Board of Supervisors

1.                   Certificate of Achievement for Brad Gill for achieving the rank of Eagle Scout on June 16, 2007. (Supervisor Smith)

RECOMMENDATION: Ratify the Certificate of Achievement.

2.                   Resolution declaring August 25, 2007 as "Hot August Daze." (Supervisor Roger Rodoni)

RECOMMENDATION: Adopt the Resolution.

3.                   Reappoint John C. Rice, John LaBoyteaux and Peggy Satterlee to the Williamson Act Committee with terms expiring June 30, 2009. (Supervisor Rodoni)

RECOMMENDATION: Approve the reappointments.

4.                   Letter of Support for SB701, California Forest Legacy Program Act of 2007. (Supervisor Smith & Supervisor Woolley)

RECOMMENDATION: Authorize Chair to Sign Letter of Support.

Community Development Services

5.                   Approval of Contract between County of Humboldt and County of Mendocino/Mendocino County Workforce Investment Board - Mendocino/Humboldt Health Care Training Initiative

RECOMMENDATION: That the Board of Supervisors review and approve the contract between the County of Mendocino / Mendocino County Workforce Investment Board and County of Humboldt to provide support to twelve (12) Workforce Investment Act nursing students and authorize the Chair of the Board and the CAO to sign the contract after review and approval by County Counsel and the Risk Management Director/Deputy CAO.

Coroner-Public Administrator

6.                   Power Lift Gurney

RECOMMENDATION: That the Board of Supervisors authorize the transfer of $350.00 in unspent finds from the Coroner's professional services account to a fixed asset line and approve the purchase of a power lift gurney. There is no impact to the General Fund.

County Administrative Office

7.                   Approval of Center for Employee Advancement Funding Recommendations

RECOMMENDATION: That the Board of Supervisors approve the Appropriation Transfer to expend $22,500 from the Center for Employee Advancement to provide employee training.

8.                   Worker's Compensation Coverage - Loleta Volunteer Fire Department

RECOMMENDATION: Authorize the Chair to sign the Memorandum of Understanding for adding Loleta Volunteer Fire Department to the program effective July 1, 2007 and approve Resolution No. _____ to add Loleta Volunteer Fire Department to the County's primary and excess workers' compensation policies as a covered party/named insured.

Health and Human Services - Mental Health Branch

9.                   Appointments to the Humboldt County Alcohol and Drug Advisory Board

RECOMMENDATION: That the Board of Supervisors appoints Michele Dulas, Robert S. McCarthy, Thomas Nash, Marilyn Nemetz, Bambi L. Peters, Darren Smallen, and David R. Young with terms to expire on 6/30/2010.

10.               Reappointments to the Alcohol and Drug Advisory Board

RECOMMENDATION: That the Board of Supervisors reappoints Larry Alexander, Christine Burwell, Susan Fregeau, William Jackson, and Mary Papsco with terms to expire on 6/30/2010.

11.               Extension of Extra Help Hours of Sempervirens Nursing Staff

RECOMMENDATION: Approve the extension of extra-help hours for Budget Unit 1170-424 pursuant to Section 7 of Humboldt County Resolution effective immediately as follows:Cheryl Hughes, Psychiatric Nurse, to a maximum of 1200 hours.

12.               First Amendment to Agreement with Crestwood Behavioral Health Inc. - Bridge House for the Provision of Full-day Rehabilitation Services to Authorized Medi-Cal Beneficiaries for Fiscal Year 2006/2007

RECOMMENDATION: That the Board of Supervisors authorize the Chair to approve the First Amendment to Service Agreement with Crestwood Behavioral Health Inc. - Bridge House and the Humboldt County mental Health Plan, Humboldt County Medi-Cal Managed mental Health for the provision of Full-Day Rehabilitation Services to authorized Medi-Cal eligible beneficiaries for Fiscal Year 2006/2007.

Health and Human Services - Public Health Branch

13.               Approval of Targeted Case Management (TCM) Contract between Humboldt Senior Resource Center and DHHS, PHB

RECOMMENDATION: That the Board of Supervisors approve and authorize the Chair to sign two signature pages of the 2007/2008 - 2009/2010 Agreement for Medi-Cal Targeted Case Management (TCM) between the County of Humboldt and the Humboldt Senior Resource Center, Linkages Program, and return on signature page to DHHS, Public Health Branch.

14.               Approval of Targeted Case Management (TCM) Memorandum of Understanding (MOU) between Humboldt County Probation and DHHS, PHB

RECOMMENDATION: That the Board of Supervisors approves the Memorandum of Understanding for Medi-Cal Targeted Case Management (TCM) between the Department of Health and Human Services, Public Health Branch and Humboldt County Probation Department for Fiscal Years 2007-2008, 2008-2009 and 2009-2010, and authorizes the Departments to execute the Memorandum of Understanding.

