2.                   Quota International of Eureka's Quotarian of the Year and Person of Achievement (Supervisor Rodoni)

RECOMMENDATION: Adopt certificates for Dotty Maxwell and Nyle Henderson.

3.                   Honoring Les and Mid Westfall Republicans of the Year (Supervisor Neely)

RECOMMENDATION: Ratify resolutions presented on February 16, 2000.

RECOMMENDATION: Introduce ordinance, waive first reading, and schedule for adoption.

RECOMMENDATION: Approve personnel actions.

Mental Health

9.                   Contract with Linda Lowe, MFT, Community-Based Specialty Mental Health Provider

RECOMMENDATION: Approve contract for managed mental health care for Medi-Cal beneficiaries.

10.               Extension of Temporary Increase in Pay for Supervising Mental Health Clinician

RECOMMENDATION: Approve extension of temporary increase in pay for Jovonne Price.

Public Health

11.               Conference and Supplemental Budget; Clinic Services, Budget Unit 422

RECOMMENDATION: Approve a conference, Humboldt STD-Chlamydia Training and Community Forum at the Wharfinger Building in Eureka and approve supplemental budget of $2,500.

RECOMMENDATION: Approve request for HIV Testing Alternate Test Site.

Sheriff

21.               Service, Repairs and Maintenance for Hand-Held Portable Radios and Related Radio Equipment Used in the Humboldt County Correctional Facility

RECOMMENDATION: Approve maintenance contract with Masterson Communications, Inc.

Social Services

22.               Disallocate Social Worker IV A/B Position and Allocate Two Vocational Assistants

RECOMMENDATION: Approve personnel actions.

23.               Reallocate Positions in Budget Unit 511 from 37-1/2 Hours to 40-hours Per Week

RECOMMENDATION: Approve reallocation of positions.

Supplemental Item--Public Health

24.               Notification of Submittal of Application to California Integrated Waste Management (CIWMB) Board for Grant to Assist with Diversion of Waste from Louisiana Pacific

RECOMMENDATION: Acknowledge that receipt of grant funding, if awarded, will require adoption of resolution authorizing Environmental Health to enter into contract with CIWMB.

D.                  SPECIAL PRESENTATIONS

1.                   Proclamation declaring February 20-26, 2000 as Lose the Chew Week (Supervisor Rodoni)

RECOMMENDATION: Adopt proclamation.

Public Works

1.                   Change Orders Over $10,000 on Public Works Projects (if required)

RECOMMENDATION: Approve change orders as recommended by Public Works.

Employment Training

3.                   Appointment of Humboldt County Workforce Investment Board (WIB) Members

RECOMMENDATION: Establish WIB and appoint members, certify that WIB meets mandatory composition and direct County Counsel to prepare resolution for responsibilities of WIB.

4.                   Strategic Five-Year Local Workforce Investment Plan

RECOMMENDATION: Authorize the Chair to sign said plan as amended.

Public Health

5.                   Transmission of HIV and Hepatitis B & C Through Contaminated Needles

RECOMMENDATION: Extend local state of emergency for a two-week period.Direct County Counsel to report to Board on February 29, 2000 on how to address extension or termination of a local state of emergency when the Board of Supervisors is in recess for over a two week period.
