1.                   Newly-adopted Beaches and Dunes Management Plan (Supervisor Dixon)

RECOMMENDATION: Direct Community Development Services to give update on grant implementation on February 29, 2000.

2.                   Support of John Cumming for Appointment as Deputy Director/Chief Counsel of State Employment Development Department (Supervisor Woolley)

RECOMMENDATION: Send letter of support to Governor Gray Davis.

Clerk of the Board

3.                   Approval of the Board Orders from the Board Meeting of January 18, 2000

RECOMMENDATION: Approve the Board Orders.

Community Development Services

4.                   Eckart Major Subdivision File No. 510-091-24; McKinleyville; Case No. FMS 8-95

RECOMMENDATION: Approve conveyance and Agreement documents for seven parcels.

County Administrative Office

5.                   Correction of Clerical Error on Fees and Charges Schedule

RECOMMENDATION: Correct the Jail Booking Fee to show the approved change of $54.81 on year 2000 Schedule of Fees and Changes.

6.                   Trust Fund for Consolidated Dispatch Services Transfer of $5,516

RECOMMENDATION: Approve transfer of $5,516 from the General Fund Contingencies.

Personnel

7.                   Extension of Employment Eligibility Lists for Various Position Classifications

RECOMMENDATION: Approve extension of employment eligibility lists.

8.                   Dissolution of Current Eligibility Lists for Senior Planner and Planner I

RECOMMENDATION: Approve request upon the establishment of new eligibility lists.

Public Health

9.                   Continued Operation of WIC Clinic at the Fortuna Veterans Building

RECOMMENDATION: Approve license agreement with Veterans of Foreign Wars Post 2207.

10.               Contract for Chlamydia Awareness and Prevention Project

RECOMMENDATION: Approve contract with the State Department of Health Services.

11.               Subcontracts for Comprehensive AIDS Resources Emergency Act Funds

RECOMMENDATION: Approve subcontracts with Humboldt Open Door Clinic, North Coast AIDS Project, NorthCountry Clinic, Redwoods Rural Health Center and St. Joseph Home Care.

12.               Medi-Cal Administrative Activities

RECOMMENDATION: Approve contract with the State Department of Health Services.

13.               St. Joseph's Day Care Grant of $5,000 for the Healthy Moms Program

RECOMMENDATION: Accept grant.

14.               Federal Area Contingency Planning Grant for Local Oil Spill Contingency Plans

RECOMMENDATION: Accept grant of $5,000 from the State Department of Fish and Game.

Public Works

15.               Change in Procedure Regarding Review and Granting of Motor Pool Minimum Monthly Charge Exemptions

RECOMMENDATION: Approve change in procedure as recommended by Vehicle Committee.

16.               Request to Declare Vehicle No. 08475 as Surplus

RECOMMENDATION: Approve request and associated supplemental budget of $30,000.

17.               Construction of Structural Modifications on County Bridge at Benbow Drive

RECOMMENDATION: Accept completed contract with Kernan Construction.

18.               Shortfall in Appropriations for a Boarding Ramp at the Arcata-Eureka Airport

RECOMMENDATION: Approve transfer of $2,364 to cover said shortfall.

Social Services

19.               First Amendment to Agreement with Alcohol/Drug Care Services Inc.

RECOMMENDATION: Amend agreement for a winter shelter as required by the State Department of Housing and Community Development.

20.               Disallocate Social Worker IV A/B Position and Allocate Staff Services Analyst II

RECOMMENDATION: Approve request.
