1.                   Certificate of Recognition for Bernie Herskovets, Social Security Administration District Manager, Eureka. (Supervisor Smith)

RECOMMENDATION: Ratify the Certificate of Recognition.

2.                   Letter of Appreciation to Chief Kevin O'Neil for serving on the Humboldt County Fire Safe Council (Supervisor Geist)

RECOMMENDATION: Authorize the Chair to Sign Letter of Appreciation.

3.                   Letter Appointing Chief Hugh Scanlon to the Humboldt County Fire Safe Council (Supervisor Geist)

RECOMMENDATION: Approve the Appointment.

4.                   Continuation of Emergency - Closure of the Martin's Ferry Bridge

RECOMMENDATION: Declare that a local state of emergency, per resolution # 07-87, remains in effect until March 4, 2008.

5.                   Letter to CalTrans Regarding Highway 101 - Big Lagoon Area. (Supervisor Geist)

RECOMMENDATION: Authorize Chair to Sign Letter.

Cooperative Extension

6.                   Approval of Supplemental Budget Request for Cooperative Extension

RECOMMENDATION: That the Board of Supervisors approve a supplemental budget request for the Cooperative Extension budget #1100-632; Increase revenue in the University of California Reimbursements account 523900 in the amount of $2480; and increase expenditure appropriations as follows: Transportation and Travel account 2125 by $2480.

County Administrative Office

7.                   Leasing Project on Courthouse Roof Tower #2

RECOMMENDATION: That the Board of Supervisors direct that County equipment be removed from Tower #2 on the Courthouse roof; Authorize the Public Works Department, upon request from the County Administrative Office, to notify Verizon Wireless of the County's intent to terminate its month-to-month tenancy on Tower #3 and the Fifth Floor Communications Room; Direct the County Administrative Office and County Counsel to return tot he Board with a Resolution of Intention and associated bid documents necessary to lease Tower #2 in its entirety to specified herein; Authorize the Public Works Department to file with the County Clerk-Recorder a Notice of Exemption from further review under the California Environmental Quality Act for this project.

8.                   Temporary Increase in Compensation for IT Systems Administrator II

RECOMMENDATION: That the Board of Supervisors approve a temporary increase in compensation for IT Systems Administrator II Jane Miller of ten (10) salary ranges beginning February 11, 2008, and continuing until June 13, 2008, or until all positions in the Information Technology Division are filled and all staff return from leave, whichever occurs first, pursuant to Section 7 of the Humboldt County Salary Resolution.

9.                   Temporary Increase in Compensation fro Revenue Recovery Technician Suzanne Hernandez

RECOMMENDATION: That the Board of Supervisors approve a temporary increase in compensation for Revenue Recovery Technician Suzanne Hernandez of 20 (20) salary ranges beginning February 11, 2008, and continuing until June 30, 2008, or until the position of Program Coordinator is filled, whichever occurs first, pursuant to Section 7 of the Humboldt County Salary Resolution.

 

 

10.               Extension of Extra Help Hours Past the 960 Hour Limit

RECOMMENDATION: That the Board of Supervisors approve the extension of extra help hours for Samanthia Carns, Office Assistant I to a maximum of 1843.25 hours through June 30, 2008, pursuant to Section 7 of the Humboldt County Salary Resolution.

Health and Human Services - Administration

11.               Veteran Service Officer Appointment

RECOMMENDATION: That the board of Supervisors confirms the appointment of Rena Maveety as the County's Veteran Service Officer, effective December 16, 2007.

Health and Human Services - Mental Health Branch

12.               State Department of Mental Health Services Act (MHSA) Agreement

RECOMMENDATION: That the Board of Supervisors Approve the Agreement between the Department of Health and Human Services, Mental Health Branch and the State Department of Mental Health; Authorize the Department of Health and Human Services, Mental Health Branch Director to sign the agreement on behalf of Humboldt county and submit it to the State Department of Mental Health.

Health and Human Services - Public Health Branch

13.               Approval of Supplemental budget and State Agreement for Housing Opportunities for Persons with AIDS (HOPWA) program, Fund 1175, Fiscal Years 2007-2010

RECOMMENDATION: That the Board of Supervisors approve Agreement Number 07-65525 with the California Department of Public Health; Authorize the chair to sign the first page of the complete agreement package and seven (7) additional copies and the first page of the Contractor Certification Clauses; Approve a supplemental budget in Fund 1175, Budget Unit #470, HIV CARE Consortium and direct the Auditor-Controller to revise the budget.

14.               Approve Grant Agreement  for Implementing the Above Ground Petroleum Storage Act (APSA) program in fund 1175, Environmental Health's Hazardous Materials Programs Budget Unit 411.

RECOMMENDATION: That the Board of Supervisors approve and authorize the Public Health Branch Director to sign the Assistance Agreement between California Environmental Protection Agency and the Humboldt County Public Health Branch for $111,194.22 for the period of January 1, 2008 through December 31, 2009; Approve and Authorize the Chair of the Board of Supervisors to sign the Resolution authorizing the County to enter into an agreement with the State of California; Direct the Auditor to supplement the budget in the amount of $27,799 in BU 411, Hazardous Materials Program for fiscal year 2007-2008: Revenue:  592109  Other Grants State   $27,799.00; Expenditure: 3-109  Grant Fund Disbursements $27,799.00.

