B.                  DHHS - Public Health

1.                   Approve Grant Agreement with the California Endowment for "General Plan Health Impact Assessment" in Fund 1175, Budget Unit #486 (Land Use)

RECOMMENDATION: That the Board of Supervisors approve Agreement File Number 20071492 between the California Endowment and the Humboldt County Public Health Branch for $82,359 from September 1, 2007 through February 29, 2008 for "Humboldt County General Plan Health Impact Assessment; Authorize the Division of Environmental Health Director to sign the agreement with the California Endowment; Direct the Auditor to establish revenue and expenditure lines and supplement budget in the amount of $82,359 in Public Health 1175, BU 486, Land Use.

Board of Supervisors

1.                   Highway 101 and 36 Interchange Project. (Supervisor Neely)

RECOMMENDATION: Authorize Chair to sign letter of support.

2.                   Proclaim the 3rd Friday in September 2007 as Boys and Girls Clubs Day for Kids (Supervisor Neely)

RECOMMENDATION: Approve Proclamation.

Community Development Services

3.                   Appointment to the Humboldt County Workforce Investment Board Youth Council

RECOMMENDATION: That the Board of Supervisors review the Humboldt County Workforce Investment Board Youth Council membership application of Jon Sapper, Humboldt County Office of Education Assistant Superintendent.Appoint Jon Sapper to the Youth Council for a term through June 2010, according to the Youth Council Bylaws, effective immediately.

County Administrative Office

4.                   Local Fire District Allocation for Fiscal Year 2006-2007 for the Garberville Fire Protection District

RECOMMENDATION: That the Board of Supervisors authorize the Chair of the Board to execute a retroactive agreement with the Garberville Fire Protection District for revenue-sharing of the County's FY 2006-2007 Proposition 172 funding.

Health and Human Services - Mental Health Branch

5.                   Mental Health Branch Charge Rate Schedule

RECOMMENDATION: Approve and adopt the charge rate schedule for the Dept. of Health & Human Services Mental Health Branch as required by the State Department of Mental Health, effective July 1, 2007 until amended.

6.                   Approval of Services Agreements with Redwood Community Action Agency (RCAA) for the Provision of Mental Health Services to Medi-Cal Beneficiaries Under 21 Years of Age for Fiscal Year 2007/2008

RECOMMENDATION: Approve the Services Agreements between Redwood Community Action Agency (RCAA) and the Humboldt County Mental Health Plan, Humboldt County Medi-Cal Managed Mental Health Care for the provision of Mental Health Services to Medi-Cal Beneficiaries under 21 years of age for Fiscal Year 2007/2008.

Health and Human Services - Public Health Branch

7.                   Acceptance of Base Award and Food, Shelter, Incentives and Enablers Allotment (FSIE) for Tuberculosis Prevention and Control in Fund 1175, Budget Unit #416, Fiscal Year 2007-2008.

RECOMMENDATION: Approve acceptance of a Base Award in the amount of $4,131 for local assistance funding and FSIE in the amount of $6,000 for the Public Health Nursing Division, Tuberculosis Prevention and Control, from the CA Dept. of Public Health (CDPH), for the period of July 1, 2007 through June 30, 2008.

8.                   Acceptance of $500.00 Donation from Joyce Bernstein to support the Public Health Branch, North Coast AIDS Projects

RECOMMENDATION: That the Board of Supervisors approve the acceptance of $500.00 from Mrs. Joyce Bernstein to support the Public Health Branch, North Coast AIDS Project and direct the Auditor-Controller to deposit the funds into the Public Health Small Grants, #3908.

Library Services

9.                   Annual Contract between the County and the Humboldt Literacy Project

RECOMMENDATION: That the Board of Supervisors approve the contract between the County and the Humboldt Literacy Project and authorize the Chairman and the County Librarian to execute the contract; Increase Revenue line: 1500-621-524-050 "Adult Literacy Program" - $4694.00.Increase expenditure line: 1500-621-2-118 "Professional Services" - $4694.00.

Public Works

10.               Supplemental Budget for Water Management, Budget Unit 251, Fiscal Year 2006/2007

RECOMMENDATION: That the Board of Supervisors approve a supplemental budget for Water Management as follows:Revenue - 1100251-523143 - Coastal Conservancy - $14000.00; Expenditures - 1100251-3406 - Coast Conservancy - $14000.00.

D.                  DEPARTMENT REPORTS

County Administrative Office

1.                   FY 2007-2008 State Budget Impacts

RECOMMENDATION: Approve and file report.

E.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters

2.                   Standing Item -- Pursuant to Government Code Section 54957.6, Review the County's Position and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Personnel.

3.                   Standing Item -- Conference with Legal Council on Pending, Threatened or Anticipated Litigation Pursuant to Government Code Section 54956.9

4.                   Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.It is the Intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority

5.                   Standing Item -- Conference with Legal Counsel - Existing Litigation Pursuant to Government Code Section 54956.9 (a), County of Humboldt v. Robert C. Mckee; Humboldt Superior Court Case No. DR020825

6.                   It is the intention of the Board of Supervisors to meet in closed session to consider the appointment for the position of County Counsel pursuant to Government Code Section 54954.5

7.                   It is the intention of the Board of Supervisors to meet in closed session to consider the public employee appointment for the position of Agricultural Commissioner-Sealer of Weights and Measures (pursuant to Government Code Section 54954.5).

G.                 PUBLIC APPEARANCES--1:30 P.M.

This 15-minute portion of the meeting is reserved for persons desiring to address the Board on any matter not on this agenda that is under the jurisdiction of the Board. It is requested that speakers sign the sheet at the front doors of the Chamber by 1:25 p.m.

 

H.                  ADMINISTRATIVE ABATEMENT HEARINGS

Code Enforcement Unit

1.                   Administrative Abatement Hearing; County vs. Randal and Bonnie Brown; A.P. # 510-231-031

RECOMMENDATION: That the Board of Supervisors, pursuant to Humboldt County Code Sections 351-21 and 351-22 find that the conditions of the property of the subject premises constitute a public nuisance; Order the property owner to abate all violations on or before November 16, 2007, including a final inspection by the Code Enforcement Unit; Order that, in the event such abatement is not commenced, prosecuted and completed by the property owner within the terms set by the Board, that the Code Enforcement Unit shall be empowered and authorized to abate such nuisance and shall return to the Board for a consideration of an appropriation to abate such nuisance and that the costs of abatement shall become a lien on the subject property.
