1.                   Northcoast Clinics Network Request for a Letter in Support of the Lieutenant Governor and State Legislative's Proposal to use $50 million of Investment Funds from United Health Group to Create short term Loans to those Clinics that would be Faced to Reduce Services to Medi-Cal Recipients because of delayed State Payments.

B.                  AGENDA ADDITIONS AND/OR DELETIONS

1.                   Approval of the Board Orders - Meeting of May 6, 2008. (Consent - Clerk of the Board)

RECOMMENDATION: Approve the Board Order and authorize the Clerk of the Board and the Board Chair to sign the minute book in accordance with California Government Code Section 25103.

C.                  SPECIAL PRESENTATIONS

1.                   Proclaim May 2008 as Elder and Dependent Adult Abuse Awareness Month. (Supervisor Geist)

RECOMMENDATION: Adopt the Proclamation.

2.                   Proclaim May 2008 as Motorcycle Awareness Month in Humboldt County. (Supervisor Geist)

RECOMMENDATION: Adopt the Proclamation.

3.                   Proclaim May 2008 as Bike Month and May 16th and 23rd as Bike to Work Days in Humboldt County. (Supervisor Woolley)

RECOMMENDATION: Adopt the Proclamation.

4.                   Proclaim Wednesday, May 14th, 2008 as Day of the Teacher in Humboldt County. (Supervisor Woolley)

RECOMMENDATION: Adopt the Proclamation.

D.                  CONSENT CALENDAR

These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Board of Supervisors

1.                   Resolution of Commendation for Charles Pedrazzini. (Supervisor Smith)

RECOMMENDATION: Ratify authorization for Chair to sign Resolution of Commendation.

2.                   Certificates of Recognition to Soroptimist International's Annual Award Winners. (Supervisor Woolley)

RECOMMENDATION: Ratify the Certificates of Recognition.

3.                   Letter of Appreciation to Resigning Humboldt County Housing Authority Commission Member Janice Crowe. (Supervisor Geist)

RECOMMENDATION: Authorize Chair to Sign Letter of Appreciation.

4.                   Letter of Support for the State Coastal Conservancy's Invasive Spartina Eradication Project. (Supervisor Woolley)

RECOMMENDATION: Authorize Chair to sign letter of support.

5.                   Letter of Support for the Expansion of the Friends of the Dunes Humboldt Coastal Nature Center and the Purchase of Two Adjacent Parcels Near the Dunes Education Center in Manila. (Supervisor Woolley)

RECOMMENDATION: Authorize Chair to sign letter of support.

RECOMMENDATION: Approve the advanced step placement of Leslie Keig, Deputy Public Defender II Step A in Budget Unit 253 to Deputy Public Defender II Step C, pursuant to Section 7 of the Humboldt County Salary Resolution effective the beginning of the biweekly pay period following approval.

County Administrative Office

7.                   Workers' Compensation Coverage - Whale Gulch Volunteer Fire Department.

RECOMMENDATION: Authorize the Chair to sign the attached Memorandum of Understanding (Attachment A) for adding Whale Gulch Volunteer Fire Department to the program effective June 1, 2008 and approve the attached Resolution (Attachment B) to add Whale Gulch Volunteer Fire Department to the County's primary and excess Workers' Compensation policies as a covered party/named insured.

8.                   Support Senate Bill 1204 (Denham - Statements of Economic Interest).

RECOMMENDATION: Review Senate Bill 1204 (Denham) and authorize the Chair to send a letter of support to Senator Patricia Wiggins, Senator Jeff Denham, and Assembly member Patty Berg.

9.                   Donation of Equipment from Dan Taranto.

RECOMMENDATION: Accept a 3M ScanPro 400 Microfilm Reader/Printer from Dan Taranto originally valued at $3,000.

Health and Human Services - Mental Health Branch

10.               Request for Extension of Extra-Help Hours for Budget Unit 1170-424 and 1160-516 - Mental Health Branch Administration.

RECOMMENDATION: Approve the extensions of extra-help hours for Budget Unit 1170-424 and Budget Unit 1160-516 pursuant to Section 7 of Humboldt County Resolution, effective immediately, as follows:Lea Nagy, Training Coordinator, to a maximum of 1920 hours; Cheryl Hughes, Psychiatric Nurse, to a maximum of 1920 hours; Shelley Fitzgerald, Mental Health Aide, to a maximum of 1920 hours; May Yang, Children's Center Specialist, to a maximum of 1920 hours; Genevieve Carlson, Mental Health Clinician, to a maximum of 1460 hours; and Dusty Downing, Administrative Secretary, to a maximum of 1600 hours.

