1.                   Clarify Board Order F-1(a) from the April 8, 2008 Board of Supervisors Meeting Concerning Code Enforcement Inspections. (CONSENT) (Supervisor Rodoni)

RECOMMENDATION: Approve modification of Board Order F-1(a) from the April 8, 2008 Board of Supervisors Meeting.

C.                  SPECIAL PRESENTATIONS

1.                   National Public Safety Telecommunications Week Observed April 13 through April 19, 2008. (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

2.                   Resolution Commending the Child Abuse Services Team (CAST). (Supervisor Neely)

RECOMMENDATION: Adopt the Resolution.

3.                   Proclaim April 7th through 11th, 2008 as Public Health Week in Humboldt County. (Supervisor Woolley)

RECOMMENDATION: Adopt the Proclamation.

D.                  CONSENT CALENDAR

These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Board of Supervisors

1.                   Continuation of Emergency - Closure of Martin's Ferry Bridge

RECOMMENDATION: Declare that a local state of emergency, Per Resolution No. 07-87 remains in effect until April 22, 2008.

Clerk of the Board

2.                   Approval of the Board Orders - Meeting of April 8, 2008.

RECOMMENDATION: Approve the Board Order and authorize the Clerk of the Board and the Board Chair to sign the minute book in accordance with the California Government Code Section 25103.

Health and Human Services - Public Health Branch

3.                   Authorization and Approval of an Ambulance Services Rate Increase Request for Service Area I, Arcata - Mad River Ambulance, effective upon approval.

RECOMMENDATION: It is recommended that the Board of Supervisors authorize and approve an ambulance services rate increase for Services Area I, Arcata-Mad River Ambulance, effective upon approval.

4.                   Replacement Appointment to the Solid Waste Local Enforcement Agency (LEA) Independent Hearing Panel (IHP).

RECOMMENDATION: That the Board of Supervisors appoint Bill Connors to replace Roy Comer as the Technical Expert Representative to the IHP with a term to expire April 1, 2012.

5.                   Adopt the Class of Translator/Interpreter

RECOMMENDATION: That the Board of Supervisors adopt the 40 hours class of Translator/Interpreter (salary range 290, class 0495) unit 1into the classification plan effective immediately.

6.                   Authorize Temporary Increase in Pay for Public Health Office Assistant Diana Plant, as though she had been Promoted to Senior Office Assistant Pursuant to Section 7 of the Humboldt County Salary Resolution.

RECOMMENDATION: It is recommended that the Board of Supervisors authorize a temporary salary adjustment for Diana Plant, Office Assistant II (class 0179B), position 02, range 255) as if promoted to Senior Office Assistant (class 0135, range 290) for the period beginning October 8, 2007 and ending February 23, 3008, for a total of eleven (11) pay periods pursuant to section 7 of the Humboldt County Salary Resolution.

7.                   Request for Extension of Extra-Help Hours.

RECOMMENDATION: Approve the extension of extra help hours for Stephanie Richter, Senior Office Assistant, not to exceed 1,920 hours (Trust Fund #3600-000-7000), pursuant to Section 7 of Humboldt County Salary Resolution effective immediately.

8.                   Agreement between the County of Humboldt and the County of Siskiyou for Agricultural Commissioner/Sealer Services.

RECOMMENDATION: That the Board of Supervisors approve the Memorandum of Understanding between the County of Humboldt and the County of Siskiyou regarding Siskiyou County providing Agricultural Commissioner/Sealer services to Humboldt County and authorize the County Administrative Officer to execute the memorandum of Understanding.

Probation

9.                   Extension of Extra Help Hours Past the 960 Hour limit.

RECOMMENDATION: That the board of Supervisors approve the extension of extra help hours for Juan Escobedo, Stephanie Mayr, and Ross Rasmussen, Juvenile Corrections Officers, to 1440 hours through June 30, 2008, per Section 7 of the Humboldt County Salary Resolution.

Public Works

10.               Proposition 1B Local Streets and Roads Project List - Fiscal Year 07/08 Funding Allocation

RECOMMENDATION: That the Board of Supervisors approve the following projects for funding through the Propositions 1B Local Streets and Roads Allocation to Humboldt County for Fiscal Year 07/08 ($3,232,409.15).

11.               Branded Airport Dealer Supply Contract with Chevron Products Company for Humboldt County Airports.

RECOMMENDATION: That the Board of Supervisors approve and authorize the Chairperson of the Board to execute the Branded Airport Dealer Supply Contract with Chevron Products Company.

12.               Request for Qualification from Surveying Firms to Perform Construction Survey Support on Old Arcata Road Construction Project No. 980700, PM 3.77 to 6.75.

RECOMMENDATION: That the board of Supervisors Authorize the Director of Public Works to advertise and distribute the Request for Qualifications (RFQ) from firms for survey support during the construction of Old Arcata Road (3K300) improvements. Further, authorize the Director to negotiate with the selected firm to develop a contract for review and authorization by the Board of Supervisors.

13.               Construction of Storm Damage Repairs on Blue Slide Road (F2G100) at PM 1.60: Project No.: ER 3812 (010), Contract No. 203100.

RECOMMENDATION: That the Board of Supervisors approve the plans and specifications.

Sheriff

14.               Authorize Resolution allowing the Chair of the Board or Sheriff to Execute Necessary Actions for Homeland Security Grant Program Telephone Emergency Notification System (TENS).

RECOMMENDATION: That the Board of Supervisors approve the adoption of Resolution No. ___ authorizing the Chair or Sheriff to execute necessary actions relating to the Homeland Security Grant Program for a Telephone Emergency Notification System (TENS); Authorize the Chair to sign the Certification of Resolution No. ____.

Treasurer-Tax Collector

15.               Resolution to Auction Tax-Defaulted Properties.

RECOMMENDATION: That the Board of Supervisors approve Resolution No. ____ for sale of properties tax-defaulted, subject to sale.

E.                  DEPARTMENT REPORTS

Community Development Services

1.                   General Plan Update Schedule Revision.

RECOMMENDATION: That the Board of Supervisors receive staff report; receive public comment and discuss staff report and proposed revisions; and approve revised schedule.

F.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Criteria for Selecting At-Large Members to the Code Enforcement Task Force. (Supervisor Geist)

RECOMMENDATION: Approve criteria for selection of At-Large Members to the Code Enforcement Task Force.

1.                   North Coast Clinics Network Presentation on the Status of their Budget. (Supervisor Neely)

RECOMMENDATION: Hear the presentation and take appropriate action, if required.

2.                   Presentation and Approval of Local Child Care Planning Council (LCCPC) State Funding Priorities for Child Care. (Supervisor Woolley)

RECOMMENDATION: Hear the presentation and approve LCCPC state funding priorities for child care.

10:15 am - DHHS - Social Services

1.                   Approval of Agreement with Redwood Community Action Agency to provide housing and CalWORKs Welfare-to-Work Program Employment Services at the Multiple Assistance Center for Fiscal Year 2008-2009.

RECOMMENDATION: That the Board of Supervisors approve agreement with Redwood Community Action Agency(RCAA) to provide CalWORKS Welfare-to-Work Program employment services to families referred from the Social Services Branch and authorize the Chair to execute three copies of the Agreement.