15.               Amendment to California Forensic Medical Group (CDMG) Contract for Provision of Jail Medical Services for Fiscal Year 2007-2008

RECOMMENDATION: That the Board of Supervisors review and approve the Fifth Amendment to the Humboldt County/CFMG contract and authorize the Chair of the Board to execute the Fifth Amendment.

Health and Human Services - Social Services Branch

16.               Humboldt County Department of Health and Human Services, Social Services Branch (HSDHHS/SSB) Agreement with Humboldt Domestic Violence Services (HDVS) for Provision of Emergency and Supportive Services for CalWORKS Clients Fleeing Domestic Violence.

RECOMMENDATION: That the Board of Supervisors approve the attached Agreement with Humboldt Domestic Violence Services (HDVS) to provide emergency and supportive services for Cal WORKS clients fleeing domestic violence, and authorize the Chair to execute three (3) copies of the Agreement.

17.               Memorandum of Understanding with the Hoopa Valley Tribal Council for their Tribal TANF (Temporary Assistance to Needy Families) Program

RECOMMENDATION: That the Board of Supervisors Approve the proposed Memorandum of Understanding between the County of Humboldt and the Hoopa Valley Tribal Council transferring the provision of Temporary Assistance to Needy Families (TANF) services and authorize the Chair to execute three (3) originals of the MOU.

Library Services

18.               Hoopa Branch Library- Memorandum of Agreement

RECOMMENDATION: That the Board of Supervisors approve the attached agreement with the Hoopa Valley Tribal Council for operation of the Hoopa Branch Library and authorize the chair of the Board to sign agreement.

19.               First Amendment to License Agreement with Mckinleyville Community Services District (MCSD)

RECOMMENDATION: That the Board of Supervisors approve and authorize the chairperson to execute the First Amendment to License Agreement with the MCSD, which will extend the terms through June 30, 2012.The License Agreement allows the County to use the site for the Mckinleyville Branch Library.The License Agreement is an extension of the term of the agreement and all other terms and provisions remain the same.

Public Works

20.               Hidden Meadows Final Map Subdivision, (JLF Construction), APN 509-191-26, Mckinleyville

RECOMMENDATION: That the Board of Supervisors: 1.Declare the subdivision as complete, and approve and accept the subdivision map for recordation.2.Accept the dedications to the County of Humboldt of Hideway Court, Parcel A, and Parcel D for utilities only, accept Parcel G for non-vehicular access, and reject the dedications to the County of Humboldt of Hideaway Court for public road purposes, and reject Parcels D & H for drainage, all as shown on the subdivision map.3. Authorize the Chair to execute the Conveyance and Agreement.

21.               Agreement for Transportation Services for the Elderly and Functionally Disabled

RECOMMENDATION: That the Board of Supervisors authorize the Chairperson to execute the two agreements in triplicate for Transportation Services for the Elderly and Functionally Disabled with the Humboldt Senior Resource Center and Adult Day Health Care of Mad River.

Sheriff

22.               Authorize the Sheriff to Sign Documents Necessary to Submit a Request for Application for the California Multi-Jurisdictional Methamphetamine Enforcement Team

RECOMMENDATION: That the Board of Supervisors authorize the Sheriff to sign all documents necessary for the submission of the Request for Application for the California Multi-Jurisdictional methamphetamine Enforcement Team (Cal-MMET) Program.

D.                  DEPARTMENT REPORTS

Personnel

1.                   County Employee Recruitment and Retention Issues

RECOMMENDATION: That the Board of Supervisors receive and file this report and refer the matter of County employee recruitment and retention issues to the County Personnel Subcommittee for review, analysis, and to report back with recommendations at a future date.

County Administrative Office

2.                   Solid Waste Needs Assessment

RECOMMENDATION: That the Board of Supervisors consider the attached needs assessment on solid waste and provide any additional input and direct staff to return to the Board on July 3, 2007, to receive additional direction.

3.                   Review Board Meetings - Calendar Year 2007

RECOMMENDATION: That the Board of Supervisors review the 2007 Board Meeting Schedule, take appropriate action, and direct the Clerk of the Board to notify all County Departments of any changes to the current schedule.

E.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   It is the intention of the Board of Supervisors to meet in closed session to consider the appointment for the position of Administrative Assistant to the Board of Supervisors pursuant to Government Code Section 54954.5

3.                   Standing Item -- Pursuant to Government Code Section 54957.6, Review the County's Position and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Personnel.

County Administrative Office (CAO)

1.                   Public Hearing for the Proposed Humboldt County Budget for Fiscal Year 2007-2008

RECOMMENDATION: That the Board of Supervisors:1. Open the Public Hearing.2. Receive reports from staff.3. Received testimony from public.4. Close the Public Hearing.5.Deliberate on the FY 2007-2008 proposed spending plan.6. Give staff direction on any requested modifications that staff should incorporate into the Final Budget.7. Set June 26th as the date to adopt the Final Budget.
