Board of Supervisors

1.                   Certificate of Recognition for Pam Bellah, Fortuna Chamber of Commerce 2007 Citizen of the Year. (Supervisor Rodoni and Supervisor Geist)

RECOMMENDATION: Ratify the Certificate of Recognition.

2.                   Certificate of Recognition for Redwood Memorial Hospital, Fortuna Chamber of Commerce 2007 Business of the Year. (Supervisor Rodoni and Supervisor Geist)

RECOMMENDATION: Ratify the Certificate of Recognition.

3.                   Letter Requesting Notification in the PG&E Wave Energy Projects. (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign letter.

4.                   Continuation of Emergency - Closure of Martin's Ferry Bridge.

RECOMMENDATION: Declare that a local state of emergency, Per Resolution # 07-87 remains in effect until June 3, 2008.

Clerk of the Board

5.                   Board Orders from the meeting of May 13, 2008

RECOMMENDATION: Approve the Board Order and authorize the Clerk of the Board and the Board Chair to sign the minute book in accordance with California Government Code Section 25103.

Community Development Services

6.                   Board of Supervisors' Endorsement of the Humboldt County CWPP Update and Countywide Fuels Reduction Coordination Program Grant Application to the Firesafe California Grants Clearinghouse Program Administered by the California Fire Safe Council.

RECOMMENDATION: That the Board of Supervisors review the Board Report; Ratify the County Administrative Officer's prior approval of the fire safe grant application; Authorize the Community Development Services Director to sign the grant agreement between the County of Humboldt and the California Fire Safe Council, after review and approval by the County Counsel and Risk Management; and Approve the reallocation of $1,000 of specified unused Title III, Secure Rural Schools and Community Self-Determination Act funds to be used as a grant match.

7.                   Advanced Step Placement / Information Technology.

RECOMMENDATION: Approve the advanced step placement of Sandy Allsop and Gitesh Patel, both IT Applications Analyst I Step C in Budget Unit 118 to IT Applications Analyst II Step D, pursuant to Section 7 of the Humboldt County Salary Resolution effective the beginning of the biweekly pay period following approval.

8.                   Extension of Extra Help Hours Past the 960 Hour Limit.

RECOMMENDATION: Approve the extension of extra help hours for Marilyn Barnhart, Office Assistant I through June 30, 2008, pursuant to Section 7 of the Humboldt County Salary Resolution.

District Attorney

9.                   Grant Application - FY2008-09 Worker's Compensation Insurance Fraud Program (State of California - Department of Insurance Funds)

RECOMMENDATION: That the Board of Supervisors authorizes the chair to execute the original Grant Proposal/Face Sheet and Board Resolution.

10.               Agreement with Department of Justice for Blood Alcohol Analysis Services - Renewal Contract.

RECOMMENDATION: That the Board of Supervisors authorize the Chair to execute two copies of Standard Agreement with Department of Justice to provide alcohol analysis services for the County for Humboldt.

Elections

11.               Internal Departmental Appropriation Transfer to Purchase a Fixed Asset.

RECOMMENDATION: That the Board of Supervisors approve the purchase of a new scanning system for Elections in the amount of $25,000 and authorizes the Auditor/Controller to do an appropriation transfer from within elections 07/08 budget and establish fixed asset line item 8957 - Computer Scanner and fixed asset line item 8025 - Computer.

Health and Human Services - Mental Health Branch

12.               Request for Extension of Extra-Help Hours for Budget Unit 1170-424 Mental Health Branch Administration.

RECOMMENDATION: Approve the extensions of extra-help hours for Budget Unit 1170-424 and pursuant to Section 7 of Humboldt County Resolution effective immediately as follows:Leo Hutson, Mental Health Maintenance Custodian, to a maximum of 1960 hours, and Scott Landis, Mental Health Worker, to a maximum of 1960 hours.

Health and Human Services - Public Health Branch

Health and Human Services - Social Services Branch

13.               Authorize the Director of the Social Services branch to sign the Memorandum of Agreement for the "Digital Pathway - Eureka" Multimedia Training Project.

RECOMMENDATION: That the Board of Supervisors authorize the Director of Social Services Branch to sign the Memorandum of Agreement for the "Digital Pathway - Eureka" Multimedia Training Project.

14.               Approve Second Amendment and extension of the Agreement with Alcohol Drug Care Services, Inc. for operation of the General Relief Shelter Program.

RECOMMENDATION: That the Board of Supervisors approve the Second Amendment to the Agreement with Alcohol Drug Care Services, Inc., for the operation of the General Relief Shelter Program; Approve the extension of the Agreement with Alcohol Drug Care Services, Inc., for fiscal year 2008/2009; and authorize the Director of the Department of Health and Human Services Social Services Branch to send a letter notifying Alcohol Drug Care Services, Inc. that the County is exercising the option to extend the Agreement for an additional year.

15.               Approve the First Amendment of the Memorandum of Understanding with California Statewide Automated Welfare System Consortium IV.

