These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.
RECOMMENDATION: Grant a Waiver of the Nuclear Free Ordinance, and Approve Standard Agreement No. 07-0035 and authorize the Chair to sign the first page and additional single cover page of the agreement package as well as the Contractor Certification form and, Return all original signed documents along with a Board Order authorizing execution to the Humboldt County Department of Agriculture for further processing.

Community Development Services
RECOMMENDATION: That the Board of Supervisors authorize the Chairperson of the Humboldt County Board of Supervisors to execute the "Agreement" (between County and Pacific Lumber Company (Applicant) and SHN Consulting (Consultant) for Consulting Services for an Environmental Impact Report for Pacific Lumber Company's General Plan Amendment, Zone Reclassification and Community Services District Formation for the Town of Scotia; Authorize a trust fund account (account 3575) to be used as an escrow account for depositing payments from the applicant for consulting services and for paying expenditures of consultant for consulting service; Authorize an increase in Professional Services Expense Account Number 1100-277-2-118 in the amount of $10,000; Authorize the costs to be offset by an increase in Revenue Account Number 1100-277-608-0861 (EIR Consultant) in the amount of $10,000; Authorize the deposit of $6,353.38 into Humboldt County Planning Services Revenue Account Number 1100-277-608-000 by the Applicant to reimburse the County for estimated staff costs to be incurred in processing the proposed project.
County Administrative Office
RECOMMENDATION: That the Board of Supervisors Authorize the Chair to sign the attached Memorandum of Understanding for adding Blue Lake Fire Protection District to the program effective July 1, 2007; and approve Resolution No. ___ to add Blue Lake Fire Protection District to the County's primary and excess workers compensation policies as a covered party/named insured.
RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the attached Memorandum of Understanding for adding Weott Community Services District to the program effective July 1, 2007; and approve Resolution No.___ to add Weott Community Services District to the County's primary and excess workers compensation policies as a covered party/named insured.
RECOMMENDATION: That the Board of Supervisors approve the supplemental budget to expend $131,765 from the Center for Technology Advancement to purchase the necessary programs.
RECOMMENDATION: That the Board of Supervisors approve an overlap of 4 weeks for the position of Deputy County Counsel I, II, IV (salary range 389 to 487, class 0600), effective June 25, 2007, and approve an appropriation transfer from contingencies, account # 1100-990-2-010 to County Counsel salary & wages, line item #1100-121-1-100, in amount of $7,030, pursuant to Section 7 of the Salary Resolution. There will be an impact to the General Fund of $7,030.
RECOMMENDATION: That the Board of Supervisors adopt Resolution No. ______ and authorize the Chair of the Board to execute the Standard Agreement with the Victim Compensation and Government Claims Board for FY 2007-2009 in the amount of $271,548 and the Certification and grant waiver of the Nuclear Free Ordinance.† (General Fund - State Grant Funds)
Health and Human Services - Public Health Branch
RECOMMENDATION: That the Board of Supervisors approve agreements with Open Door Community Health Centers and Redwoods Rural Health Center for Early Intervention Program (EIP) services; Authorize the Chair to sign page ten (10) and two (2) additional copies of page ten (10) of each agreement.
RECOMMENDATION: That the Board of Supervisors approve agreements with North Coast AIDS Project, Redwoods Rural Health Center and St. Joseph Home Care - Humboldt County for Housing Opportunities for Persons with AIDS (HOPWA) services, and authorize the Chair to sign page ten (10) and two (2) additional copies of page ten (10) of each agreement.
Health and Human Services - Social Services Branch
RECOMMENDATION: That the Board of Supervisors approve the proposed agreement between County of Humboldt and Alcohol Drug Care Services, Inc. for $47,900 to operate a shelter program for homeless applicants and recipients of the County's General Relief Program from July 1, 2007 through June 30, 2008 and authorize the Chair to execute three (3) copies of the agreement.
RECOMMENDATION: It is recommended that the Board of Supervisors grant a waiver of the provisions of the Humboldt County Nuclear Free Ordinance, approve the contracts in the amounts of $112,200 and $17,000 with the University of California, Davis for the provision of training to DHHS-SSB staff and authorize the Chairperson of the Board of Supervisors to execute two (2) copies of each contract and return them to the DHHS-SSB Director for forwarding to UCD for completion. There will be no impact to the General Fund.
RECOMMENDATION: That the Board of Supervisors authorize the Personnel Director to execute the attached Test use Agreement with Cooperative Personnel Services. There will be an impact to the General Fund of approximately $9,200.
RECOMMENDATION: That the Board of Supervisors approve the extension of extra help hours for Colin Moxon, Juvenile Corrections Officer to 1440 hours through June 30, 2007, per section 7 of the Salary Resolution.
RECOMMENDATION: That the Board of Supervisors adopt the attached supplemental budget for budget unit 1100-245 (Adult Drug Court).† There will be no impact to the General Fund.
RECOMMENDATION: That the Board of Supervisors approve an accelerated step increase to Step C for Stephanie Chavez, Juvenile Corrections Office, effective beginning the bi-weekly pay period following Board Approval pursuant to Section 7 of the Humboldt County Salary Resolution.
RECOMMENDATION: That the Board of Supervisors approve the extension of extra help hours for Rachel Snider-Marsh, Juvenile Corrections Officer to 2080 hours through June 30, 2007, per Section 7 of the Salary Resolution.
RECOMMENDATION: That the Board of Supervisors Authorize their Chair to sign the revised Administering Agency - State Agreement No. 01-5904 Master Agreement and to delegate to the Director or Acting Director of Public Works the authority to sign all Master Agreements, Program Supplemental Agreements, Fund Exchange Agreements, Fund Transfer Agreements and/or any amendments thereto with the California Department of Transportation

County Administrative Office
RECOMMENDATION: That the Board of Supervisors approve the attached "Transfer of Responsibility Agreement" and associated "Joint Occupancy Agreement" and the "Memorandum of Joint Occupancy Agreement" and authorize the Chair of the Board to sign the agreements and to have the Memorandum notarized.

1:45 - COUNTY ADMINISTRATIVE OFFICE
RECOMMENDATION: That the Board of Supervisors receive and review the Proposed FY 2007-08 Budget; Continue the budget discussions to the public hearings scheduled for Monday, June 11, 2007 (1:30 pm and 6:00 pm); Direct the County Administrative Officer to return to the Board on June 26, 2007, to consider adoption of the final budget for FY 2007-2008 and take other action as appropriate.
G. CLOSED SESSION
2. Standing Item -- Pursuant to Government Code Section 54957.6, Review the County's Position and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Personnel.

I. ADMINISTRATIVE ABATEMENT HEARINGS
Code Enforcement Unit
RECOMMENDATION: Pursuant to the provisions of Humboldt County Code sections 351-21 and 351-22 find the conditions of the property of the subject premises constitute a public nuisance; order the property owner to abate all violations on or before August 1, 2007, including a final inspection by the Code Enforcement Unit; order that in the event such abatement is not commence, prosecuted and completed by the property owner within the terms set by the Board, that the Code Enforcement Unity shall be empowered and authorized to abate such nuisance, and shall return to the board for its consideration of an appropriation to abate such nuisance, and that the costs of abatement shall become a lien on the subject property.
