RECOMMENDATION: Authorize Chair to sign letter of support.

3.                   Resolution of Commendation for Carol Hill on Her Retirement from the Sheriff's Department   (Supervisor Geist)

RECOMMENDATION: Adopt the resolution.

4.                   Approval of the Board Orders--Meeting of August 24, 2004

RECOMMENDATION: Approve the Board Orders.

Community Development Services (CDS)

5.                   Supplemental Budget for Fiscal Year 2004 for the Economic Development Division, Reflecting New Grants for CDBG Micro-Enterprise, Rehabilitation of the Multiple Assistance Center, and the Purchase of a New Food Bank Truck   (CDBG Funds)

RECOMMENDATION: Approve creation of revenue and expense accounts to track revenue and expenses associated with new CDBG 2003 Micro-Enterprise Grant.  Approve creation of revenue and expense accounts to track revenue and expenses associated with new CDBG Multiple Assistance Center/Food Bank Truck grant.  Approve supplemental budget ($454,000) for Budget Unit 1120-275.

County Administrative Office

6.                   Position Allocation   (General Fund)

RECOMMENDATION: Approve the allocation of one full-time Senior Administrative Analyst, and exempt the newly-allocated position from the hiring freeze.

County Clerk-Recorder

7.                   Authorization to Accept Poll Worker Grant   (State Funds)

RECOMMENDATION: Authorize Chair to sign a standard agreement with the Secretary of State, and adopt supplemental budget for accepting the grant ($20,658).

Health and Human Services - Mental Health Branch

8.                   Approval of Services Agreement with Remi Vista, Inc. (Eureka and Redding) for the Provision of Therapeutic Behavioral Services to Medi-Cal Beneficiaries for Fiscal Years 2004 and 2005   (Mental Health Fund)

RECOMMENDATION: Authorize Chair to sign services agreement.

9.                   Agreement for Alcohol and Other Drug Services   (Federal Funds)

RECOMMENDATION: Approve agreement with Humboldt Domestic Violence Services for the provision of alcohol and other drug group and individual counseling to battered, and formerly battered, Humboldt County residents.

10.               Appointment of Barry Pleasant to the Alcohol and Drug Advisory Board

RECOMMENDATION: Approve appointment.

11.               Approval of Services Agreement with Crestwood Behavioral Health, Inc. for Bridge House for the Provision of Full-Day Rehabilitation Services to Authorized Medi-Cal-Eligible Beneficiaries for Fiscal Years 2004 and 2005

RECOMMENDATION: Authorize Chair to sign said agreement.

Health and Human Services - Social Services Branch (SSB)

12.               Supplemental Budget for Fiscal Year 2004 for Department 588 to Enable the SSB's Employment Training Division to Reimburse Youth Program Operators for Late 03-04 and Early 04-05 Youth Service Costs   (WIB Funds)

RECOMMENDATION: Approve supplemental budget ($115,655).

Library Services

13.               Establishment of New Revenue Line and Supplementary Budget in Budget Unit 621   (Library Fund)

RECOMMENDATION: Authorize the Auditor to establish Line Item No. 1500-621-710050, Fund Balance, in Budget Unit 621, Library, and approve a supplementary budget ($63,272).

14.               Bookmobile Bid Acceptance   (Insurance Settlement)

RECOMMENDATION: Award the contract for a new bookmobile to Matthews Specialty Vehicles, and authorize the General Services Director to initial all deletions and changes to the agreement, and to sign the Order/Acceptance Confirmation and Agreement.


15.               Use of Local Law Enforcement Block Grant Funds for the Probation Department's Drug Court Program

RECOMMENDATION: Authorize the County Administrative Officer to sign and accept the grant award from the Bureau of Justice Assistance for said funds.

Public Works

16.               Establish a Trust Fund for Permanent Road Division No. 1000, Zone 001   (Road Fund/Parcel Assessments)

RECOMMENDATION: Approve establishment of an interest-bearing fund for deposit of funds received from parcel assessments, and direct the Auditor-Controller to set up a fund titled Permanent Road Division No. 1000 (PRD 1000), Zone 001, with Fund No. 2301.

Treasurer-Tax Collector

17.               Request to Establish Fund No. 3107000-999000--Mobile Home/Bulk Transfer Deposits

RECOMMENDATION: Approve request.

Various County Departments--Hiring Freeze Exemptions

18.               Request for Hiring Freeze Exemptions from the Following Departments:  Mental Health Branch (MHB) and Social Services Branch (SSB)   (MHB/SSB/State Funds)

RECOMMENDATION: Approve exemptions for the following positions:  Psychiatric Nurse (2) in the MHB; and Office Assistant I/II; Eligibility Worker I/II/III (5); Integrated Case Worker I; Employment Training Worker I/II (4); Social Worker III; and Social Worker IV in the SSB.

D.                  PUBLIC APPEARANCES--9:05 A.M.

4.                   Authorization to Amend the Existing CDBG Revolving Loan to Humboldt Bay Housing Development Corporation; Forgive $5,233.03 Interest Accrued to Date, No Further Interest Accruals, and Review Principal Loan Payment Terms

RECOMMENDATION: Grant requested authorization to the CDS Director.

RECOMMENDATION: Approve grant allocation in the amount of $1,000.00 to the Friends of Mad River Fish Hatchery for the Mad River Fish Hatchery, and approve the supplemental budget.

1.                   Response to the 2003-04 Grand Jury Report

RECOMMENDATION: Review and modify the draft Board of Supervisors' response to said report.  Approve the documents, as may be modified, as the response from the Board of Supervisors.

4.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

5.                   It is the intention of the Board of Supervisors to meet in closed session to consider the public employee appointment for the position of Agricultural-Commissioner/Sealer of Weights and Measures pursuant to Gov. Code 54954.5.

1.                   Appeal of the Planning Commission's Denial of the Bob McKee Variance; Case No. VAR-03-02A; File No. APN 215-241-63

RECOMMENDATION: Uphold the appeal, and approve the project by adopting Resolution No. 04-__.