16.               Approve Reclassification of Vacant Legal Office Assistant I/II

RECOMMENDATION: That the Board of Supervisors approve reallocation of the vacant Legal Office Assistant I/II position in budget unit 219 (salary range 235/257, class 0153) to the class of Legal Secretary I/II (salary range 259/280, class 0144) effective immediately.

Public Works

17.               Notice of Land Acquisition Application, Big Lagoon Rancheria, Assessor's Parcel No. 517-281-004

RECOMMENDATION: That the Board of Supervisors review the draft letter to the Bureau of Indian Affairs, providing the data requested for consideration of placing the subject parcel "in trust" for the Big Lagoon Rancheria; Modify the letter as desired and send to Bureau of Indian Affairs.

18.               Sutter Road Rehabilitation and Overlay (RD No. C4L810) PM 0.00 to 0.80: Project No. RPL - 5904(061), Contact No. 202712

RECOMMENDATION: That the Board of Supervisors authorize the Director of Public Works to sign Contract Change Order Number 2 for the total amound of $48,954.00; Authorize the Director of Public Works to sign Contract Change Order Number 3 for the total amount of $28,346.18.

19.               Construction of Dinsmore Airport Runway 9/27 Rehabilitation, Project No.: AIP 3-06-0361-05, Contract No.: 917221

RECOMMENDATION: That the Board of Supervisors approve the plans and specifications.

20.               McKinleyville Avenue and Washington Avenue (C4L925) Overlay and Rehabilitation at PM 0.02 to 1.61, Project No. RPL-5904(077), Contract No. 202702

RECOMMENDATION: That the Board of Supervisors authorize the Director of Public Works to sign Contract Change Order Number 3 for the total amount of $50,000.00; approve the appropriation transfer for $50,000.00 to provide funding for Change Order Number 3.

21.               Parks Recycling/Wood Sales Trust Fund Transfer and Supplemental Budget.

RECOMMENDATION: That the Board of Supervisors authorize a transfer of $2,700 from the Parks Recycling/Wood Sales Trust Fund; Approve the supplemental budget to provide funding for a replacement generator, portable toilet and vehicle tool boxes: Revenue:  1100713-707700  -  Parks Recycling  -  $2,700;  Expenditures:  1100713-2122  -  Small Tools  $1,300;  1100713-8988  -  Tool Box  $1,400.

22.               Acceptance of Easement Deed and Summary Vacation of a one foot non-vehicular access easement, Shelter Cove Subdivision, APN 109-081-003, Project #322011

RECOMMENDATION: Accept Easement Deed executed by Eric Myers to the County; adopt Resolution summarily vacating an existing one foot non-vehicular access easement in the Shelter Cove Subdivision and direct the Clerk of the Board to return the fully executed Easement Deed, together with a certified copy of the Resolution summarily vacating the one foot non-vehicular access easement, to the Land Use Division for recordation.

23.               Request Waiver of 960 Hour Limit for Extra Help Correctional Officer, (Budget Unit 1100243) Pursuant to Section 7 of the Humboldt County

RECOMMENDATION: That the Board of Supervisors approve an increase in extra help hours for Correctional Officer Devin Nilsen from 960 hours to 1960 Hours, pursuant to Section 7 of the Humboldt County Salary Resolution.

24.               Reallocate Current 37.5 Hour Legal Office Assistant Position to 40 hours

RECOMMENDATION: That the Board of Supervisors approve the allocation of the following 37.5 hour positions in budget unit 221 to 40 hour positions in the same job classification.  Legal Office Assistant I/II position currently occupied by Judy Johnson (class 0153, salary range 235/248, position 001) to Legal Office Assistant I/II 40 hour (class 0178, salary range 257/270).

25.               Establish a Fixed Asset Account and Approve Appropriation Transfer in Sheriff's Budget 1100-213

RECOMMENDATION: That the Board of Supervisors Authorize the Auditor/Controller to establish Fixed Asset Account 1100-213-8774 Vehicle; Approve appropriation transfer in Sheriff's budget 1100 243 in the amount of $25,227 to purchase a vehicle.

Community Development Services - Economic Development

1.                   Resolution Authorizing the Submission of a Labor Compliance Program to the California Department of Industrial Relations

RECOMMENDATION: Receive staff report; Adopt Resolution No. ____ authorizing the submission of a Labor Compliance Program to the California Department of Industrial Relations for the purpose of implementing its policy relative to the labor compliance provisions of state and federally funded public works contracts and specifically to comply with the provisions of Labor Code Section 1771.8.

Public Works

2.                   Klamath Basin Restoration Agreement

RECOMMENDATION: That the Board of Supervisors note the potential affects on Humboldt County Government that may result upon executing the Klamath Basin Restoration Agreement; Receive additional comments from the interested public; Conditionally approve the Agreement on file with the Clerk of the Board contingent upon the final approval of the Hydropower agreement (Appendix D) between the Klamath Restoration Group and Pacificorp; Direct the Department of Public Works to bring the finalized Agreement back to the Board of Supervisors for final review.

3.                   Construction of Emergency Foundation Stabilization and Structural Supports for Martins Ferry Bridge (4C-700) on Bald Hills Road (F4R300)

RECOMMENDATION: Receive a report on actions taken by the Director of Public Works in accordance with Board Direction on February 8, 2008.
