RECOMMENDATION: That the Board of Supervisors adopt Resolution No. _____ amending Resolution No. 86-118 to increase the Agriculture petty cash from $100 to $200.

2.                   Appoint Shilpa Mehta to the Humboldt County Status of Women Commission (Supervisor Neely)

RECOMMENDATION: Approve the appointment.

4.                   Letter of Appreciation to Sterling McWhorter for Service to the Humboldt County Resource Conservation District (Supervisor Geist)

RECOMMENDATION: Authorize the Chair to sign Letter of Appreciation.

5.                   Letter to California Wave Energy Partners I, LLC regarding their Application for a Preliminary Permit for their "Centerville OPT Wave Energy Park." (Supervisor Smith & Supervisor Woolley)

RECOMMENDATION: That the Board of Supervisors approve the Board Orders from the Meeting of February 5, 2008.

County Administrative Office

9.                   Revised Budget Adjustments

RECOMMENDATION: That the Board of Supervisors approve the revised mid-year budget adjustment and authorize County Administrative Office staff to make any further technical corrections necessary to effectuate the Board's direction of February 26, 2008.

10.               Environmentally Preferable Purchases and Practices Policy

RECOMMENDATION: That the Board of Supervisors adopt the Environmentally Preferable Purchases and Practices Policy (EPPPP).

Health and Human Services - Mental Health Branch

11.               Authorize Temporary Increase in Pay for Mental Health Clinician II, Pursuant to section 7 of the Humboldt County Salary Resolution

RECOMMENDATION: IT is recommended that the Board of Supervisors authorize temporary increase in pay for Rachel Davis Packer, Mental Health Clinician II (Class 0909B, Range 408) as though she had been promoted to Supervisors Mental Health Clinician (Class 0916, Range 432) Beginning February 19, 2008 and Continuing for a period of six months or until such time as the Supervisory Mental Health Clinician returns from Leave of absence.

Health and Human Services - Public Health Branch

12.               Approve and Authorize the Public Health Branch Director and the Chief Probation Officer to Sign the Memorandum of Understanding (MOU) for Children's Health Insurance Activities and Approve the Supplemental Budget for Fund 1175, Budget Unit 413, Fiscal Year 2007-08

RECOMMENDATION: That the Board of Supervisors approve and authorize the Public Health Branch Director and the Chief of Probation Officer to sign the MOU for Children's Health Insurance activities for the period of March 1, 2008 through February 28, 2009; Direct Auditor to supplement the budget in fund 1175, budget unit #413 (Children's Health).

Health and Human Services - Social Services Branch

13.               Approve Distribution of Request for Proposals for Child Abuse Prevention Intervention and Treatment Program (CAPIT)

RECOMMENDATION: That the Board of Supervisors approve the distribution of the Request for Proposals (RFP) for the Child Abuse Prevention, Intervention, and Treatment Program (CAPIT); Direct Social Services Branch staff to return with recommendations for awards of contracts.

Public Works

14.               Hiller and Pickett Road Rehabilitation and Overlay (C3L080 & 4M030) at PM 0.60 to 1.46 and 0.00 to 0.40: Project No. RPL-5904 (065), Contract No. 202707

RECOMMENDATION: That the Board of Supervisors authorize the Director of Public Works to sign Contract Change Order Number 2 for the total amount of $10,424.85 and Contract Change Order Number 3 for the total amount of $50,623.22.

15.               Security Entrances Expansion and Remodel - Humboldt County Courthouse Project Number 170007

RECOMMENDATION: That the Board of Supervisors authorizes the Public Works Director to sign Change Order No.1.0 for an additional $23,060.

16.               Petition to Form Permanent Road Division (PRD) No. 1000, Zone 005, Hidden Meadow Subdivision, McKinleyville

RECOMMENDATION: That the Board of Supervisors receive and file the petition, affidavit of valuation, and engineer's report for the creation of Permanent Road Division No. 1000, Zone 005; Adopt the Resolution of Intent to establish Permanent Road Division No. 1000, Zone 005 and to Impose the Parcel Charges for road maintenance; Set a time and date of 1:45 PM on May 6, 2008 to hold a public hearing to receive testimony of protest regarding the formation and setting of an assessment for road maintenance for the proposed Permanent Road Division No. 1000, Zone 005; Direct the Clerk of the Board to publish the petition, notice of formation, and notice of assessment as per Streets and Highways Code 1164 and 1196; Direct the Department of Public Works to mail the notice of assessment and ballot to all landowners within the proposed zone as per Government Code 53753; Direct the Department of Public Works to post the petition, notice of formation, and notice of assessment as per Streets and Highways Code 1195; Approve the supplemental budget to provide associated funding for PRD 2000, Zone 005.

17.               Acceptance of Agreement Number 2008-23 between the County of Humboldt and the Drug Enforcement Administration of the United States Department of Justice

RECOMMENDATION: That the Board of Supervisors accept the Agreement Number 2008-23 between the County of Humboldt and the Drug Enforcement Administration; Authorize the Board Chair to sign, upon approval of County Counsel as to form, and the Risk Manager for insurance purposes the request for Advance or Reimbursement and Certification Regarding Lobbying: Debarment, Suspension and Other Responsibility Matters and Drug Free Workplace Requirement; Authorize the Sheriff to sign Agreement Number 2008-23.

Public Works

1.                   Installation of Symbolic Fencing at Clam Beach County Park

RECOMMENDATION: That the Board of Supervisors receive a Public Works staff report regarding management activities at Clam Beach County Park related to Western Snowy Plovers; Receive an update from U.S. Fish and Wildlife Service Staff regarding plover recovery efforts and Authorize the installation of symbolic fencing from March 1 through September 30, 2008, in designated areas of Clam Beach County Park in accordance with Section 271-3 of the County Code.

F.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Report on the Status of the Humboldt Senior Resource Center's Capital Campaign to raise funds for their New Alzheimer's Center. (Supervisor Neely)

RECOMMENDATION: Hear the report and take appropriate action, if required.

2.                   Letter to Bankruptcy Judge in Corpus Christy, TX Weighing the Qualities of the Various Responses to the Pacific Lumber Company Bankruptcy. (Supervisor Woolley and Supervisor Neely)

RECOMMENDATION: Authorize Chair to sign letter.

Community Development Services

1.                   Workshop on Inclusionary Zoning and Other Programs to Address the Anticipated Shortfall of Very Low Income Housing Units in the next Housing Element Planning Cycle

RECOMMENDATION: That the Board of Supervisors open the public hearing and receive staff report and public testimony; Discuss potential approaches to producing very low income housing and provide direction to staff for developing and presenting policy and program alternatives through the 2009 Housing Element Update process.
