Board of Supervisors
1. Certificates of Recognition for Jim Smith and Sandy Lovfald. (Supervisor Smith)
RECOMMENDATION: Ratify Certificates of Recognition.
2. Letter to Minerals Management Service (MMS) Regarding the Development of Rules and Regulations as it Relates to the Evaluation of Lease Proposals from Energy Companies, such as PG&E who want to use Off-Shore Waters for Wave Energy Collection Devices. (Supervisor Smith)
RECOMMENDATION: Authorize Chair to sign letter.
RECOMMENDATION: Authorize Chair to sign letter of support.
Clerk of the Board
RECOMMENDATION: Approve the Board Order, and authorize the Clerk of the Board and the Chair to sign the minute book in accordance with California Government Code Section 25103.
County Administrative Office
RECOMMENDATION: That the Board of Supervisors authorizes the Chair to sign the Memorandum of Understanding for adding Alderpoint Volunteer Fire Department to the program effective July 1, 2008 and 2) Approve Resolution No. _____ to add Alderpoint Volunteer Fire Department to the County's primary and excess worker's compensation policies as a covered party/named insured.†† No impact to the General Fund.
RECOMMENDATION: That the Board of Supervisors authorizes the Chair to sign the Memorandum of Understanding for adding Bridgeville Volunteer Fire Company to the program effective July 1, 2008 and 2) Approve Resolution No. _____ to add Bridgeville Volunteer Fire Company to the County's primary and excess workers' compensation policies as a covered party/named insured.† No impact to the General Fund.
RECOMMENDATION: That the Board of Supervisors approves the extension of extra help hours for Jessica Watson, Office Assistant I, pursuant to section 7 of Humboldt County Resolution, effective immediately to 1960 hour.† No impact on the General Fund.
RECOMMENDATION: That the Board of Supervisors authorizes the Chair to execute the original Grant Proposal/Award Face Sheet and Certificate of Assurance of Compliance. There will be no County General Fund Impact.
Health and Human Services - Administration
RECOMMENDATION: That the Board of Supervisors approves the reallocation of the vacant position of Fiscal Services Supervisor (salary range 355, class 0174, position #1) in budget unit 516 to Payroll/Personnel Supervisor (salary range 348, class 0941) effective immediately. No impact to the General Fund.
RECOMMENDATION: Approve the recommendation by the Child Abuse Prevention Coordinating Council Children's Trust Fund Review Committee to accept the grant proposals from North Coast Rape Crisis Team and Two Feathers Native American Family Services totaling $25,000 for each of the next three fiscal years for child abuse prevention, intervention, and treatment programs. No impact to the General Fund.
Health and Human Services - Mental Health Branch
RECOMMENDATION: That the Board of Supervisors approves the Agreement with 7th Avenue Center, dated July 1, 2008 through June 30, 2009 and authorize the Chair to sign the agreement.
RECOMMENDATION: That the Board of Supervisors approves the First Amendment to the Service Agreement between 7th Avenue Center and Humboldt County, to provide services of a long-term treatment program for adults with chronic mental illnesses who otherwise would be placed in the State Hospital or other higher levels of care, to increase the contract value for Fiscal Year 2007-2008 and authorize the Chair to sign the First Amendment.† There is no anticipated impact to the County General Fund.
Health and Human Services - Public Health Branch
RECOMMENDATION: That the Board of Supervisors approve the allocation of one .5 FTE Mental Health Clinician I/II (Salary range 378/408, Class 0909) position in Budget Unit 414 effective immediately.† No impact on the County General Fund.
Health and Human Services - Social Services Branch
RECOMMENDATION: That the Board of Supervisors approves the Amendment to the Agreement between County of Humboldt and Changing Tides Family Services (formerly known as Humboldt Child Care Council), executed on June 13, 2006 and authorize the Chair to execute three (3) copies of the Amendment.† No impact to the County General Fund.
RECOMMENDATION: That the Board of Supervisors:† 1) Adopts the class of Senior Deputy County Counsel (salary range 504, class 0598, unit 8) into the classification plan; 2) Approves the revised salary range for Assistant County Counsel (from range 508 to salary range 530, class 0603); and 3) Approves the allocation of one full-time Senior Deputy County Counsel (salary range 504, class 0598) in budget unit 121, effective the beginning of the bi-weekly pay period following approval; and 4) Approves the disallocation of one Deputy County Counsel I-IV (salary range 489, class 0600) effective on the date the Senior Deputy County Counsel position is filled.† The impact to the General Fund for this incremental cost increase for Fiscal Year 2007-08 is approximately $1,958 for Senior Deputy County Counsel and $3,214 for Assistant County Counsel.† For Fiscal Year 2008-09 the annual cost increase for Senior Deputy County Counsel is approximately $12, 727 and $20, 889 for Assistant County Counsel.
