1.                   Approval of standard agreement number 07-0359 between the California Department of Food and Agriculture and Humboldt County for the eradication of meadow knapweed.

RECOMMENDATION: Grant a waiver from the provisions of the Nuclear Free Ordinance, approve standard agreement Number 07-0359 and authorize Chair to sign contractor certification, direct Auditor/Controller to make indicated account summary changes, and return both signed copies of the document along with the Board Order authorizing execution to the Humboldt County Agriculture Department for further processing.

2.                   United Way of Humboldt's Annual Fund-Raising Campaign. (Supervisor Neely)

RECOMMENDATION: Approve placement of the United Way Thermometer in front of the Courthouse during October and November, 2007.

3.                   The Humboldt Senior Resource Center's Capital Campaign for their New Alzheimer's Center. (Supervisor Neely)

RECOMMENDATION: Approve placement of the Humboldt Senior Resource Center Capital Campaign Thermometer in front of the Courthouse during December 2007, January 2008 and February 2008.

4.                   Resolution Recognizing the 70th Anniversary of Wayne and Johnie Whitmire (Supervisor Neely)

5.                   Retroactive Advanced Step for Jennifer Jenkins

RECOMMENDATION: That the Board of Supervisors approve an advanced step for Jennifer Jenkins, from Step A to Step C, class 0681, salary range 422, with a retroactive effective date of August 14, 2007, pursuant to Humboldt County Salary Resolution.

6.                   U.S. Forest Service Title III Funding

RECOMMENDATION: That the Board of Supervisors elect to reserve 15% of the Forest Service reserve Payments for County projects under Title III, and Direct Staff to notify the United States Department of Agriculture (USDA) Forest Services accordingly.

7.                   Lease Agreement for AB2034/334 Homeless Program

RECOMMENDATION: That the Board of Supervisors approve of exercising the option to extend the lease agreement with John Stubban for the lease of the property located at 1122 5th Street, Eureka, beginning October 1, 2007 through September 30, 2008 and authorize Real Property to send a letter notifying the Lessor that the County is exercising the option to extend.

8.                   Adjust Salary and Step Pursuant to Section 7 of the Humboldt County Salary Resolution

RECOMMENDATION: It is recommended that the Board of Supervisors approve an advanced step placement for Jonathan Sommers, M.D., Physician/Psychiatrist (class 0937, position 01, range 620) Step A to Step E effective August 27, 2007 pursuant to Section 7 of the Humboldt County Salary Resolution

Health and Human Services - Public Health Branch

9.                   Approval of Budget Revision and Agreement with California Department of Health Services for Various HIV/AIDS Programs, Fund 1175, Fiscal Years 2007-2010

RECOMMENDATION: That the Board of Supervisors approve Agreement Number 07-65050 with the California Department of Health Services;Authorize the Chair to execute the first page of the complete agreement package and eight (8) additional copies and the first page of the Contractor Certification Clauses; Authorize the Public Health Director to execute five (5) copies of the first page of each of the following Memoranda of Understanding:HIV Prevention Program, HIV Counseling and Testing, HIV/AIDS Surveillance Program and Early Intervention Program; Approve a budget revision in Fund 1175, Budget Unit #409, HIV/AIDS Programs - PHN, Budget Unit #437, Early Intervention Program, Budget Unit #447, High Risk Prevention Case Management, and Budget Unit #448, Bridge Project and direct the Auditor - Controller to revise the budget.

10.               Approve Agreement with Arcata Endeavor Inc. to assist with the Transportation Assistance Program (TAP)

RECOMMENDATION: That the Board of Supervisors approve the agreement with Arcata Endeavor Inc. for $20,000 through June 30, 2008, to assist with the continuing operation of Transportation Assistance Program (TAP) and authorize the Chair to execute three (3) copies of the agreement.


11.               Amendment to Compensation Plans for Management and Confidential Employees and Elected and Appointed Officials

RECOMMENDATION: That the Board of Supervisors adopt Resolution No. ______approving the amendment to the 2005-2006, 2006-2007 and 2007-2008 Compensation Plans for Management and Confidential Employees and Elected and Appointed County Officials.

12.               Cooperative Agreement between the Department of Homeland Security - Transportation Security Administration and Humboldt County for Law Enforcement Services at the Arcata-Eureka Airport

RECOMMENDATION: That the Board of Supervisors grant a waiver of the provisions of the Humboldt Nuclear Free Ordinance and authorize the Director of Public Works to sign Cooperative Agreement Number HSTS0208HSLR004 and all subsequent modifications to the agreement upon approval of County Counsel, Risk Manager and Sheriff.

13.               Security Entrances Expansion and Remodel - Humboldt County Courthouse Project Number 170206

RECOMMENDATION: That the Board of Supervisors receive the plans and specifications.

14.               Approve Grant Allocations from the Humboldt County Fish and Game Advisory Commission

RECOMMENDATION: That the Board of Supervisors approve the grant allocation recommended by the Humboldt County Fish and Game Advisory Commission for 2007/2008 in the total amount of $3,470.


15.               Allocation of Legal Office Assistant I/II BU 1100221

RECOMMENDATION: That the Board of Supervisors approve the allocation of one full-time Legal Office Assistant I/II (salary range 246/268, class 0178) in Budget Unit 1100221 effective immediately.

RECOMMENDATION: That the Board of Supervisors introduce the proposed ordinance by title and waive further reading; Open the public hearing and receive staff report and public testimony approve the Zone Reclassification by approving Resolution No. _____ and adopting Ordinance No. ____ which amends Section 311-7 of the Humboldt County Code by reclassifying the existing parcel from an Agriculture (AG) General Zone (2.5 acre minimum) to a Residential Suburban (RS) zone (1 acre minimum).
