Board of Supervisors
1. Resolution Declaring Saturday, August 30, 2008 as Bigfoot Days in Willow Creek. (Supervisor Geist)
RECOMMENDATION: Adopt the resolution and have the clerk of the Board mail a certified copy of the Resolution to the Bigfoot Days Committee, P.O. Box 8, Willow Creek, CA† 95573.
RECOMMENDATION: Declare that a local state of emergency, Per Resolution # 07-87, remains in effect until June 17, 2008.
Child Support Services
Clerk of the Board
RECOMMENDATION: Approve the Board Order, and authorize the Clerk of the Board and the Board Chair, to Sign the Minute book in accordance with California Government Code Section 25103.
Health and Human Services - Public Health Branch
4. Approve and authorize the Public Health branch Director to sign the agreement with the California Department of Health Services for the California Violent Death Reporting System for Fund 1175, Budget Unit 400, Fiscal Year 2008-2009.
RECOMMENDATION: Approve and authorize the Public Health Branch Director to Sign the agreement with the California Department of Health Services for the California Violent Death Reporting System; Direct the Chair to sign three copies of the Contractor Certification and return them to Public Health Branch for processing.
RECOMMENDATION: Receive and file the bids for Construction of Storm Damage Repairs on Blue Slide Road at PM 1.60; Award the contract to Schneider Enterprises in the amount of $218,453.95; Authorize the Chair to execute the project agreement upon submittal of the appropriate bonds and insurance; Direct the Auditor-Controller to establish a new contract account 1200-321-0220 and transfer $240,299.00 to the account.
RECOMMENDATION: Authorize the Chairman to sign two copies of the Memorandum of Agreement to allow for additional funding opportunities as well as closer inter-governmental cooperation with the Karuk Tribe.
7. Authorization to Complete an Agreement between the County of Humboldt and the City of Fortuna Concerning the Physical Use, Upkeep and Disposition of a Ford Pickup and Carson Command Trailer Supplied by the County of Humboldt through the Homeland Security Grant Program.
RECOMMENDATION: That the Board of Supervisors authorize the Chair to sign the Agreement for Use and Transfer of County Vehicle and Trailer with the City of Fortuna.
RECOMMENDATION: That the Board of Supervisors authorize the Clerk of the Board of Supervisors to notify in writing the Southern Humboldt Joint Unified School District, and Northern Humboldt Union High School District their bond attorneys, Orrick, Herrington & Sutcliffe that the Board of Supervisors will not act to authorize the above named Districts to issue Tax and Revenue Anticipation Notes.† T.R.A.N.s funds to be invested through the County Treasurer's Office.
E. DEPARTMENT REPORTS
County Administrative Office
RECOMMENDATION: That the Board of Supervisors receive an update on the State's budget deliberations; receive and review the Humboldt County's Proposed Fiscal Year (FY) 2008-09 Budget; Continue budget discussions to the public hearings scheduled for Monday, June 9, 2008 (1:30pm and 6:00 pm); Direct the County Administrative Officer to return to the board on June 24, 2008, to consider adoption of the final budget for FY 2008-09 and take other action as appropriate.
RECOMMENDATION: That the Board of Supervisors Declare and immediate hiring freeze, and direct all department heads to suspend hiring of new County employees; Authorize the County Administrative Office to grant exceptions to the hiring freeze based upon a finding of necessity or benefit, using the information contained in the Hiring Freeze Exception Form; Authorize a voluntary unpaid furlough for the County Administrative Officer of up to 10 percent of her time during pay periods paid in Fiscal Year 2008-2009; Authorize the County Administrative Officer to approve voluntary unpaid furloughs for other appointed department heads, using the information contained in the Voluntary Furlough Agreement; Authorize department heads to approve voluntary unpaid furloughs for other employees under their appointing authority, when such action is in the interest of the affected department, and direct the Personnel Director to communicate with represented employee groups regarding the County's voluntary furlough policy.
DHHS - Administration
RECOMMENDATION: That the Board of Supervisors receive an update on the development of the County's Ten Year Plan to End Chronic Homelessness.

3. Standing Item -- Conference with Legal Counsel - Existing Litigation Pursuant to Government Code Section 54956.9 (a), County of Humboldt v. Robert C. Mckee; Humboldt Superior Court Case No. DR020825
5. It is the intention of the Board of Supervisors to meet in closed session to consider the public employee performance evaluation for the position of County Counsel pursuant to Government Code section 54954.5.
