8.                   Budget Revisions for Agreement for Consultant Services for Environmental Impact Report, Foothills California, Inc. (Grizzly Bluff Gas Field Project) and Supplemental Budget (277) for Planning Division

RECOMMENDATION: That the Board of Supervisors revise the authorized increase in Professional Services Expense Account Number 1100-277-2-118 for FY 2006-2007 from $48,002 to $8,310; Authorize an increase in Professional Services Expense Account number 1100-277-2-118 for FY 2007-2008 in the amount of $39,692.; Revise the authorized costs to be offset by an increase in Revenue Account Number 1110-277-608-061 (EIR Consultant) for FY 2006-2007 from $18,002 to $8,310;  Authorize the costs to be offset by an increase in Revenue Account Number 1110-277-608-061; Reduce  Revenue Account1100-277-608-000 for FY2006-2007 by $6,353 (applicant processing costs); Increase by $6,353 Humboldt County Planning Services Revenue Account Number 1100-277-608-000 for FY 2007-2008 or the Applicant to reimburse the County for estimated staff costs to be incurred in processing the proposed project.

9.                   Request an Appropriation Transfer from Contingency Funds to Cover FY 06/07 Elections Cost

RECOMMENDATION: That the Board of Supervisors approve the appropriation transfer from the contingency fund to cover unexpected additional costs in FY 2006/07 Elections certified printing charges and that the Board of Supervisors authorizes the Auditor-Controller to complete this transfer.

10.               Approval of Contract with the State Department of Fish and Game for the Federal Area Contingency Plan (ACP) Planning Grant for Environmental Health’s Hazardous Materials Programs, Fund 1175, Budget Unit 411, for the Period of July 1, 2007 through June 30, 2008

RECOMMENDATION: That the Board of Supervisors approve Contract S0775010 between the State Department of Fish and Game and Humboldt County for the Local Assistance Grant for Area Contingency Planning for the period of July 1, 2007 through June 30, 2008 in the amount of $5,000 and authorize the Chair to execute all six copies.

11.               Approve Funding for the California Department of Health Services' Beach Act Monitoring and Notification Program Grant for the period of October 1, 2007 through September 30, 2008 in the Environmental Health Division's Consumer Protection Program, Fund 1175, Budget Unit 406

RECOMMENDATION: That the Board of Supervisors authorize the Chairperson to execute the Agreement (including four signature pages) with the California Department of Health Services (Agreement 07-65555) for $25,000 to fund the Beach Act Monitoring and Notification Program.

12.               Public Library Staff Education Program Grant

RECOMMENDATION: That the Board of Supervisors Accept a grant of $1,980 from the California State Library for the Public Library Staff Education Program and authorize the following supplementary budget:  Revenue Increases; 1500-621-585801; State Library Grants  $1,980;  Expenditure Increases: 1500-621-2118; Professional & Special Services  $1,980.

13.               License Agreement with Bridgeville Volunteer Fire Department

RECOMMENDATION: That the Board of Supervisors find that the License with the Bridgeville Volunteer Fire Company is in the public interest in that the Building will be used for the storage of fire fighting equipment for the residents of the Bridgeville area; Find that the interest of land to be used by the Bridgeville Volunteer Fire Company pursuant to the terms of the License will not substantially conflict or interfere with the use of the property by County as the county primarily uses the property in the winter months as a staging area for road projects; Approve and authorize the Chairperson to execute the License Agreement in duplicate with the Bridgeville Volunteer Fire Company.

14.               Federal Aviation Administration Airport Improvement Program Grant for the Arcata-Eureka Airport

RECOMMENDATION: That the Board of Supervisors authorize the Board Chairperson to sign the two originals of the Airport Improvement Program Grant Agreement 03-06-0010-31 for the Arcata-Eureka Airport and approve a supplemental budget as follows:  Revenue: 1490170-532-053 -- Arcata AIP -- $1,000,000;  Expenditures:  1490170-3420 -- Arcata Planning -- $200,000 & 1490170-8900 -- Arcata ARFF -- $800,000

15.               Construction of New Skeet Field for Humboldt Trap and Skeet Club (Licensee) at Arcata/Eureka Airport.

RECOMMENDATION: That the Board of Supervisors review and approve of plans, specifications and proposed location of new skeet field at the Arcata/Eureka Airport and grant permission, contingent upon Licensee obtaining all necessary permits applicable to project and providing copies to County, for Licensee to construct a new skeet field at the Arcata/Eureka Airport on the west end of the existing licensed premises as shown.

16.               Memorandum of Understanding between the County of Humboldt and the Bear River Band of the Rohnerville Rancheria

RECOMMENDATION: That the Board of Supervisors authorize the Chair of the Board to sign the MOU.

17.               Negative Declaration for the Freshwater County Park Environmental, Recreational and Educational Improvement Project

RECOMMENDATION: That the Board of Supervisors adopt the Negative Declaration for the Freshwater County Park Environmental, Recreational, and Educational Improvement Project and direct staff to post a Notice of Determination with the Humboldt County Clerk/Recorder.

18.               Adoption of Ordinance - No Parking on Sutter Road

RECOMMENDATION: That the Board of Supervisors adopt Ordinance No.  _____, adding Section 431-102.5 to Title IV of the Humboldt County Code relating to Parking on Sutter Road in McKinleyville.

19.               Stockpile Site, Redwood Creek Flood Control Project

RECOMMENDATION: That the Board of Supervisors authorize the Chairperson to execute the two copies of the Stockpile Site and Equipment Storage License Agreement for the Redwood Creek Flood Control Project.

20.               Differential Pay as Acting Correctional Supervisor for Senior Correctional Officer Tim Hershberger

RECOMMENDATION: That the Board of Supervisors authorize, Senior Correctional Officer Tim Hershberger to be compensated at the rate of Correctional Supervisors beginning February 27, 2007 and continuing through December 31, 2007, or until the Correctional Supervisor in charge of SWAP returns to work, pursuant to AFSCME MOU Article 12.4.1 Acting Supervisor.

1.                   Status Report from Permit Reform Committee; Authorization and Funding Request to Purchase Permit and Project Management Software from Interneer, Inc.

RECOMMENDATION: That the Board of Supervisors receive a status report of reforms identified by the Permit Reform Committee; Authorize Community Development Services to purchase permit and project management software from Interneer, Inc. after review and approval of the Master License and Service Agreement by County Counsel and the Risk Manager; Allocate $72,825 to Community Development Services and $20,911 to Public Works from contingency for software licenses, data conversion, project implementation and document scanning.
