1.                   Proclaim February 25th through March 3rd, 2008 as Peace Corps Week in Humboldt County (Supervisor Geist)

RECOMMENDATION: Adopt the Proclamation.

These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Board of Supervisors

1.                   Certificate of Recognition for Vee Sorensen, Humboldt County 2007 Republican of the Year. (Supervisor Rodoni)

RECOMMENDATION: Authorize Chair to sign Certificate of Recognition.

2.                   Certificate of Recognition for Jim Hale, Rio Dell-Scotia Chamber of Commerce 2007 Individual of the Year and Nailworks and Tanning Too Rio Dell-Scotia Chamber of Commerce 2007 Business of the Year. (Supervisor Rodoni)

RECOMMENDATION: Ratify the Certificates.

3.                   Appoint Jeff Farley to the Humboldt County Fish and Game Advisory Commission (Supervisor Rodoni)

RECOMMENDATION: Approve the appointment.

4.                   Request from the McKinleyville Union School District to place a School Repair, Replacement, and Update Bond Measure on the Humboldt County Ballot for the June 3, 2008 Statewide Direct Primary Election (Supervisor Geist)

RECOMMENDATION: Approve the request and forward to the Elections Department for processing.

5.                   Letter to the Sisters of St. Joseph of Orange Regarding the Importance of Redwood Memorial Hospital (Supervisor Rodoni)

RECOMMENDATION: Authorize Chair to sign letter.

Health and Human Services - Mental Health Branch

6.                   Amendment and Termination of Memorandum of Understanding (MOU) with Probation Department to Provide Medi-Cal Mental Health Case Management Services

RECOMMENDATION: That the Board of Supervisors Authorize the Department of Health and Human Services - Mental Health Branch and the Probation Department to sign the First Amendment to their MOU; Authorize the Department of Health and Human Services - Mental Health Branch to terminate the Probation Department as a provider of Medi Cal Mental Health Case Management Services when and if the proposed federal regulations take effect; Authorize the Department of Health and Human Services - Mental Health Branch Director to sign a termination letter substantially similar to the letter and any subsequent documents between the Department of Health and Human Services -Mental Health Branch and the Humboldt County Probation Department related to termination of said MOU when and if the proposed federal regulations take effect.

Health and Human Services - Public Health Branch

7.                   Approve two California Kids' Plates Professional Development Grant Agreements from San Diego  State University Research Foundation for Reimbursement of Travel Expenses in Fund 1175 and Approve Supplemental Budget to Include New Revenue

RECOMMENDATION: That the Board of Supervisors approve two California Kid's Plates Professional Development Grant Agreements totaling $1,482 from San Diego State University Research Foundation for trip reimbursement expenses in Fund 1175, Budget Unit 420, for the period of October 1, 2007 through February 28, 2008; Authorize the Chair of the Board to sign two copies of each contract with the Sand Diego State University Research Foundation and Return all four (4) signed copies to the Maternal Child and Adolescent Heath Division for transmittal to San Diego State University; and Approve and Direct the Auditor-Controller to adjust the budget in Fund 1175, Budget Unit # 420 as listed:  REVENUE:  Line Item  592-109 - Other Grants  $ 1,482;  EXPENDITURE:  Line Item 2-614 - Staff Development  $1,482.

8.                   Extension of Extra Help Hours for One Laborer Personnel in Fund 1175, Budget Unit 400, Public Health Administration for Fiscal Year 2007-2008

RECOMMENDATION: That the Board of Supervisors waive the 960 Hour annual limit for extra help employee Daniel Flanagan, Laborer, to the maximum 1,920 hours pursuant to Section 7 of Humboldt County Salary Resolution.


Health and Human Services - Social Services Branch

9.                   Donation of Social Services Branch Vehicle to the County Motor Pool for Capitalization, Maintenance and Insurance

RECOMMENDATION: That the Board of Supervisors approve the donation of one (1) CalWORKS program 2008 Kia Sedona 7-passenger Mini Van to the County Motor Pool for capitalization, maintenance, and insurance.

Library Services

10.               Recognition of Donations Made to the Library and Supplemental Budget in Budget Unit 1500-621, Library  (Library Fund-Restricted Donations)

RECOMMENDATION: That the Board of Supervisors adopt a supplemental budget of $12,576 for Budget Unit #621, Fund # 1500, County Library.

Probation

11.               Classification Review, Juvenile Corrections Officer I/II and Senior Juvenile Corrections Officer

RECOMMENDATION: That the Board of Supervisors delete the class of Juvenile Corrections Officer (Salary Range 277, Class 0486) from the Classification plan; adopt the 40 hour class of Juvenile Corrections Officer I/Ii (salary range 277/297, class 0486, unit 4) into the classification plan; adopt the 40 hour class of Senior Juvenile Corrections Officer (salary range 317, class 0487, unit 4) into the classification plan; reallocate the following Juvenile Corrections Officer (salary range 277, class 0486) positions in budget unit 234 to Juvenile Corrections Officer I/II (salary range 277/297, class 0486).

Public Works

12.               Annual Revisions to the County of Humboldt Maintained Road System

RECOMMENDATION: That the Board of Supervisors adopt Resolution No. ____ to accept roads into the County Maintained Road System and adopt Resolution No. _____ for annual revisions in the County Maintained Road System 2007-2008.

13.               Consent to Sublease for Kyle and Glenda Gabel

RECOMMENDATION: That the Board of Supervisors approve and authorize the Chairperson to sign the Consent to Sublease with Kyle and Glenda Gabel, dba Northern Air.

                        cOUNTY ADMINISTRATIVE OFFICE

1.                   Mid-Year Budget Review for Fiscal Year (FY) 2007-08, Recommendations for Budget Amendments and Budget Outlook for FY 2008-09

RECOMMENDATION: Receive and file a review of the current (FY 2007-08) and projected (FY 2008-09) budget years; approve the list of budget adjustments and supplemental budgets; approve adjustments to the position allocation table; approve the FY 2008-09 Budget Development Calendar; take other action as appropriate

F.            MATTERS INITIATED BY BOARD MEMBERS

1.                   Review and Discuss the Proposed Planning Division Project Applicant Welcome Letter Draft (Supervisor Smith)

RECOMMENDATION: Approve or revise draft welcome letter and implement as quickly as possible.

RECOMMENDATION: That the Board of Supervisors opens the Public Hearing in the manner prescribed by law, and receive staff report, Statement of Overriding Considerations and public testimony; deliberate as necessary.
