RECOMMENDATION: Adopt the Proclamation.

3.                   Proclaim March 16th - 22nd, 2008 as "Sunshine Week" in Humboldt County (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

Board of Supervisors

1.                   Letter of Support for Area Agency on Aging "Older American's Act" Program. (Supervisor Smith)

RECOMMENDATION: Ratify authorization for Chair to sign letter of support.

2.                   Resolution Authorizing Temporary Closure of Avenue of the Giants on May 4, 2008 for the 37th Annual Avenue of the Giants Marathon. (Supervisor Rodoni)

RECOMMENDATION: Adopt the Resolution.

3.                   Continuation of Emergency - Closure of Martin's Ferry Bridge

RECOMMENDATION: Declare that a local state of emergency, Per Resolution No. 07-87 remains in effect until April 1, 2008.

4.                   Certificates of Recognition for Soroptimist International of Eel River Valley's 2008 Award Recipients (Supervisor Rodoni)

RECOMMENDATION: Ratify authorization for the Chair to sign the Certificates of Recognition.

5.                   Remove Larry Alexander from the Alcohol and Drug Advisory Board (ADAB) Per Paragraph 91-34 of the ADAB By Laws Covering Attendance (Supervisor Geist)

RECOMMENDATION: Approve the removal of Larry Alexander from the Alcohol and Drug Advisory Board

6.                   Letter of Appreciation to Darren Smallen for Serving on the Alcohol and Drug Advisory Board (Supervisor Geist)

RECOMMENDATION: Authorize the Chair to sign the Letter of Appreciation.

7.                   Letter to Governor Schwarzenegger Supporting the High Rock Conservation Camp. (Supervisor Rodoni)

RECOMMENDATION: Authorize Chair to sign letter.

8.                   Letter of Support for SB 1191 (Alquist) - Local Government: Community Service Districts Broadband Access. (Supervisor Rodoni)

RECOMMENDATION: Authorize Chair to sign letter of support.

9.                   Certificates of Recognitions for Soroptimist International of Humboldt Bay's 2008 Award Winners

RECOMMENDATION: Ratify the Certificates of Recognition.

Health and Human Services - Public Health Branch

10.               Approve and Authorize the Department of Health and Human Services Director to sign the Fiscal Administration Memorandum of Understanding between the Steering Committee of the Children's Health Initiative and the Humboldt Area Foundation

RECOMMENDATION: Approve and authorize the Department of Health and Human Services Director to sign the Fiscal Administration Memorandum of Understanding (MOU) between the Steering Committee of the Children's Health Initiative (CHI) and the Humboldt Area Foundation (HAF) for the period of July 1, 2007 to June 30, 2008.

11.               Approval of Ambulance Permits for Fiscal Year 2007-2008

RECOMMENDATION: It is recommended that the Board of Supervisors authorize the Health Officer to renew existing ambulance permits for the following: Service Area I - Arcata -Mad River Ambulance Services; Service Area II - Hoopa Health Association; Service Area III - City Ambulance; Service Area IV - Fortuna/Garberville Rescue Service; Services Area V - City Ambulance Garberville.

Health and Human Services - Social Services Branch

12.               Approval to Exercise the Option to Extend Lease at the K'ima:w Medical Center, in Hoopa

RECOMMENDATION: That the Board of Supervisors approve exercising the option to extend the Lease executed September 19, 2000 and amended on May 17, 2005 with K'ima:w Medical Center, and entity of the Hoopa Valley Tribe for the Department of Health and Human Services, Social Services Branch, for office space located at K'ma:w Medical Center, in Hoopa; Authorize Real Property to send a notice to Lessor that County is exercising the option to extend the lease.

Library Services

13.               Recognition of Donations Made to the Library and Supplemental Budget in fund 1500, Budget Unit #621, Library (Library Fund-Restricted Donations)

RECOMMENDATION: That the Board of Supervisors adopt a supplemental budget of $2265.00.

14.               Authorize the Auditor-Controller to transfer $93,800 from Library memorial Fund to the Humboldt Area Foundation on Behalf of the Humboldt Library Foundation

RECOMMENDATION: That the Board of Supervisors authorize the Auditor-Controller to transfer $93,800 from the Library's Memorial Fund (#9680-000-808000) to the Humboldt Area Foundation on behalf of the Humboldt Library Foundation (HLF).

Public Works

15.               Construction of Garberville Airport Wildlife Perimeter Fence, Project No.: AIP 3-06-0092-04, Contract No.: 917231

RECOMMENDATION: That the Board of Supervisors approve the plans and specifications.

16.               Storm Damage Repairs on Butler Valley Road (F5J031) at P.M. 5.7: Project No. ER 4400 (080) & ER 4400 (081), Contract No. 206362 &206363

RECOMMENDATION: That the Board of Supervisors approve the plans and specifications.

17.               Advanced Salary Step for James Shores, Road Maintenance Supervisors

RECOMMENDATION: That the Board of Supervisors approve an advanced salary step at the D range for James Shores, Road Maintenance Supervisors, retroactive to March 9, 2008, pursuant to Section 7 of the Humboldt County Salary Resolution.

Sheriff

18.               Establish Fixed Asset Account and Supplemental Budget in Sheriff's Budget 1100 243

RECOMMENDATION: That the Board of Supervisors authorize the Auditor-Controller to establish Fixed Asset Account 1100-243-8-880, Security Camera, Approve a supplemental budget in Sheriff's Budget 1100 243 in the amount of $17,375 to purchase replacement security cameras in the Correctional Facility.

1.                   Appoint a Humboldt County Supervisor to Serve as an Alternate on the Northwest California Resource Conservation and Development District Council

RECOMMENDATION: Appoint a representative to the Northwest California Resource Conservation and Development District Council.

2.                   Resolution of Appreciation to State Department of Transportation (CalTrans) for their Efforts in the Martin's Ferry Bridge Emergency

RECOMMENDATION: Authorize Chair to sign Resolution of Appreciation

1.                   Continued Hearing on the Appeal of Planning Commission Approval of the Reardon Parcel Map Subdivision/Coastal Development Permit Application File No. APN 305-021-08 et al.; Case No. PMS-06-23A  Elk River Area

RECOMMENDATION: That the Board of Supervisors open the continued public hearing; review the supplemental items submitted by the appellant and county staff; review the proposed resolutions; based on the findings in the record of the proceedings and testimony received about the project, adopt Resolution No. _____ denying the appeal or adopt Resolution No. _____  upholding the appeal.
