A. SUPPLEMENTAL AGENDA ITEMS
RECOMMENDATION: Authorize the Department of Health and Human Services (DHHS) - Public Health Branch and the Probation Department to sign the attached First Amendment to their Memorandum of Understand (MOU). Authorize the DHHS - Public Health Branch to terminate the MOU with the Probation Dept. for Medi-Cal Targeted Case Management Services when and if the proposed federal regulations take effect. Authorize the DHHS - Public Health Branch Director to sign a termination letter substantially similar to the letter provided and any subsequent documents between the DHHS - Public Health Branch and the Humboldt County Probation Dept. related to termination of said MOU when and if the proposed federal regulations take effect.
RECOMMENDATION: Accept the certified results of the Official Canvass of the February 5, 2008 Presidential Primary Election.
RECOMMENDATION: Receive and file the bids for Construction of Emergency Repairs to Martin's Ferry Bridge (4C-007) over the Klamath River. Award the contract to Mercer Fraser Company, Inc. in the amount of $4,872,320.00. Authorize the Chair to execute the project agreement upon submittal of the appropriate bonds and insurance. Direct the Auditor-Controller to establish a new contract account 1200321-0209 and transfer $5,883,326 to the account per the attached appropriation transfer.

RECOMMENDATION: Adopt the Proclamation.

RECOMMENDATION: Adopt the Proclamation.
D. CONSENT CALENDAR
These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.
Board of Supervisors
1. Continuation of Emergency - Closure of Martin's Ferry Bridge (Supervisor Geist)
RECOMMENDATION: Declare that a local state of emergency per Resolution #07-87 remains in effect until March 18, 2008.
2. Certificate of Achievement for David Luna for Achieving the Rank of Eagle Scout (Supervisor Smith)
RECOMMENDATION: Ratify the Certificate of Achievement.
3. Appointment of Troy Davy as Commissioner to the Loleta Fire Protection District Board. (Supervisor Smith)
RECOMMENDATION: Appoint Troy Davy to the Loleta Fire Protection District Board as Commissioner.
Community Development Services
RECOMMENDATION: Approve the waiver of 960 hour limit for extra help employee, Angeline Schwab, up to 1,920 hours, pursuant to Section 7 of Humboldt County Salary Resolution.
RECOMMENDATION: Review membership applications and appoint Greg Aslanian, Val Martinez, and Ahn Fielding to the WIB for a term of two years in accordance with WIB bylaws.
RECOMMENDATION: Authorize the Chair to execute all four copies of the attached Amendment to the Project Administrator Services Agreement between the County and Renee Chappelle for the Construction portion of the Arcata-Eureka Airport Passenger Terminal Expansion and Renovation and direct the Clerk of the Board to file one executed original and return the remaining amendments to Public Works.
RECOMMENDATION: Authorize Chair to execute all four (4) copies of the Amendment to the Architectural Services Agreement for Construction Administration between the County and Mead & Hunt, Inc., Santa Rosa, CA for the course of construction portion of the Arcata-Eureka Airport (ACV) Passenger Terminal Expansion and Renovations. Direct the Clerk of the Board to file one (1) original, and return the remaining amendments to Public Works.
RECOMMENDATION: Authorize the Public Works Director to sign Change Order No. 2.0 for a $64,940 credit and an additional 58 calendar days.
RECOMMENDATION: Authorize the Director of Public Works to sign Contract Change Order Number 2 for the total amount of $72,000 and approve the attached appropriation transfer for $10,376 to provide funding for Change Order Number 2.
RECOMMENDATION: Declare the subdivision as complete, and accept and approve the subdivision map for filing with the County Recorder. Accept the dedications to the County of Humboldt of Walker Point Road for public road purposes, Parcel S for public utilities, and Parcel R for drainage purposes, all as shown on the subdivision map. Direct the Clerk of the Board to sign the subdivision map on behalf of the Board. Direct the Clerk of the Board to transmit the subdivision map to the County Recorder for filing.
RECOMMENDATION: Authorize the Chair to sign the Boating Safety Equipment and Operation Contract for fiscal year 2007/2008. Authorize the Sheriff and the County Auditor to sign all necessary documents to claim reimbursements from the California Department of Boating and Waterways (up to the amount of $5,500). Direct the Clerk of the Board to certify the approved Board Order and return all documents for processing to the Sheriff's Office, attention Linda Modell.
