Board of Supervisors

1.                   Letter of Support for the Friends of the Dunes Grant Request to the State Coastal Conservancy for a Humboldt Coastal Nature Center Trail Access Improvement Project. (Supervisor Woolley)

RECOMMENDATION: Ratify letter of support.

2.                   Resolution Authorizing Temporary Road Closures for the Annual Rodeo in the Redwoods Parade, June 14, 2008. (Supervisor Rodoni)

RECOMMENDATION: Adopt the Resolution.

3.                   Letter of Support for SB 1625 (Corbett) Update of Bottle & Can Recycling Bill Law. (Supervisor Woolley)

RECOMMENDATION: Authorize Chair to sign letter of support.

4.                   Certificate of Achievement for Jordan R. Grondalski for Achieving the Rank of Eagle Scout. (Supervisor Geist)

RECOMMENDATION: Authorize Chair to Sign Certificate of Achievement.

5.                   Continuation of Emergency - Closure of Martin's Ferry Bridge.

RECOMMENDATION: Declare that a local state of emergency, Per Resolution #07-87, remains in effect until April 15, 2008.

Clerk of the Board

6.                   Approval of the Board Orders - Meeting of March 18, 2008.

RECOMMENDATION: That the Board of Supervisors approve the Board Orders.

7.                   Approval of the Board Orders - Meeting of March 25, 2008

RECOMMENDATION: That the Board of Supervisors approve the Board Orders.

Community Development Services

8.                   Classification Review for Economic Development Coordinator, Steven Santos.

RECOMMENDATION: That the Board of Supervisors Adopt the management class of Development Assistance Manager (salary range 429, class 0638, position #03) position in Budget Unit 275 currently occupied by Steven Santos to Development Assistance Manager (salary range 449, class 0619, Step D), effective the beginning of the by-weekly pay period following approval.

9.                   Classification Review: New class of Geographic Information Systems Coordinator.

RECOMMENDATION: That the Board of Supervisors adoptee the 37.5 hour class of Geographic Information Systems Coordinator (salary range 389, class 0330) unit 4 into the classification plan; Allocate one full-time Geographic Information Systems Coordinator (salary range 389, class 0330) position in Budget Unit 277, effective immediately.

10.               Approve and Authorize Chair to Sign Job Market One-Stop System Partners Memorandum of Understanding

RECOMMENDATION: That the Board of Supervisors receive the staff report on the new Job Market One-Stop System Partners Memorandum of Understanding, Review the MOU and authorize the Chair of the Board of Supervisors to sign the MOU.

County Administrative Office

11.               County Medical Services Program - County Participation Fee Credit.

RECOMMENDATION: That the Board of Supervisors approve the appropriation transfer and supplemental budget and direct the Auditor - Controller to transfer credit for Fiscal Year (FY) 2003-04 County Medical Services Program risk allocation into Fund 1175; and Direct that any credit received for FY 2002-03 be credited to Fund 1175.

12.               Approval of Fire Protection Reimbursement Agreement between the County of Humboldt and the California Department of Forestry and Fire Protection (CalFire) to Provide Fire protection Services in County Service Area (CSA) #4 in Fiscal Year 2007-2008.

RECOMMENDATION: That the Board of Supervisors adopt Resolution No. ____ authorizing the Chair to execute the agreement with the California department of Forestry and Fire Protection (CalFire) for fire protection services to CSA #4 beginning July 1, 2007 through June 30, 2009; Waive the Humboldt Nuclear-Free Clause.

Personnel

13.               Ratification of 2008-2011 Memorandum of Understanding between the County of Humboldt and the Humboldt Deputy Sheriff's Organization for Representation Unit 7 (Law Enforcement Management).

RECOMMENDATION: That the Board of Supervisors adopt Resolution No.___ approve the Memorandum of Understanding for Unit 7(Law Enforcement Management); Authorize the Chairman of the Board of Supervisors to execute the Memorandum of Understanding.

14.               Adoption of Senior Deputy County Counsel Classification.

RECOMMENDATION: That the Board of Supervisors adopt the class of Senior Deputy County Counsel, (salary range 504, class 0598, unit 8) into the classification plan; Approve the revised salary range for Assistant County Counsel (from range 508 to salary range 530m class 0603); Approve the allocation of one full-time Senior Deputy County Counsel (salary range 504, class 0598) in budget unit 121 effective the beginning of the bi-weekly pay period following approval; and approve the disallocation of one Deputy County Counsel I-IV (salary range 489, class 0600) effective on the date the Senior Deputy County Counsel position is filled.

15.               Classification Review for Vacant Legal Office Assistant I/II Position

RECOMMENDATION: That the Board of Supervisors reallocated the full-time Legal Office Assistant I/II (salary range 248/270, class 0178, position number 03) in budget unit 235 with a Senior Legal Office Assistant (salary range 301, class 0168) effective immediately.

Sheriff

16.               Approval of Boating Safety and Enforcement Financial Aid Program Contract, Fiscal 2008/2009

RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the Boating Safety and Enforcement Financial Aid Program Contact for fiscal 2008/2009; Authorize the Sheriff and the County Auditor to sign all necessary documents to claim quarterly reimbursements from the California Department of Boating and Waterways.

E.                  DEPARTMENT REPORTS

Community Development

1.                   Plans for Additional Workshops to Address the Shortfall between the Number of Very Low Income Housing Units Needed and Produced.

RECOMMENDATION: That the Board of Supervisors receive staff repost and receive public comment; discuss alternative workshop content and design; schedule a workshop with the Humboldt County Association of Governments staff and representative from city councils and their staff to discuss the allocation of projected housing needs among the cities and the County and ways to address the affordable housing issue in a regional context; provide direction to staff for other Housing Element related workshop(s).

1.                   Request for Continuance of the Scheduled Appeal of a Coastal Development Permit & Conditional Use Permit Application, Case Nos CDP-07-20A (filed 10/15/07) & CUP 07-11A; College of the Redwoods, applicant; File nos. APN 307-061-07 &307-011-14 (Loleta Area)

RECOMMENDATION: That the Board of Supervisors continue the appeal hearing until the May 13, 2008 Board of Supervisors meeting at 1:30 p.m. in order to allow both the appellant and the College of the Redwoods Board of Trustees (CR) to continue discussions on the issues raised by this appeal.

2.                   Continued Hearing on the Appeal of Planning Commission Approval of the Reardon Parcel Map Subdivision/Coastal Development Permit ApplicationFile No. APN 305-021-08 et al.; Case No. PMS-06-23AElk River Area

RECOMMENDATION: That the Board of Supervisors open the continued public hearing; review the supplemental items submitted by the appellant and county staff; review the proposed resolutions; based on the findings in the record of the proceedings and testimony received about the project, adopt Resolution No. _____ denying the appeal or adopt Resolution No. _____upholding the appeal.

3.                   Resolution Authorizing the Submission of a CDBG General Allocation Grant Application for $1,247,500 to Fund: Multiple Assistance Center Childcare Program, All-Faith Partnership Emergency Shelter Acquisition and Expansion Remodel on Boyd Road, Arcata area, and Aster Place Multi-Family Project on Myrtle Avenue, in the Eureka area.

RECOMMENDATION: That the Board of Supervisors receive staff report; Open the public hearing and receive public testimony; close the public hearing; and Adopt Resolution No. ___.
