Agricultural Commissioner

1.                   Establish Fixed Asset Accounts and Supplemental Budget for the Agricultural Department Budget Unit 1100-261, Agricultural Commissioner. (Gas Tax Revenue)

RECOMMENDATION: That the Board of Supervisors Accept the funds from the State of California, Department of Food and Agriculture for gas taxes paid by off-road vehicle users in the amount of $76,700; Authorize the Auditor-Controller to establish fixed asset accounts and adopt the supplemental budget for fiscal year 2008-09, Agricultural Commissioner budget unit 1100-261.

2.                   Letter of Opposition to the Pacific Fishery Management Council's Proposed Catch History Quotas. (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign letter of opposition.

3.                   Certificate of Achievement for Sean Thomas for Achieving the Rank of Eagle Scout. (Supervisor Geist)

RECOMMENDATION: Authorize Chair to sign Certificate of Achievement.

4.                   Letter of Appreciation to Resigning Humboldt County Fish and Game Advisory Commission Member, Dominic C. Bachman. (Supervisor Neely)

RECOMMENDATION: Authorize Chair to sign Letter of Appreciation.

5.                   Letter of Support to the California Transportation Commission (CTC) for Del Norte County's US Highway 199 Regional Transportation Improvement Project. (Supervisor Neely)

RECOMMENDATION: Authorize Chair to sign letter of support.

6.                   Appoint Nick Mendes to the Petrolia Cemetery District Board of Trustees. (Supervisor Smith)

RECOMMENDATION: Appoint Nick Mendes to the Petrolia Cemetery District Board of Trustees to fill out the term of Lita Rocha.

Child Support Services

7.                   Creation of New Line Item, Computer Equipment, in the Child Support Services Budget and the Appropriation Transfer of $21,300.00 from the Child Services' postage Line Item to the Newly Created Computer Equipment Line Item for the Purchase of 3 Computer Servers.  (Interdepartmental Transfer - No General Fund Impact)

RECOMMENDATION: That the Board of Supervisors approve the creation of new line item #1380-206-8-066, Computer Equipment within the Child Support Service Department's 2007-08 budget; Approve the Budget Appropriation Transfer of $21,300.00 from the Child Support Services Postage Line Item #1380-206-2-116 to the Computer Equipment Line Item #1380-206-8-066.

Cooperative Extension

9.                   Approval of Supplemental Budget Request for Cooperative Extension. (State Funds - UC California Cooperative Extension)

RECOMMENDATION: That the Board of Supervisors approve a supplemental budget request for the travel reimbursement for the Cooperative Extension budget #1100-632; Increase revenue in the University of California Reimbursements account 523900 in the amount of #3,371 and increase expenditure appropriations as follows -- Transportation and Travel Account 2125 by $3,371.

Health and Human Services - Mental Health Branch

10.               Authorization for the Mental Health Branch Director to Sign Contracts for Out of County Referrals to the Northern California Regional Facility for the Provision of Mental Health Services

RECOMMENDATION: That the Board of Supervisors approve the form contracts for the provision mental health services when outside counties desire to contract for "reserved bed" space or "as needed bed" space in the Northern California Regional Facility (Regional Facility); Authorize the Mental Health Branch Director to sign the individual contracts on behalf of the Humboldt County Board of Supervisors with the approval of County Counsel and the Risk Manager when outside counties desire to contract for "reserved bed" space or "as needed bed" space in the Regional Facility.

11.               First Amendment to the Agreement with Crestwood Behavioral Health, Inc. for Long Term Care to the Chronically Mental Ill for Fiscal Year 2007/2008.

RECOMMENDATION: That the Board of Supervisors approve and authorize the Chair to sign the First Amendment to the Agreement with Crestwood Behavioral Health, Inc. for long term care to chronically mentally ill for Fiscal Year 2007/2008.

Health and Human Services - Public Health Branch

12.               Approve the Agreement with the State Water Resources Control Board for $326,955 in fund 1175, budget unit #432 Local Oversight Program (LOP) for fiscal year 2008-2009.

RECOMMENDATION: That the Board of Supervisors authorize the Chairperson of the Humboldt County Board of Supervisors to sign the Agreement with the State Water Resources Control Board for $326,995 in Environmental health’s Local Oversight Program, fund 1175, budget unit 432, Local Oversight Program, for FY 2008-2009.

Health and Human Services - Social Services Branch

13.               Agreement with Changing Tides Family Services for Stage One Child Care Services for CalWORKs/WtW Participants for Fiscal Year 2008/2009.

RECOMMENDATION: That the Board of Supervisors approve the proposed Agreement with Changing Tides Family Services to provide Stage One Child Care Services to all CalWORKs recipients who are referred by Social Services Branch (SSB); Authorize the Chair to execute three copies of the Agreement.

14.               Agreement with Del Norte County for the Public Guardian Office to provide Lanterman-Petris-Short Act conservator services during fiscal year 2008/2009.

RECOMMENDATION: That the Board of Supervisors approve the Agreement with County of Del Norte for the Humboldt County Public Guardian Office to provide conservator services required under the Lanterman-Petris-Short Act for the Del Norte County Department of Health and Human Services Mental Health Branch during fiscal year 2008/2009 and authorize the Chairperson to execute four copies of the Agreement.