RECOMMENDATION: That the Board of Supervisors approves the plans and specifications.

RECOMMENDATION: That the Board of Supervisors adopts Resolution ______ which authorizes the annual adjustment of the funds pledged by the Public Works Department to complete reclamation of rock and gravel quarry sites.† No financial impact to the County General Fund.
RECOMMENDATION: That the Board of Supervisors authorizes the Chairman to sign two copies of the Memorandum of Agreement to allow for additional funding opportunities as well as closer inter-governmental cooperation with the Blue Lake Rancheria.
E. DEPARTMENT REPORTS
Community Development Services
RECOMMENDATION: Approve Resolution No. ___ supporting Sanctuary Forest development of a Groundwater Management Plan for the Mattole Headwaters for potential adoption by the County of Humboldt Board of Supervisors.† There will be no impact on the General Fund.
RECOMMENDATION: That the Board of Supervisors:† 1) Authorizes the Chairperson of the Humboldt County Board of Supervisors to execute the attached Adopted Three-Party Agreement for Preparation of a Traffic Impact Study by a Special Services Consultant under Contract to the County (Attachment 1).† The parties to this Agreement are the County of Humboldt (County), Dunn-Robinson-Forster-Fill, Inc. (Applicant), and TJKM Transportation Consultants (Consultant).† 2)† Authorizes a trust fund account (account 3575) be used as an escrow account for depositing payments from the Applicant for consulting services and for paying expenditures of Consultant for consulting service.† 3)† Authorizes an increase in Community Development Services - Planning Division's Professional Services Expense Account Number 1100-277-2-118 in the amount of $63,800.† 4) Authorizes the costs to be offset by an increase in Community Development Services - Planning Division's Revenue Account Number 110-277-608-061 (EIR Consultant) in the amount of $63,800.† 5) Authorizes the deposit of $2,454 into Community Development Services - Planning Division's Planning Services Revenue Account, Number 1100-277-608-000, by the Applicant to reimburse the County for estimated staff costs to be incurred in processing the proposed project.† 6) Authorizes the Chairperson of the Board of Supervisors to execute for the County subsequent amendments to the Agreement as follows:† a. Changes in Scope of Services (Attachment 1, Exhibit B) consistent with the overall project description; b. Changes in Schedule of Performance (Attachment1, Exhibit B) amending interim completion dates and final completion date; and c. Changes in total compensation not to exceed 50% of the amount of the original agreement.† Any changes in terms of the Agreement, Scope of Services, Schedule of Performance, and compensation must be reviewed by County Counsel, and approved by Community Development Services - Planning Division, Consultant, and Applicant.† The County shall not incur any additional costs as a result of subsequent amendments.

J. ADMINISTRATIVE ABATEMENT HEARINGS - NONE
K. PUBLIC HEARING
Public Works - 1:45 PM
RECOMMENDATION: Open the continued public hearing regarding the formation of Permanent Road Division No. 1000, Zone No. 005 and imposition of parcel charges for road maintenance for Hidden Meadow Subdivision, receive public testimony and close the public hearing.† Direct the Auditor-Controller to tally the ballots received to impose parcel charges for maintenance of road and associated facilities in the Hidden Meadow Subdivision.† Based upon public testimony and results of the election, adopt the attached Resolution to Establish Humboldt County Permanent Road Division 1000, Zone No. 005 and to Impose Parcel Charges for Road Maintenance.† Adopt the Resolution of Acceptance to accept the rights of way for Hideaway Court for public road purposes and accept Parcel "D" as an easement for drainage purposes, both as shown dedicated to the County of Humboldt on tract No. 594, filed in Book 24 of Maps, pages 33 to 34, in the Office of the Humboldt County Recorder. Accept, in fee, the Grant Deed of Lot "X" as shown on Tract No. 594, filed in Book 24 of Maps, pages 33 to 34 in the Office of the County Recorder.† Approve the establishment of an interest-bearing fund for deposit of funds received from parcel assessments and direct the Auditor-Controller to set up a fund entitled Permanent Road Division No. 1000, Zone 005 with fund number 2305.† Direct the Auditor-Controller to calculate yearly the compounded inflation factor based upon the Consumer Price Index (CPI) to the parcel charges for maintenance of roads and associated facilities.