Library Services

11.               Recognition of Donations Made to the Library in Fund 1500, Budget Unit 621, County Library (Library Fund-Restricted Donations and Local Grants)

RECOMMENDATION: Accept and recognize donations made to the Library in the amount of $20,348.43 for the purpose of purchasing new library materials and maintaining expanded open hours at the Fortuna Branch Library.

Personnel

12.               Ratification of 2008-2011 Memorandum of Understanding between the County of Humboldt and the County Attorneys' Association for Representation Unit 5.

RECOMMENDATION: Adopt Resolution No. ____ approving the Memorandum of Understanding between the County of Humboldt and the County Attorneys' Association (Unit 5), and authorize the Chair of the Board of Supervisors to execute the Memorandum of Understanding.

Probation

13.               Appointment at Advanced Salary for Supervising Probation Officer, Tim Jernigan.

RECOMMENDATION: Approve the appointment of Supervising Probation Officer, Tim Jernigan, at advanced salary Class 0470, Range 393, Step B retroactive to April 7, 2008 pursuant to Section 7 of the Salary Resolution.

14.               Extension of Extra Help Hours Past the 960 Hour Limit.

RECOMMENDATION: Approve the extension of extra help hours for Karen Barber, Deputy Probation Officer, to 1440 hours through June 30, 2008, per Section 7 of the Humboldt County Salary Resolution.

Public Works

15.               Construction of Storm Damage Repairs on Cathey Road (6D050) at PM 0.47 & 0.70:Project No. FEMA CA DR 1628 HC 58, 60; Contract No. 206285 & 206327.

RECOMMENDATION: Approve the plans and specifications.

16.               License Agreement with Alfonse E. Castaldi, dba Executive Air Charter.

RECOMMENDATION: Authorize the Chairperson to sign and execute the attached License Agreement in duplicate with Alfonse E. Castaldi, dba Executive Air Charter.

17.               Request for Qualifications from Engineering Firms to Perform Construction Management on Storm Damage Repair Projects.

RECOMMENDATION: Authorize the Director of Public Works to advertise and distribute the attached Request for Qualifications (RFQ) from firms for construction engineering and project management of storm damage repair sites throughout the County and authorize the Director to negotiate with qualified firms to develop contracts for review and authorization by the Board of Supervisors.

18.               License Agreement for Fortuna Fire Protection District to Install and Maintain Communication Equipment at the Rohnerville Airport.

RECOMMENDATION: Authorize the Chairperson to sign and execute the License Agreement, in duplicate, with the Fortuna Fire Protection District.

19.               Assignment of Wade Rocha, Bridge Maintenance Worker as Bridge Crew Supervisor.

RECOMMENDATION: Authorize compensation for Wade Rocha as if he had been promoted to the classification of Bridge Crew Supervisor from May 18, 2008 through August 23, 2008, or until such time as a new Bridge Crew Supervisor is appointed, pursuant to Section 7 of the Humboldt County Salary Resolution.

E.                  DEPARTMENT REPORTS

Sheriff's Office

1.                   Addition of Section 267-2(b) of Title II to the Humboldt County Code Relating to Exemptions to Courthouse Security Screening.

RECOMMENDATION: Introduce the attached Ordinance by title, waive the first reading thereof, and set the Ordinance for adoption at least one week away.

Community Development Services

2.                   Approval to Submit Amendment #1 to the State Water Resources Control Board for Proposition 50, North Coast Integrated Regional Water Management Plan Implementation, Grant Agreement 07-541-550-0.

RECOMMENDATION: Approve Amendment #1 to the Grant Agreement to be submitted to the State Water Resources Control Board and receive status report on North Coast Integrated Regional Water Management Plan Projects.

F.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Extension of 45-day Timeframe for the Code Enforcement Task Force to Return to the Board of Supervisors with Findings and Recommendations, and Appoint Another Board Representative to Serve on the Code Enforcement Task Force. (Supervisor Geist)

RECOMMENDATION: Approval of the 45-day extension and appoint a second Board representative to serve on the Code Enforcement Task Force.

K.                  PUBLIC HEARINGS

Community Development Services

1.                   Kramer General Plan Amendment Petition - File No. APN 017-032-03 et al. Case No. GPP-07-02, Cutten Area

RECOMMENDATION: Open the public hearing and receive the staff report and public comment.Based on the findings in the staff report and testimony received about the project, accept the Petition by approving the attached resolution (Attachment 1).

2.                   Request for Continuance of the Scheduled Appeal of a Planning Commission Approval of the College of the Redwoods Conditional Use and Coastal Development Permits Application File No. APNs 307-011-14, 307-061-07, Case Nos.:CUP-07-11/CDP-07-20, Loleta Area.

RECOMMENDATION: Continue the appeal hearing until the May 20, 2008 Board of Supervisors meeting at 1:30 p.m. in order to allow both the appellant and the College of the Redwoods Board of Trustees (CR) to continue discussions on the issues raised by this appeal.
