J.                   PUBLIC HEARINGS--1:30 P.M.

Public Works

1.                   Petition to Form Permanent Road Division (PRD) No. 1000, Zone 002; Central Estates Subdivision, McKinleyville   (General Fund [Reimbursable])

RECOMMENDATION: Open public hearing regarding the formation of Permanent Road Division No. 1000, zone No. 002 and the setting of a special parcel charge for maintenance of roads for Central Estates subdivision, receive public testimony, and close the Public Hearing and Election.  Direct the Auditor to tally the ballots received for the creation of a special parcel charge for maintenance of roads and associated facilities in the Central Estates Subdivision.  Based upon the public testimony and results of the election, adopt the attached Resolution to Establish Humboldt County Permanent Road Division 1000, Zone No. 002 and to impose parcel charges for Road Maintenance.  Adopt the Resolution of Acceptance of the right of way for Chanterelle Drive and Parcel F as irrevocably offered by the County of Humboldt in Book 23 of Maps 96 to 100.

Community Development Services

2.                   Revisions to the 2003 Humboldt County Housing Element to bring it into full compliance with State law.

RECOMMENDATION: 1) Introduce proposed ordinance by title and waive further reading;

2) Open the public hearing and receive staff report and public testimony;

3) Close the public hearing;

4) Approve, as may be modified, staff and Planning Commission recommendations by adopting the Resolution of Approval No. ___, and Resolution No. ___ transmitting the Local Coastal Program Amendments to the Coastal Commission;

5) Direct Planning staff to add the Local Coastal Plan and zoning ordinance amendments to those approved March 23, 2004 and submit them to the California Coastal Commission for their review and certification;

6) Tentatively approve the proposed coastal plan and zoning ordinance changes and direct Planning staff to return the coastal plan and zoning ordinance changes to the Board of Supervisors for final approval after certification by the Coastal Commission;

7) Authorize the Office of County Counsel to make minor editing and formatting changes to the ordinances before final passage, including changing page numbers in order to integrate the new ordinances into the current Humboldt County Code;

8) Direct Clerk of the Board to give notice of the decision to any interested party and to publish a summary of the changes made to the HCC zoning ordinance within 15 days of adoption of the ordinance.

K.                  ADJOURNMENT
