Board of Supervisors

1.                   Martin Luther King Jr. Day Proclamation (Supervisor Woolley)

RECOMMENDATION: Adopt the Proclamation.

2.                   Appoint Monica Rivera to the Humboldt County Children and Families Commission (Supervisor Woolley)

RECOMMENDATION: Approve the appointment of Monica Rivera to the Humboldt County Children and Families Commission.

County Administrative Office

3.                   Advanced Step Request in District Attorney's Office

RECOMMENDATION: That the Board of Supervisors deny the request of the District Attorney for step increases for the Legal Office Business Manager and Executive Secretary positions in the District Attorney's Office (Budget Unit 1100 205).

4.                   Approval of Budget Amendment for Communications Receiver and Redundant Back-Up Equipment

RECOMMENDATION: That the Board of Supervisors approves the supplemental budget for Communications (3521-151) in the amount of $10,200 for emergency replacement of the radio receiver and purchase of a redundant back-up system.

Health and Human Services - Social Services Branch

5.                   Approval of Supplemental Budget and the County of Humboldt, Homeless Management Information System (HMIS) Grant Award from the United States Department of Housing and Urban Development (HUD) to track homeless supportive services and outcomes, Fund 1160, Fiscal Year 2007-2008.

RECOMMENDATION: That the Board of Supervisors approve the acceptance of the Humboldt County, Homeless Management Information System (HMIS) Grant Award from the United States Department of Housing and Urban Development (HUD) and Direct the Auditor-Controller to establish an expenditure line in Social Services Fund 1160, Budget Unit 511, line item 3-138, Homeless Management Information System (HMIS); and Approve a supplemental budget in Fund 1160, Budget Unit 511 Homeless Management Information System (HMIS) and Computer Equipment, and direct the Auditor-Controller to supplement the budget as shown in Attachment #1.

Public Works

6.                   Negative Declaration of Environmental Impact for the Fields Landing Boat Ramp Parking and Public Safety Enhancement Project

RECOMMENDATION: That the Board of Supervisors adopt the Negative Declaration of Environmental Impact for the Fields Landing Boat Ramp Parking and Public Safety Enhancement Project, and direct staff to post a Notice of Determination with the Humboldt County Clerk/Recorder.

7.                   Contract for Geotechnical Engineering Studies on Bald Hills Road (F4R300)

RECOMMENDATION: That the Board of Supervisors authorize the Director of Public Works to execute the contract for geotechnical engineering studies on Bald Hills Road (County Road #F4R300).  (Not to exceed $80,000)

8.                   McKinleyville Avenue and Washington Avenue (C4L925) Overlay and Rehabilitation at PM 0.02 to 1.61, Project No. RPL-5904(077), Contract No. 202702

RECOMMENDATION: That the Board of Supervisors authorize the Director of Public Works to sign Contract Change Order Number 2 for the total amount of $42,103.66, and approve the appropriation transfer for $78,730 to provide funding for Change Order Number 2 and a portion of Change Order Number 1.

D.                  SPECIAL PRESENTATIONS

1.                   Proclaim January 2008 as National Mentoring Month in Humboldt County. (Supervisor Neely)

RECOMMENDATION: Adopt the Proclamation.

E.                  DEPARTMENT REPORTS

County Administrative Office

1.                   Progress Report on Solid Waste System

RECOMMENDATION: That the Board of Supervisors direct the Public Works Department, County Administrative Office and County Counsel to negotiate new contract for hauling waste from container sites with current site operators; Direct the Public Works Department and County Administrative Office to investigate alternative arrangements for container site operation with non-profit agencies or community service districts in the affected areas; Direct the Public Works Department to pursue a long-term lease or purchase of the property upon which the Redway Transfer Station is located; Direct the County Administrative Office to present to the Solid Waste Subcommittee as soon as possible language for a draft contract for franchised collection and recycling services; Direct the Public Works Department, County Administrative Office and County Counsel to begin negotiations with Eel River Disposal regarding combining the unincorporated Fortuna and unincorporated Ferndale franchise areas and extending the combined contract.

Community Development Services

2.                   WEB - GIS Project and www.northcoastprosperity.com Demonstration

RECOMMENDATION: That the Board of Supervisors receive staff report and a demonstration of the re-built north Coast Prosperity website including the new county-wide online Geographic Information System.
