B.                  SUPPLEMENTAL AGENDA ITEM

1.                   Allocation of .60 FTE Juvenile Corrections Officer I/II Position in Budget Unit 234. (Consent)

RECOMMENDATION: That the Board of Supervisors approve the allocation of one .60 FTE Juvenile Corrections Officer I/II (salary range 289/309, class 0486) position in budget unit 234 effective immediately.

C.                  SPECIAL PRESENTATIONS

1.                   Proclaim July 13th - 19th, 2008 as "Probation, Parole and Community Corrections Week." (Supervisor Geist)

RECOMMENDATION: Adopt the Proclamation.

2.                   Resolution Recognizing St. Joseph Hospital as a Smoke-Free Campus. (Supervisor Smith)

RECOMMENDATION: Adopt the Resolution.

These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Agricultural Commissioner

1.                   Approval of Standard Agreement Number 08-0019, Petroleum Products Compliance and Weighmaster Enforcement Programs.

RECOMMENDATION: That the Board of Supervisors grant a waiver of the Nuclear Free Ordinance; Approve Standard Agreement Number 08-0019, known as the Petroleum Products Program; Direct the Auditor-Controller to execute the supplemental budget.

2.                   Letter of Appreciation to Emma McDowell for Serving on the In-Home Supportive Services Advisory Committee. (Supervisor Rodoni)

RECOMMENDATION: Authorize Chair to sign Letter of Appreciation.

3.                   Continuation of Emergency - Closure of Martin's Ferry Bridge.

RECOMMENDATION: Declare that a local state of emergency, Per Resolution No. 07-87 remains in effect until July 22, 2008.

Clerk of the Board

4.                   Board Orders from the Meeting of July 1, 2008

RECOMMENDATION: That the Board of Supervisors approve the Board Orders, and authorize the Clerk of the Board and the Board Chair, to sign the minute book in accordance with California Government Code Section 25103.

County Administrative Office

5.                   Temporary Increase in Compensation for Revenue Recovery Technician Suzanne Hernandez.

RECOMMENDATION: That the Board of Supervisors approve a temporary increase in compensation for Revenue Recovery Technician Suzanne Hernandez of twenty (20) salary ranges beginning on July 1, 2008, and continuing until August 15, 2008 or until the position of Program Coordinator is filled, whichever occurs first, pursuant to Section 7 of the Humboldt County Salary Resolution.

Health and Human Services - Mental Health Branch

6.                   Services Agreement with Milhous Children's Services, Inc. for the provision of the Mental Health, Intensive Day Treatment - Full Day, Medication Support and Crisis Intervention Services to Medi-Ca Benficiaries for FY 2008-09 and FY 2009-10.

RECOMMENDATION: That the Board of Supervisors authorize the Chair to approve and execute the Services Agreement between Milhous Children's Services, Inc. and the Humboldt County Mental Health Plan, Humboldt County Medi-Cal Managed Mental Health Care for the provision of Mental Health, Intensive Day Treatment - Full Day, Medication Support and Crisis Intervention Services to Medi - Cal beneficiaries for FY 2008-09 and FY 2009-10.

Health and Human Services - Social Services Branch

7.                   Establish New Lines and Fixed Asset Account and Approve a Budget Appropriation Transfer in Budget Unit 511 - Social Services.

RECOMMENDATION: That the Board of Supervisors approve and establish line items and fixed asst account: 1160-511 8-998 Building Modification and Approve the Budget Appropriation Transfer.

Library Services

8.                   Supplemental Budget (Fiscal Year 2008-2009) and Recognition of Donations made to the Library Fund 1500, Budget Unit 621, County Library.

RECOMMENDATION: That the Board of Supervisors Accept and recognize donations made to the Library in the amount of $14,410.30 for the purpose of purchasing new library materials and adopt a supplemental budget in Fund 1500 Unit 621, County Library, for fiscal year 2008-2009 and authorize the Auditor-Controller to supplement the budget.

Public Works

9.                   Construction of Sutter Road Rehabilitation and Overlay (Rd. No. C4L810) PM 0.00 to 0.80 Project No. RPL-5904 (061), Contract No. 202712.

RECOMMENDATION: That the Board of Supervisors accept the completed contract, including all change orders approved by the Public Works Department, between Kernan Construction, Contractor, and Humboldt County for the new asphalt surfacing and bicycle lane striping of Sutter Road; Approve the final claim for payment, as submitted by the Public Works Department to the Auditor/Controller, in the amount of $6,574.59.  This will bring the total amount paid to 100% of the contract.

10.               Central Avenue Rehabilitation and Overlay between Pickett Rd. to Babler and Airport Rd to Grange: Project No. RPL-5904 (075), Contract No. 202713.

RECOMMENDATION: That the Board of Supervisors authorize the Director of Public Works to sign Contract Change Order Number 3 for the total amount of $31,032.00.

11.               Hiller and Pickett Road Rehabilitation and Overlay (C3L080 & 4M030) at PM 0.60 to 1.46 and 0.00 to 0.40: Project No. RPL-5904(065), Contract No. 202707.

RECOMMENDATION: That the Board of Supervisors authorize the Director of Public Works to sign Contract Change Order Number 4 for the total amount of $72,968.00.