15.               Approval and Execution of UC Davis Training Contracts.

RECOMMENDATION: It is recommended that the Board of Supervisors grant a waiver of the provisions of the Humboldt County Nuclear Free Ordinance; Approve the contracts in the amount's of $110,400.00 and $29,440.00 with the University of California, Davis, for the provision of training to DHHS-SSB staff; and authorize the Chairperson of the Board of Supervisors to execute two copies of each contract and return them to the DHHS-SSB Director for forwarding to UCD for completion.

16.               Extension of Transitional Housing Program - Plus Agreement with Remi Vista, Incorporated.

RECOMMENDATION: That the Board of Supervisors approve the extension of the Agreement between County of Humboldt and Remi Vista, Inc, executed on October 2, 2007; Authorize the Director of the Department of Health and Human Services to send a letter notifying Remi Vista, Inc. that the County is exercising the option to extend the Agreement for two years per the agreement, from July 1, 2008 through June 30, 2010.

17.               Agreement between the County of Humboldt and New Directions of Humboldt Foster Family Association. ($12,915 State Foster Care Initiative Funds)

RECOMMENDATION: That the Board of Supervisors approve the proposed agreement for $12,915 for fiscal year 2008 - 2009 between the County of Humboldt and the New Directions of Humboldt Foster Family Association for the recruitment and training of prospective foster care providers between July 1, 2008 and June 30, 2009; Authorize the Chair to execute three copies of the agreement.

18.               Approve the renewal and revisions of the Memorandum of Understanding with the Yurok Tribal Council regarding Yurok tribal TANF (Temporary Assistance to Needy Families) Program.

RECOMMENDATION: That the Board of Supervisors approve the renewal and revisions of the Memorandum of Understanding between the County of Humboldt and the Yurok Tribal Council for the provision of Temporary Assistance to Needy Families (TANF) services in accordance with Public Law 104-196, as amended, Chapter 270, Statutes of 1997 (California Assembly Bill Number 1542 ), as amended, and the Welfare and Institutions Code, Section 10553.2 as amended and authorize the Chair to execute three originals of the agreement.

19.               Humboldt County All Faith Partnership Agreement to Provide Emergency Shelter. ($25,000 General Fund - General Relief Budget Unit 525)

RECOMMENDATION: That the Board of Supervisors approve the Humboldt All Faith Partnership Agreement to Provide Emergency Shelter for fiscal year 2007/2008, for a total of $25,000 and authorize the Chair of the Board of Supervisors to execute three copies of the agreement.

Personnel

20.               Compensation Plans for Management and Confidential Employees and Elected and Appointed Officials for Fiscal Years 2008-2009, 2009-2010, and 2010-2011.

RECOMMENDATION: That the Board of Supervisors adopt Resolution No. ______ approving the Compensation Plans for Management and Confidential Employees and Elected and Appointed Officials for fiscal Years 2008-2009, 2009-2010, and 2010-2011.

21.               Ratification of 2008-2011 Memorandum of Understanding between the County of Humboldt and the American Federation of State, County and Municipal Employees for Representation Units 1-4

RECOMMENDATION: That the Board of Supervisors adopt Resolution No. _____approving the Memorandum of Understanding between the County of Humboldt and the American Federation of State, County and Municipal Employees, Local 1684 (Units 1-4); and Authorize the Chair toe execute the Memorandum of understanding.

Probation

22.               Establish Fixed Asset Line Item 1100-254-8-006. (Interdepartmental Transfer)

RECOMMENDATION: That the Board of Supervisors approve the Budget Appropriation Transfer; Authorize the Auditor-Controller to establish fixed asset line item 1100-254-8-006 in the amount of $12,000 and approve the purchase of video conference equipment.

Public Works

23.               Construction of Rohnerville Airport Phase II Runway and Taxiway Lighting Project, Project No.: AIP 3-06-0361-07, Contract No.: 919161.

RECOMMENDATION: That the Board of Supervisors approve the plans and specifications.

24.               Amendment to Agreements for Eight Southern Container Sites, the Northeastern Container Sites and the Redway Transfer Station and Transfer from Contingencies of $110,000.

RECOMMENDATION: That the Board of Supervisors approve the Amendments, after approval by County Counsel, Risk Management and County Administrative Officer (CAO),  increasing the annual amount paid to the contractors for operation of the Eight Southern Container Sites, Northeastern Container Sites and Redway Transfer Station; Authorize the Chair to sign three copies of each of the Amendments upon approval by County Counsel, Risk Management and the CAO; Approve the Supplemental Budget for $50,000 and transfer from Contingencies for $200,856 to provide funding for the increased operation costs.

1.                   Recognition of Grant made to the Library by the Humboldt Library Foundation.

RECOMMENDATION: That the Board of Supervisors accept and recognize a grant made to the Library by the Humboldt Library Foundation in the amount of $40,000.00 for the purpose of purchasing new library materials, upgrading technology and providing staff development.
