RECOMMENDATION: Reallocate position held by N. Stufflebeam to Senior Fiscal Assistant

2.                   Transfer of $15,000 to Allow the Purchase of Ergonomic Chairs

RECOMMENDATION: Approve transfer.

3.                   Jacoby Creek County Water District Audit Schedule

RECOMMENDATION: Adopt policy that said district may schedule their district audits on a two-year interval in accordance with California Government Code Section 26909(f).

4.                   Continuation of Emergency Transmission of Disease through Contaminated Needle Use (Supervisor Dixon)

RECOMMENDATION: Extend local state of emergency through May 9, 2000.

5.                   Proclamation Harvey Harper as Boy Scouts of America Year 2000 Distinguished Citizen (Supervisor Neely)

RECOMMENDATION: Adopt proclamation.

10.               Board of Supervisors' Staff Position's Clerk of the Board Place in the County Organization

11.               Request for Supplemental Budget ($395,000) for Case Management System

RECOMMENDATION: Approve request.

12.               Victim Witness Assistance Program Grant Application for Fiscal Year 2000

RECOMMENDATION: Adopt Resolution No. 2000-42 approving said application.

13.               Request to Declare 1990 Plymouth Acclaim (No. 10266) as a Surplus Vehicle

RECOMMENDATION: Approve request.

Mental Health

14.               Request for Allocation of a Supervising Psychiatric Nurse Position

RECOMMENDATION: Approve request by disallocating a Crisis Team Supervisor position.

Public Guardian

15.               Agreement with Del Norte County Mental Health for Fiscal Year 2000 ($24,000)

RECOMMENDATION: Approve agreement.

Public Health

16.               Personnel Allocation in High Risk Youth Budget and High Risk Women Budget

RECOMMENDATION: Allocate a Health Program Coordinator and a Fiscal Assistant I/II in Both budgets and allocate a Community Outreach Worker I/II in High Risk Women budget.

17.               Request to Purchase Computer System--Health AIDS Information and Education

RECOMMENDATION: Approve purchase ($1,800).

Public Works

18.               Easement Deed for Turnaround on Fisher Road (County Road No. 4G070)

RECOMMENDATION: Accept easement deed from Pacific Lumber Company.

19.               Amendment to 1996 Contract with City Garbage Company (CGC) and Final Payment

RECOMMENDATION: Approve amendment.Approve final payment to Article Five Correction Action Trust Fund (AFCATF) to provide reimbursement to CGC for corrective action expenses from 10/01/98 to 4/30/00.Direct Treasurer-Tax Collector to withdraw $188,873 from Solid Waste Contract Obligation Trust Fund and deposit said funds into Escrow Account No. 00100011-001-SG, held by Humboldt Land Title Company for purchase and acquisition by the Humboldt Waste Management Authority form City Garbage Company of the Eureka Transfer Station and from Solid Waste Contract Obligation Trust Fund #368900 and deposit said funds into Escrow Account No. 00100011-001-SG as directed above.

RECOMMENDATION: Approve request.

21.               Lease with Johnson's Mobile Solutions for Modular Offices

RECOMMENDATION: Approve lease for modulars at 638 West Clark Street in Eureka.

1.                   Hoopa Valley High School's Winning of the North Coast Section Championship and Advancement to the California State Finals (Supervisor Kirk)

RECOMMENDATION: Adopt resolution and present certificates.

2.                   Proclamation declaring Week of April 23, 2000 as Public Health Week (Supervisor Rodoni)

RECOMMENDATION: Adopt proclamation.

Social Services (DSS)

3.                   Assembly Bill 1259 Legislation Authored by Virginia Strom-Martin Authorizing Humboldt, Mendocino, and Alameda Counties to Streamline and Integrate their Health and Human Services Programs (Children and Adult)

RECOMMENDATION: Direct DSS to coordinate development of Strategic Plan and Performance Outcomes (SPPO) according to AB 1259 requirements for determining costs and benefits to Human Services departments.Direct Human Services Cabinet to submit SPPO package for review and approval prior to 7/01/00 or provide information as to why AB 1259 would not be beneficial to the County.

Community Development Services

1.                   Inland Sign Zoning Ordinance Amendment Case No. 78-99-19

RECOMMENDATION: Approve amendment by adopting Resolution No. 2000-43 Ordinance No. 2212 and adopt Ordinance No. 2213.
