RECOMMENDATION: Allocate a full-time Senior Fiscal Assistant position, and exempt said position from hiring freeze.

2.                   Letter of Approval, Authorizing an Exception to First-Time Homebuyer Program Guidelines†† (Non-Agenda Item)

RECOMMENDATION: Found that the need to take action arose after the July 27, 2004, agenda was posted.Authorize Chair to sign letter approving an exception to the County guidelines to be sent after approval from the State of California Department of Housing and Community Development.

1.                   Continuation of Emergency - Transmission of Disease Through Contaminated Needle Use†† (Supervisor Geist)

RECOMMENDATION: Declare that a local state of emergency, per Resolution No. 2000-14, remains in effect until August 17, 2004, allowing the Department of Public Health to continue a needle-exchange program.

2.                   Request from the City of Rio Dell for the Consolidation of its General Municipal Election with the Statewide General Election on November 2, 2004†† (Supervisor Rodoni)

RECOMMENDATION: Approve request for consolidation with the condition that the City of Rio Dell reimburse the County for costs incurred pursuant to this request.

3.                   Appointment of Jim Holdner to the Humboldt County Fish and Game Advisory Commission†† (Supervisor Smith)

RECOMMENDATION: Approve appointment as a representative of the First Supervisorial District.

4.                   Approval of the Board Orders--Meeting of July 6, 2004†† (General Fund)

RECOMMENDATION: Approve the Board Orders.

5.                   Request from the City of Ferndale for Consolidation of its General Municipal Election with the Statewide General Election on November 2, 2004

RECOMMENDATION: Approve request for consolidation with the condition that the City of Ferndale reimburse the County for costs incurred pursuant to this request.

RECOMMENDATION: Approve the Department of Health Services, Office of AIDS, AIDS Drug Assistance Program Standard Agreement; and adopt supplemental budget ($186).

13.               Contract with the Department of Health Services for the STD Community Interventions Program; Clinic Services†† (Public Health/Grant Funds)

RECOMMENDATION: Approve Contract No. 04-35680 with the Department of Health Services for the STD Community Interventions Program ($49,890).

RECOMMENDATION: Adopt a supplemental budget ($45,264).

RECOMMENDATION: Adopt Resolution No. 04-63, amending Resolution No. 04-48 to grant another designated period for two years' additional service credit.

RECOMMENDATION: Adopt Fiscal Year 2004-05 Regional Facility daily detention bed rate of $119.18 for all referring counties.

RECOMMENDATION: Adopt supplemental budget ($121,280) to adjust the Aviation budget to reflect actual revenues and expenditures for fuel.

RECOMMENDATION: Open the public hearing regarding the formation of Permanent Road Division No. 1000, Zone No. 001, and the setting of a special parcel charge for maintenance of roads for Ranch View Estates subdivision, receive public testimony, and close the Public Hearing and Election.Direct the Auditor to tally the ballots received for the creation of a special parcel charge for maintenance of roads and associated facilities in the Ranch View Estates Subdivision.Based upon the public testimony and results of the election, adopt the Resolution No. 04-64, establishing Humboldt County Permanent Road Division 1000, Zone No. 001, and to impose parcel charges for Road Maintenance.Adopt Resolution No. 04-65, acceptance of the right of way for Wrangler Court and Stallion Court as irrevocably offered to the County of Humboldt in Book 23 of Maps, Pages 86 to 89.

RECOMMENDATION: Approve the Zone Reclassification amending Section 311-7 of the Humboldt County Code by adjusting the zone boundary between the Timberland Production Zone (TPZ) and Agriculture Exclusive zone (AE) coincidental with the proposed property lines; and adopt Ordinance No. 2324.

3.                   Scotia Pacific Company Lot Line Adjustment/Zone Boundary Adjustment; File No. APN 205-031-17 et al.Case Nos. LLA-02-05/ZR-03-09; Scotia Area

RECOMMENDATION: Approve the Zone Reclassification amending Section 311-7 of the Humboldt County Code by adjusting the zone boundary between the Timberland Production Zone (TPZ) and Agriculture Exclusive zone (AE) and TPZ and AE-B-5(160) coincidental with the proposed property lines; and adopt Ordinance No. 2325.

4.                   Scotia Pacific Company Lot Line Adjustment/Zone Boundary Adjustment; File No. APN 311-011-01 et al.Case Nos. LLA-03-13/ZR-03-02; Eureka Area

RECOMMENDATION: Approve the Zone Reclassification amending Section 311-7 of the Humboldt County Code by reclassifying an approximate 100.3 acres of Agriculture Exclusive (AE) and 28.6 acres of Agricultural General (AG-B-5[10]) into Timberland Production Zone (TPZ); and adopt Ordinance No. 2326.

5.                   Scotia Pacific Company Lot Line Adjustment/Zone Boundary Adjustment/Land Conservation Contract; File No. APN 103-021-02 et al.Case Nos. LLA-02-07/ZR-03-11/AGP-03-02; Rainbow Peak Area

RECOMMENDATION: Approve the Zone Reclassification amending Section 311-7 of the Humboldt County Code by adjusting the zone boundary between the Timberland Production Zone (TPZ) and Agriculture Exclusive with a Special Building Site combining zone specifying a minimum lot size of 160 acres (AE-B-5[160]) coincidental with the proposed property lines; and adopt Ordinance No. 2327.Adopt the findings for the Lot Line Adjustment consistent with the Williamson Act, the County's Williamson Act Guidelines, County Lot Line Adjustment regulations, and Government Code Section 51257; and approve the Lot Line Adjustment.Update the Land Conservation Contract per Resolution 02-53, and adopt Resolution No. 04-66, a Resolution Amending the Resolution No. 79-24 which Established Agriculture Preserve No. 79-11, and Modifying the Uniform Rules including Compatible Uses.Authorize the Chair of the Board to execute the Notice of Rescission for Land Conservation Contract establishing Agricultural Preserve No. 79-11.Authorize the Chair of the Board to execute the successor Land Conservation Contract.
