1.                   Ed Fitzgerald, Senior Appraiser at the County Assessor's Office, spoke in opposition to the Conflict of Interest Code adopted by the Board on February 8, 2000, which requires him to file the Fair Political Practices Commission's Form 700.He encouraged the Board to protect the County employees' privacy, reconsider the positions affected and require the Personnel Department to list the Form 700 filing requirement on job announcements.Kaye Strickland, speaking partly as the Chair for the Citizens for Port Development, asked the Board to send letters individually and as a Board to State Senator Chesbro in support of the railroad.

1.                   Appeal of County Planning Commission Denial of Application Nos. CDP-98-47 and SP-98-49; File No. APN 305-131-16; King Salmon Area; James M. Hoff Applicant/Appellant

RECOMMENDATION: Grant appeal as conditioned.Adopt findings of approval on March 28, 2000.

2.                   2000 State of California Housing and Community Development Block Grant General Allocation Grant Application

RECOMMENDATION: Select Court-Appointed Special Advocate Program to be submitted in the 2000 application and adopt 2000 Program Reuse Plan.

Public Works

3.                   Contract Extensions with City Garbage Company of Eureka for the Unincorporated Area Collection Franchises in Blue Lake/Fieldbrook, Garberville, and Holmes/Redcrest and an Amendment to the Franchise in Unincorporated Eureka

RECOMMENDATION: Make a finding based on substantial evidence in the record, that the proposed ten-year extensions to the agreements are required for the public health, safety, and well being.Approve amendment to the franchise agreements with City Garbage Company of Eureka, extending existing agreements as recommended and amending the Eureka-area agreement to allow minor property-related cost increases to be included in future rate adjustments.
