2.                   Appointment of Lloyd L. Hecathorn as the Division No. 3 Director of the Humboldt Bay Municipal Water District Board (Supervisor Geist)

RECOMMENDATION: Appoint Lloyd L. Hecathorn as Division No. 3 Director on the Humboldt Bay Municipal Water District Board of Directors.

3.                   Appointment of John Woolley as Alternate Representative to the Humboldt County Children and Families Commission. (Supervisor Neely)

RECOMMENDATION: Appoint John Woolley as Alternate Member to the Humboldt County Children and Families Commission.

Community Development Services

4.                   Extension of Sublease Agreement for Office of Economic Development Division. (Grants)

RECOMMENDATION: Authorize Real Property to send notice exercising option to extend sublease for office at 520 E Street, Eureka, CA to Redwood Region Economic Development Commission.

5.                   Supplemental Budget reflecting all Workforce Investment Act funds coming through the Economic Division, adding youth contracts and a budget line item for the Environmental Protection Agency for Brownsfields work.

RECOMMENDATION: Approve Revenue Codes 591100 to 591112 and Expense Codes 3598 to 3611 in Budget Unit 1120-287; Revenue Code 5900 and Expense Codes 3596 to 3597 in Budget Unit 1120-275; approve supplemental Budget Unit 1120-287 and 1120-275.

6.                   Ordinance Amending Section 112-5 of Chapter 2 of Division One of Title I of the Humboldt County Code, Regarding the General Penalties

RECOMMENDATION: Authorize Chair to execute Grant Proposal/Award and Certificate of Assurance of Compliance.

General Services

11.               Temporary Increase in Compensation to Facility Maintenance Supervisor (Building Maintenance), Senior Buyer (Purchasing) and Systems Support Technician II (Information Services) (Information Services Fund and General Services)

RECOMMENDATION: 1. Continue temporary increase in compensation for Facility Maintenance Supervisor, Craig Wilson, of 10 salary ranges, beginning September 12, 2004, and continuing until the reorganization of the Building Maintenance Division is complete or March 12, 2005, whichever occurs first pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 vote required); 2. Continue temporary increase in compensation for Senior Buyer, Jackie Shema, of 10 salary ranges beginning October 13, 2004, and continuing until the new Purchasing Agent is hired or continued reorganization of the Purchasing Division is complete or April 13, 2005, whichever occurs first pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 vote required); and 3. Continue the temporary increase in compensation for System Support Technician II, Ron Vetter, of 10 salary ranges beginning September 29, 2004, and continuing until the reorganization of the Information Services Division is complete or March 29, 2005, whichever occurs first pursuant to Section 7 of the Humboldt County Salary Resolution (4/5 vote required).

12.               License Agreement with Humboldt County Resource Conservation District (Real Property)

RECOMMENDATION: 1.  Approve a one-year extension of the License Agreement between the County of Humboldt and Humboldt County Resource Conservation District for space located at 5630 Broadway; and  2. Direct the Clerk of the Board to return an executed copy of the Board Agenda Item to Real Property.

13.               Establishment of Overtime Line in Budget Unit 115 (Purchasing) for Fiscal Year 2003-04

RECOMMENDATION: Adopt an Overtime line in the Purchasing Budget Unit (1100 115-1-460); and Instruction the Auditor--Controller to make the attached transfer to cover the cost overrun in this newly-established line ($158).

Health and Human Services - Social Services Branch

14.               MOU with Hoopa Valley Tribal Council Implementing Tribal TANF Program

RECOMMENDATION: 1.  That the Board of Supervisors approve the Memorandum of Understanding with the Hoopa Valley Tribal Council which outlines the transfer of California Work Opportunity and Responsibility to Kids (CalWORKS) cases to the Hoopa Valley Tribal TANF program for qualified Native American households currently receiving or applying for CalWORKS benefits; and 2. Direct the Clerk of the Board to route two fully executed originals to the Director of the Social Services Branch.


15.               Revised Class Description for Public Health Laboratory Director (Health Fund)

RECOMMENDATION: Approve the revised class description for the Public Health Laboratory Director.

Public Works

16.               Approve Computer Purchase and Transfer of Funds in Budget Unit 321 (Road Fund)

RECOMMENDATION: 1.  Approve the purchase of two new computers ($3,500); and 2. Approve the attached appropriation transfer to establish funds for the purchase.

17.               Construction of Security Fence at Rohnerville Airport, Project No. AIP 3-06-0083-04, Contract No. 911100 (Aviation Capital Projects) 2004 11 02

RECOMMENDATION: 1. Approve the plans and specifications; and 2. Direct the Clerk to advertise the above-mentioned project for ten days in the Times-Standard newspaper with bids to be opened on Tuesday, December 7, 2004, at 2:00 p.m.

18.               Supplemental Budget for Animal Shelter Construction Project (General Fund-COP)

RECOMMENDATION: Approve a supplemental budget for the Animal Shelter in Capital Projects ($1,570,000).

Various Departments--Hiring Freeze Exemptions

19.               Requests for Exemptions from the Following County Departments: Community Development Services Planning Division (Fees/General Fund), Health and Human Services Administration (H&HS Funds), H&HS-Mental Health Branch, H&HS-Public Health, H&HS-Social Services, and Sheriff Department.

RECOMMENDATION: Grant exemptions for the following positions: a) Planner I/II, Planning Technician I/II; b) Executive Secretary; c) Psychiatric Nurse, Fiscal Assistant I/II, Accountant Auditor; d) Public Health Nurse, Department Information Systems Technician; e) Employment Training Worker II, Eligibility Worker I/II, Fiscal Assistant I/II; f) Correctional Officer I/II (243-0424-019) and Correctional Officer I/II (243-0424-010).
