, for the Provision of training to DHHS-SSB staff to extend the term to September 30, 2007; and authorize the Chairperson of the Board of Supervisors to execute two (2) copies of the amendment and return them to the DHHS-SSB Director.

13.               Approve and Authorize the Chair to Sign the Amendment to 2005-2008 Contract between the County (HHS/SSB) and the Humboldt Child Care Council

RECOMMENDATION: That the Board of Supervisors authorize and execute the proposed first amendment to the Cost Reimbursement Contract with Humboldt Child Care Council.

14.               Approval of Agreement between County of Humboldt and Prevent Child Abuse California for the AmeriCorps CWS Improvement Activities Grant agreement.

RECOMMENDATION: That the Board of Supervisors approve the proposed Agreement between Prevent Child Abuse California and County of Humboldt to provide $80,000 in funding for the AmeriCorps CWS Improvement Activities Grant agreement and authorize the Chair to execute three (3) copies of the agreement and direct the Clerk of the Board to route two (2) copies of the agreement to the Director of Department of Health and Human Services Social Services Branch

15.               Revised Class Description for Deputy County Counsel I/II/III/IV and Adopt 40 Hour Class of Treasury and Tax Assistant I

RECOMMENDATION: That the Board of Supervisors adopt the revised class description for Deputy County Counsel I/II/III/IV (salary range 389/422/455/487, class 0600) into the classification plan; and adopt the 40 hour class of Treasury and Tax Assistant I (salary range 253, class 0170, unit I) into the classification plan, effective immediately.

Probation

16.               Fiscal Year 2007 - 2008 Daily Detention Bed Rate for the Regional Facility

RECOMMENDATION: That the Board of Supervisors adopt Fiscal Year 2007-2008 Regional Facility Daily Detention bed rate in the amount of $159.50 for all referring counties.

17.               Amendment to the Bar-O Ranch Contract

RECOMMENDATION: That the Board of Supervisors approve and authorize the Chair of the Board to sign the Amendment to the Agreement for Placement at Bar - O Ranch between the County of Del Norte and County of Humboldt to allow for the placement of juvenile court wards at the Bar-O Ranch on an as-needed, space available basis; Direct the Clerk of the Board to forward three (3) signed originals of the attached Amendment to the Chief of Probation Officer for further processing.

Public Works

18.               Extension of Agreement with Humboldt County Fair Association

RECOMMENDATION: Approve extending the Agreement with the Humboldt County Fair Association through August 31, 2010; Direct Real Property to send a letter to the Association that County has approved of extension of the Agreement.

19.               Construction of Storm Damage Repairs on Mattole Road (F3C010) at KP 19.09 (PM 11.86), Project No. ER 3812 (009), Contract Number 203182

RECOMMENDATION: Direct the Clerk of the Board to return all of the bids for Construction of Storm Damage Repairs on Mattole Road at PM 11.86 and to re-advertise the above-mentioned project as required by Section 22037 of the California Public Contract Code with Bids to be opened on Tuesday, June 5, 2007 at 2:00 P.M.

20.               Construction of Storm Damage Repairs on Mattole Road (F#C010) at KP 65.69 (PM 40.82) & KP 67.59 (PM 42.00), Project No. ER 3812 (001) & 3812 (002), Contract No. 203120 & 203186

RECOMMENDATION: That the Board of Supervisors Direct the Clerk of the Board to return all bids for Construction of Storm Damage Repairs on Mattole Road at PM 40.82 and PM 42.00 and re-advertise the above - mentioned project as required by Section 22037 of the California Public Contract Code with Bids to be opened on Tuesday, June 5, 2007 at 2:00 P.M.

21.               Surplus Vehicles

RECOMMENDATION: Declare four vehicles surplus; authorize the Purchasing Agent to dispose of the surplus property when the Equipment Superintendent puts the replacements in services and deposit the revenue from the sale in the Motor Pool Fund.

22.               Construction of Storm Damage Repairs on East Branch Road (6B175) at PM 1.40; Contact No. 206278

RECOMMENDATION: Receive and file the bids for Construction of Storm Damage Repairs on East Branch Road at PM 1.40; Award the contract to G.R. Wilcox Enterprise, Inc.; Authorize the Chairman to execute the project agreement upon submittal of the appropriate bonds and insurance and direct the Auditor - Controller to establish a new contract account 1200321-0204, and transfer $121,960 to the account per the appropriation transfer.

23.               Schools Combined Request for Trans Issuance

RECOMMENDATION: That the Board of Supervisors authorize the Clerk of the Board of Supervisors to notify in writing the Eureka City Unified School District, Southern Humboldt Joint Unified School District, and Northern Humboldt Union High School District and their bond attorney's, Orrick, Herrington & Sutcliffe that the board of Supervisors will not act to authorize the above named Districts to issue Tax and Revenue Anticipation Notes.T.R.A.N.s funds to be invested through the County Treasurer's office.

D.                  SPECIAL PRESENTATIONS

1.                   Resolution to recognize the 2007 Second Annual North Coast Stand Down Committee (Supervisor Neely)

RECOMMENDATION: Adopt the Resolution.

2.                   Proclaim May 17, 2007 as the 90th anniversary of the Humboldt County Chapter of the American Red Cross. (Supervisor John Woolley)

RECOMMENDATION: Adopt the proclamation.

E.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Humboldt Literacy Project Annual Update. (Supervisor Neely)

RECOMMENDATION: Hear the report and take appropriate action, if required.

2.                   Resolution supporting the Orick Community Services District wastewater project and grant application compliance timeline schedule. (Supervisor Geist)

RECOMMENDATION: Adopt the Resolution.

3.                   Access Humboldt Progress Report on Implementation of Cable Franchise Benefits for Public, Educational and Governmental (PEG) Purposes. (Supervisor Neely)

RECOMMENDATION: Hear the report and take appropriate action, if required.

4.                   Resolution of Support for the Digital Sister Cities Project. (Supervisor Neely)

RECOMMENDATION: Adopt the Resolution.

5.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters

4.                   Standing Item -- Adjourn as County Board of Supervisors and Reconvene as Humboldt County Public Authority Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.It is the Intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority
