Auditor-Controller

1.                   Distribution of Excess Proceeds from June 9, 2006

RECOMMENDATION: That the Board of Supervisors approve the distribution of that portion of the excess proceeds resulting from the June 9, 2006, public auction of parcels to the claimants and in the amounts listed for each parcel, and direct that distributions be held for 90 days from today to allow for the required review period.

2.                   Request from the Manila Community Services District calling for a Special Advisory Election on the issue of whether Manila residents want fluoride added to their water by the Humboldt Bay Municipal Water District. (Supervisor Woolley)

RECOMMENDATION: Approve the request and refer to the Humboldt County Elections Department.

3.                   Resolution of Commendation for Captain Murl Harpham on his fifty years of service to the Eureka Police Department. (Supervisor Smith)

RECOMMENDATION: Ratify the Resolution.

4.                   Letter of Appreciation to Donald London for his service on the Humboldt County Mental Health Board. (Supervisor Neely)

RECOMMENDATION: Authorize the Chair to sign Letter of Appreciation.

5.                   Letter of Appreciation to Doug Bosco, Chairman of the California Coastal Conservancy. (Supervisor Neely)

RECOMMENDATION: Authorize Chair to sign letter of appreciation.

6.                   Appointment of Dennis Bourassa and Dwight Knapp to the Garberville Sanitary District Board of Directors. (Supervisor Rodoni)

RECOMMENDATION: Appoint Dennis Bourassa and Dwight Knapp to the Garberville Sanitary District Board of Directors.

7.                   Resolution of Commendation for Kay Walstad. (Supervisor Neely)

RECOMMENDATION: Adopt the Resolution.

8.                   Reappointment of John Woolley to the Mental Health Board. (Supervisor Neely)

RECOMMENDATION: Approve the reappointment of John Woolley to the Mental Health Board.

9.                   Reappointment of John Woolley and Charles Ollivier to the North Coast Railroad Authority. (Supervisor Neely)

RECOMMENDATION: Approve the reappointment of John Woolley and Charles Ollivier to the North Coast Railroad Authority.

10.               Letter of Support for PG&E's WaveConnect Project. (Supervisor Neely)

RECOMMENDATION: Authorize Chair to Sign Letter of Support.

Community Development Services

11.               Hiring SHN Consulting Engineers and Geologists to Assist with the Proposition 50 North Coast Integrated Regional Water Management Plan Labor Compliance Program

RECOMMENDATION: That the Board of Supervisors authorize the Community Development Services Director to sign a contract with SHN for Labor Compliance Program assistance, after review and approval by County Counsel and Risk Management.

Health and Human Services - Mental Health Branch

12.               Approval of Agreement between Humboldt County and Humboldt Domestic Violence Services for the Provision of Alcohol and Other Drug Counseling Services

RECOMMENDATION: That the Board of Supervisors authorize and direct the Chair to sign the Agreement between Humboldt County and Humboldt Domestic Violence Services for the provision of residential and outpatient alcohol and other drug counseling and referral services.

13.               Approval of Agreement between Humboldt County and Alcohol Drug Care Services Inc. for the Provision of Alcohol and Drug Treatment Services for the Substance Abuse Crime Prevention Act of 2000 (SACPA)

RECOMMENDATION: That the Board of Supervisors authorize and direct the Chair to sign the Agreement between Humboldt County and Alcohol Drug Care Services, Inc. for the provision of residential alcohol and drug treatment and non-medical detoxification recovery services for the SACPA Program.

14.               Approval of Agreement between Humboldt County and Northcoast Substance Abuse Council

RECOMMENDATION: That the Board of Supervisors authorize and direct the Chair to sign the Agreement between Humboldt County and Northcoast Substance Abuse Council D.B.A. "Crossroads" for the provision of residential alcohol and drug treatment services.

15.               Approval of Agreement between Humboldt County and Alcohol Drug Care Services, Inc. for Residential Drug Treatment and Detox Services

RECOMMENDATION: That the Board of Supervisors authorize and direct the Chair to sign the Agreement between Humboldt County and Alcohol Drug Care Services, Inc. for the provision of residential alcohol and drug treatment and non-medical detoxification recovery services.

16.               Agreement with Country Villa Merced Behavioral Care Center 2007-2008

RECOMMENDATION: That the Board of Supervisors approve the Agreement with Country Villa Merced behavioral Care Center for long-term care for the mentally ill for Fiscal Year 2007-2008 and authorize the Chair to sign the above described Agreement.

17.               Agreement with Country Villa Merced Behavioral Care Center for February 1 through June 30, 2007

RECOMMENDATION: That the Board of Supervisors approve the Agreement with Country Villa Merced Behavioral Care Center for long-term care for the mentally ill for February 1 through June 30, 2007 and authorize the Chair to execute the agreement.

18.               Termination of Contract with Redwood Community Action Agency for Creation of a Wellness Center

RECOMMENDATION: That the Board of Supervisors approve the Department of Health and Human Services - Mental Health Branch to issue 30-day termination letter to Redwood Community Action Agency for creation of a Wellness Center; and authorize the Department of health and Human Services - Mental Health Branch Director to sign the proposed termination letter and any subsequent documents between the County of Humboldt and Redwood Community Action Agency related to termination of said contract.

19.               Recognition of Donation made to Speed Prevention Awareness Network (SPAN) and Supplemental Budget in Budget Unit 1180-425, Department of Health and Human Services Alcohol and Drug Fund

RECOMMENDATION: That the Board of Supervisors accept the donation made to the Speed Prevention Awareness Network (SPAN) from Betty J. Botelho II in the amount of Five-Hundred Forty - Eight Dollars ($548.00); and adopt the supplemental budget.

Health and Human Services - Public Health Branch

20.               Approval of budget revision and Agreement with California Department of Heatlh Services for Project Leaders Encouraging Activity and Nutrition (Project LEAN), Fund 1175, Fiscal Year 2007-2008

RECOMMENDATION: That the Board of Supervisors; Approve Agreement Number 07-65350 with the California Department of Health Services; Authorize the chair to sign the first page of the Contractor Certification Clauses; and approve a budget revision in Fund 1175, budget Unit #436, Project LEAN, and direct the Auditor-Controller to revise the budget.

Health and Human Services - Social Services Branch

21.               Temporary Salary Increase in Accordance with Section 7 of the Humboldt County Salary Resolution

RECOMMENDATION: That the Board of Supervisors authorize temporary increase in compensation for Social Worker Supervisor II, Jeri Scardina, of 15 salary ranges, beginning July 15, 2007 and continuing until the Program Manager II completes her acting assignment or the position is filled or until November 19, 2007 whichever occurs firs, pursuant to Section 7 of the Humboldt County Salary Resolution.

Library Services

22.               Recognition of Donations Made to the Library and Supplemental Budget in Budget Unit 621, Library (Library Fund-Restricted Donations

RECOMMENDATION: That the Board of Supervisors adopts a supplemental budget of $11,421.00.

Public Works

23.               Supplemental Budget for Bicycles & Trailways, Budget Unit 715, FY 2006/2007

RECOMMENDATION: That the Board of Supervisors approve a supplemental budget for Bicycles & Trailways as follows:Revenue:1150715-107030 -- Sales Tax Surface Transportation - $65,000.00; 1150715-401000 -- Interest -- $3,000; 1150715-621020 -- Services for other Agencies;†† Expenditures:1150715-2112Maintenance Equipment$2,000;1150715-2113Maintenance Structures$15,000; 1150715-3133Right of Way†† $20,000;1150715-3928Expense Transfers$38,000.

RECOMMENDATION: That the Board of Supervisors continue this matter to the July 24, 2007 Board of Supervisors Meeting when the full Board will be present.

J.                   ADMINISTRATIVE ABATEMENT HEARINGS

Code Enforcement Unit

1.                   Administrative Abatement Hearing:County vs. Gregg Cagle A.P. #509-075-007

RECOMMENDATION: That the Board of Supervisors, pursuant to Humboldt County Code sections 351-21 and 351-22; find the conditions of the property of the subject premises constitute a public nuisance; order the property owner to abate all violations on or before August 29, 2007, including a final inspection by the Code Enforcement Unit; and order that, in the event such abatement is not commenced, prosecuted and completed by the property owner within the terms set by the Board, that the Code Enforcement Unit shall be empowered and authorized to abate such nuisance, and shall return to the Board for a consideration of an appropriation to abate such nuisance, and that the costs of abatement shall become a lien on the subject property.