RECOMMENDATION: That the Board of Supervisors approve the First Amendment of the Memorandum of Understanding with California Statewide Automated Welfare System Consortium IV and authorize the Chair to execute two copies of the First Amendment.

Probation

16.               Authorization for Chief Probation Officer to Sign Contracts for Out of County Referrals to the Northern California Regional Facility.

RECOMMENDATION: That the Board of Supervisors approve the form contract for use when outside counties desire to contract for reserved bed space in the Northern California Regional Facility (Regional Facility); Authorize the Chief Probation Officer to sign the individual contracts on behalf of the Humboldt County Board of Supervisors with the approval of County Counsel and the Risk Manager when outside counties desire to contract for reserved bed space in the Regional Facility.

Public Works

17.               Supplemental Budget for Proposition 1B Projects to be Completed in FY 07/08.

RECOMMENDATION: That the Board of Supervisors approve the following supplemental budget to provide funds for Proposition 1B projects to be completed in FY 07/08.

18.               Temporary Closure of Clam Beach County Park to Vehicles for Summer Holiday Periods.

RECOMMENDATION: That the Board of Supervisors authorize the Director of Public Works per Section 271-13 of the County Code to temporarily close Clam Beach County Park to vehicles, with accommodations for morning clamming, during the following periods: May 24- May 26, 2008 (Memorial Day); July 4- July 6, 2008 (Fourth of July); and August 30-September 1, 2008 (Labor Day).

19.               Pay Differential for Hank Seemann, Environmental Services Manager.

RECOMMENDATION: That the Board of Supervisors approve the continuation of the temporary increase in compensation of 10 salary ranges for Hank Seemann, Environmental Services Manager, from May 22, 2008, through September 20, 2008, or until the Deputy Director-General Services position is filled, whichever occurs first, pursuant to Section 7 of the Humboldt County Salary Resolution.

20.               Construction of Grassy Creek Culvert Replacement on Fieldbrook Road (C3M0S0) at PM 2.16.

RECOMMENDATION: That the Board of Supervisors approve the plans and specifications.

21.               Construction of Rohnerville Airport Runway and Taxiway Lighting System Rehabilitation, County Project Number 916261.

RECOMMENDATION: Accept the completed contract, including all change orders approved by the Public Works Department, between White Electric Company, Contractor, and Humboldt County for the Rohnerville Airport Runway and Taxiway Lighting System Rehabilitation.

Sheriff

22.               Authorization to Submit an Application for Reimbursement under the SCAAP (State Criminal Alien Assistance Program).

RECOMMENDATION: That the Board of Supervisors authorize the Sheriff's Office's application to the State Criminal Alien Assistance Program for reimbursement by accepting all assurances and certifications contained in the on-line application.

23.               Authorization to Submit an Application for FY08 Emergency Management Performance Grant (EMPG) to the State Office of Emergency Services, and Signature Authority.

RECOMMENDATION: That the Board of Supervisors authorize the Sheriff's Office to submit an application for fiscal year 2008 Emergency Management Performance grant (EMPG); Authorize the Chair to sign the Governing Body Resolution and certification naming the Chair and the Sheriff as authorized agents to execute actions necessary for obtaining financial assistance.

24.               Adoption of Ordinance - Addition of Section 267-2 (b) of Title II to the Humboldt County Code Relating to Exemptions to Courthouse Security Screening.

RECOMMENDATION: That the Board of Supervisors adopt ordinance No.____ adding section 267-2 (b) of Title II to the Humboldt County Code related to exemptions to Courthouse Security Screening.

E.                  DEPARTMENT REPORTS

DHHS - Social Services

1.                   Extension of CalWORKS Activities Grants awarded to Community/Family Resource Center.

RECOMMENDATION: That the Board of Supervisors approve First Amendment to Grant Agreements with the Community / Family Resource Centers participating in the CalWORKS Grants, totaling $100,000 extending the agreements with each center for fiscal year 2008/2009 and authorize the Director of the Department of Health and Human Services (DHHS) to execute grant agreements substantially in the form of the sample upon proof of insurance.

2.                   Extension of Child Welfare Improvement Activities Grants awarded to Community/Family Resource Centers.

RECOMMENDATION: That the Board of Supervisors approve the Second Amendment to Grant Agreements with the Community / Family Resource Centers Participating in the Child Welfare Improvement Activities Grants, totaling $300,000, extending the Agreement with each center for fiscal year 2008/2009; and Authorize the Director of the Department of Health and Human Services to execute Amendments to grant agreements substantially in the form of the sample upon proof of insurance.

K.                  PUBLIC HEARINGS

Community Development Services

1.                   Appeal of a Planning Commission Approval of the College of the Redwoods Conditional Use and Coastal Development Permits Application File No. APNs 307-011-14, 307-061-07, Case Nos:CUP-07-11/CDP-07-20, Loleta Area.

RECOMMENDATION: That the Board of Supervisors open the public hearing and receive staff report and public testimony; Based on the findings in the staff report and testimony received about the project, deny the appeal and uphold the Planning Commission's approval the CUP/CDP subject to modified conditions of approval.
