1.                   Certificates of Recognition for Kay Chapman, "2008 Woman of Distinction" and Jeremy and Laressa Stanfield, "2008 Family of the Year". (Supervisor Rodoni)

RECOMMENDATION: Ratify the Certificates of Recognition.

2.                   Letter of Support for the City of Eureka's Request to the River Parkways Program for Funding for the Elk River Access Project. Supervisor Geist

RECOMMENDATION: Authorize Chair to sign letter of support.

3.                   Letter of Support for Naming the Klamath River Bridge #4-69 near Orleans in Memory of Allen B. Mace. (Supervisor Geist)

RECOMMENDATION: Authorize Chair to sign letter of support.

4.                   Letter of Support for the Southern Humboldt Community Park Board of Director's Request to the California River Parkways Program for Funding of the South Fork Eel River Parkway Southern Humboldt Community Park Access Project. (Supervisor Rodoni)

RECOMMENDATION: Authorize Chair to sign letter of support.

5.                   Board Orders - Meeting of October 21, 2008

RECOMMENDATION: 

County Administrative Office

6.                   Lease for Towers on Courthouse Roof

RECOMMENDATION: That the Board of Supervisors adopt the Resolution of Intention to lease County property; Direct the Clerk of the Board to publish the Resolution of Intention to Lease, pursuant to Government Code 6063, once each week for three successive weeks, with the publications to be completed by November 30, 2008; Direct the Clerk of the Board to post the Resolution of Intention to lease in the five public places specified in the Resolution, with such posting to occur by November 15, 2008; Approve the distribution of the Request for Bids; Direct Staff to conduct a pre-bid conference and inspection on Monday, December 1, 2008, at 1:30 p.m. in the Conference Room A at the Courthouse; and schedule the matter for receipt and consideration of bids by the Board on January 13, 2009m at 1:30 p.m. or as soon thereafter as the matter may be heard.

Health and Human Services - Public Health Branch

7.                   Extension of Extra Help hours for Sarah Meece, Budget Unit 435, Public Health Laboratory, fiscal year 2008-2009

RECOMMENDATION: That the Board of Supervisors approve the extension of extra-help hours for Sarah Meece, Laboratory Assistant I, to a maximum of 1,920 hours during fiscal year 2008-2009 in Budget Unit 435, Public Health Laboratory, pursuant to Section 7 of the Humboldt County Salary Resolution.

8.                   Accept and Approve Grant Award from First 5 Humboldt and Approve Budget Adjustment in Fund 1175, Budget Unit #420, maternal Child Adolescent health for Fiscal Year 2008-09

RECOMMENDATION: That the Board of Supervisors approve Grant Award from First Five Humboldt in the amount of $15,975 for Fiscal Year 2008-09 in Fund 1175, Budget Unit 420, Maternal Child Adolescent Health; Direct the Clerk of the Board to sign three copies of the agreements and return to the Public Health Branch, Maternal Child Adolescent Health Division; and Approve and direct the Auditor-Controller to adjust Budget unit #420, Maternal Child and Adolescent Health (MCAH) as follows: REVENUE:  Line item 592-310 – other Grants First Five - $15,975; EXPENDITURE: Line Item 3-109 – Grant Fund Disbursements - $15,975.


9.                   Approval of Women, Infants and Children (WIC) Contract for Federal Fiscal years 2008-11.

RECOMMENDATION: That the Board of Supervisors approve the Contract Number #08-85426 with the Californai Department of Health and Human Services to operate the Women, Infants and Children (WIC) Nutrition Program for the period of October 1, 2008 through September 30, 2011; and Authorize the Chair of the board to sign seven copies of the WIC Contract and Direct the Clerk of the Board to return all copies to the Public Health Branch, Maternal Child Adolescent Health Division

10.               Arcata-Eureka Airport (ACV) Passenger Terminal Expansion and Renovation: AIP 03-06-0010-30, Project 913270

RECOMMENDATION: That the Board of Supervisors authorizes the Public Works Director to sign Change Order No. 4.0 for a $29,670 cost increase and an additional 72 calendar days.

11.               Resolution Authorizing Investment of monies in the Local Agency Investment Fund

RECOMMENDATION: That the Board of Supervisors adopt Resolution No. _______ authorizing investment of monies in the Local Agency Investment Fund, (LAIF).

E.                  DEPARTMENT REPORTS

Community Development Services

1.                   Workforce Investment Act Local Plan Modification for PY 2008-09

RECOMMENDATION: That the Board of Supervisors receive staff report; Review Workforce Investment Act (WIA) local plan modification; and Approve plan modification, direct Chair of the Board to sign the plan modification, and authorize Community Development Services Department, Economic Development Division to submit the plan modification to the state by October 30, 2008.

2.                   Supplemental Budget for Budget Unit 235, Probation

RECOMMENDATION: That the Board of Supervisors approve supplemental budget for Budget Unit 235, Probation, in the amount of $41,760 to provide for preliminary techincal work (site survey, parcel split, and parcel appraisal) and Preparation of a construction grant application associated with Senate Bill 81, the local Youthful Offender Rehabilitative Facility Construction Funding Program.

F.                  MATTERS INITIATED BY BOARD MEMBERS

1.                   Secure Rural Schools Act Re-authorization Policy Considerations. (Supervisor Woolley)

RECOMMENDATION: Review and take appropriate action per the attached Summary Recommendations.

2.                   Standing Item--Reports on Board Member Travel at County Cost, Meeting Attendance, and Supervisorial District Matters.

1.                   It is the intention of the Board of Supervisors to meet in closed session to consider the public employee performance evaluation for the position of County Administrative Officer pursuant to Government Code section 54954.5.

2.                   Conference with Legal Counsel - Existing Litigation Pursuant to Government Code section 54956.9(a), Mercer, Fraser Co. and O&M Industries, v. County of Humboldt, United States District Court, Northern District of California, Case No. CV 08- 4098 SI.

1.                   Administrative Abatement Hearing - Glenda Rasella; 2225 Walker Avenue, McKinleyville, California; AP# 510-281-002

RECOMMENDATION: That the Board of Supervisors, pursuant to Humboldt County Code sections 351-21 and 351-22, hold an administrative hearing to determine whether a public nuisance exists on the subject property; and Adopt the attached Findings of Nuisance and order of Abatement.
