1.                   Continuation of Emergency - Transmission of Disease Through Contaminated Needle Use   (Supervisor Geist)

RECOMMENDATION: Declare that a local state of emergency, per Resolution No. 2000-14, remains in effect until November 9, 2004, allowing the Department of Public Health to continue a needle exchange program.

2.                   Letter of Appreciation to Maura Eastman for Her Service to the Humboldt County Human Rights Commission   (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign letter of appreciation.

3.                   Certificate of Recognition for Sally Hewitt on Receiving NorCAN's 2004 Nonprofit Leader of the Year Award   (Supervisor Woolley)

18.               Transfer Through Contingencies to Clear an Edit in Budget Unit 1100-228 (Fiscal Year 2003-04)

RECOMMENDATION: Approve transfer through Contingencies ($6,688).

19.               Request to Establish a Line Item and Appropriation Transfer in Budget Unit 1100-224 (Fiscal Year 2003-04)

RECOMMENDATION: Authorize Auditor-Controller to establish an "A-87 Overhead Charges" line item ($5,582).

Various Departments--Hiring Freeze Exemptions

20.               Requests for Exemptions from the Following County Departments:  Assessor, Mental Health Branch, Social Services Branch, Probation, and Sheriff

RECOMMENDATION: Grant exemptions for the following positions:  Appraiser I, Department Information System Analyst (MHB), Vocational Assistant (SSB), Staff Services Specialist (SSB), Deputy Probation Officer, and Correctional Officer I/II.

4.                   Standing Item--Adjourn as County Board of Supervisors, and Reconvene as Humboldt County Public Authority.  Pursuant to Government Code Section 54957.6, Conference with Labor Negotiator.  It is the intention of the Board of the Humboldt County Public Authority to meet in Closed Session to have a conference with its Labor Negotiator to review and instruct designated representatives with respect to the various forms of compensation provided to represented and unrepresented personnel of the Humboldt County Public Authority.

Community Development Services

1.                   Big Lagoon Park Company Local Coastal Plan Amendment/Zone Reclassification/Planned Development Permit/Coastal Development Permit; File No. APN 517-121-10 and -131-09; Big Lagoon Area

RECOMMENDATION: Adopt Resolution No. 04-__, adopting a Negative Declaration for the project, adopting the Planning Commission's findings; and tentatively approve the amendment of the Humboldt County General Plan (North Coast Area Plan land use map, by reconfiguring, for property in the Big Lagoon area, the boundary line between Residential Estates (RE) and Commercial Timberland (TC), with said deconfiguration resulting in a net shift of approximately 2.4 acres from RE to TC.

2.                   2002 CDBG Planning and Technical Assistance Final Report--Housing Studies:  Housing Condition Survey, Housing Affordability, and Homeless Management System

RECOMMENDATION: Direct staff to submit close-out documentation for the 2002 CDBG GA Planning and Technical Assistance Grant.


3.                   Resolution Adopting 2004-05 Budgets for Special Districts Governed by the Board of Supervisors

RECOMMENDATION: Sitting as the Board of Directors for those special districts governed by the Board of Supervisors, approve said budgets by adopting Resolution No. 04-__.
