RECOMMENDATION: Adopt Ordinance No. 2201

2.                   High-Risk Pest Inspection Services Agreement Between County and California Department of Food and Agriculture

RECOMMENDATION: Approve amendment of Standard Agreement No. 98-0350 between Agricultural Commissioner's Office and the California Department of Food and Agriculture

Board of Supervisors SUPPLEMENTAL ITEM

3.                   Ordinance No. 2160 Direction to County Counsel(Supervisor Dixon)

RECOMMENDATION: Rescind the December 7, 1999 direction to Counsel for portion of the directed amendment of Ordinance No. 2160, to add one representative from each organization to Disaster Council membership, but instead direct Counsel to amend said ordinance to include said membership in a subcommittee to the Disaster Council.

RECOMMENDATION: Approve the Board Orders from the meeting of December 7, 1999: C-12, C-33, D-1, G-4, H-1, J-1 and K-1.

Community Development Services

5.                   Transfer of Majority of General Administrative Responsibilities for current CDBG General Allocation Processes from County Staff to Redwood Community Action Agency.

RECOMMENDATION: Approve contract to implement transfer.

6.                   Allocation of Positions for General Plan Update Planner II and Planning Technician I/II

RECOMMENDATION: Approve allocation in Budget 277 for 1.0 FTE Planner II and 1.0 FTE Planning Technician I/II.

7.                   Request for Fund Number for Humboldt Regional Occupation Program Grant

RECOMMENDATION: Authorize the County Auditor's Department to create a new fund number (3926) for administering the grant.

8.                   Request for Fund Number for Pacific Bell Foundation Grant

RECOMMENDATION: Authorize the County Auditor's Department to create a new fund number (3925) for administering the grant.

9.                   Supplemental Budget to Establish an Extra Help Line Item for the Economic Development Division of the Community Development Services Department

RECOMMENDATION: Approve supplemental budget request in the amount of $5,000 for Budget Unit 181.

10.               Management of Noxious Weeds in the Coastal Dunes of Humboldt County

RECOMMENDATION: Review and Approve the MOU between Humboldt County and other participating organizations and authorize Chair to sign.

County Counsel

11.               Annual Resolutions Appointing a New Chair and Vice Chair

RECOMMENDATION: Adopt Resolution Nos. 2000-1 through 2000-4.

District Attorney

12.               Creation of Line Item and Contingency Transfer for Child Support Enforcement

RECOMMENDATION: Approve Budget Appropriation transfer of $825,000 for office furniture, fixtures and equipment.

Employment Training

13.               Program Year 1999 Cooperative Agreement with the State Department of Education JTPA TITLE IIA/C 8%-50%

RECOMMENDATION: Approve and authorize the Chair of the Board to sign the Program Year 1999 Cooperative Agreement with the State Department of Education for JTPA Title IIA/C 8%-50% funds.

Health and Human Services - Mental Health Branch

14.               Contract with Community Based Specialty Mental Health Provider for Managed Mental Health Care for Medi-Cal Beneficiaries

RECOMMENDATION: Approve and authorize the Chair to sign the contract between Carmela Wenger MFT and the Humboldt County Mental Health Plan, Humboldt County Medi-Cal Managed Mental Health Care.

15.               Allocation of Supervising Psychiatric Nurse Position for Mental Health Children, Youth and Family Services.

RECOMMENDATION: Approve the allocation in Budget Unit 424 for Supervising Psychiatric Nurse (Range 361 Class 920).

16.               Appointment to the Provisional Medical Staff of Sempervirens

RECOMMENDATION: Approve the appointment of Orm Aniline M.D. as a member of the Provisional Medical Staff of Sempervirens and grant his requested clinical privileges.

17.               Reallocation of Alcohol and Other Drug Program Positions

RECOMMENDATION: Approve FTE changes for Health Education Specialist I/II and Substance Abuse Counselor I/II positions.

18.               Contract with Alcohol/Drug Care Services for Alcohol and Other Drug Services
