1.                   Update from Donald F. Peterson County Legislature Advocate (Supervisor Rodoni)

RECOMMENDATION: Renew agreement with Mr. Peterson. (Due to weather conditions, Mr. Peterson was unable to travel to this meeting for the presentation of said update.)

2.                   Potential Initiative Sponsored by California State Association of Counties on Shift of Local Property Tax Monies to the State of California (Supervisor Dixon) (No Action Required)

1.                   Mr. Ellis Williamson informed the Board of the many obstacles he has faced with County and State agencies in reconstructing his home that burned in September 2000.

J.                   MATTERS SET FOR TIME CERTAIN--AFTERNOON SESSION

Public Works

1.                   Proposed Removal of Weather Observer at the Arcata-Eureka Airport

RECOMMENDATION: It was announced that FAA has rescinded notification to the County delaying commissioning of Automatic Service Observation System (ASOS) at the airport to February 8, 2001.The Board adjourned to closed session entitled Conference with Legal Counsel--Anticipated Litigation Pursuant to Government Code Section 54956.9 (One Case).No final action taken.It was announced later that Rep. Mike Thompson was attempting to contact the FAA on this matter.It was later announced that he had contacted the FAA and they agreed to extend commissioning of ASOS to 02/08/01.A letter of appreciation to Rep. Thompson was directed.

Board of Supervisors

2.                   Proposed Medical Marijuana Ordinance (Supervisor Woolley)

RECOMMENDATION: Adopt the recommended program by a unanimous vote.By a 3-2 vote with Supervisors Neely and Kirk dissenting, direct County Counsel to provide comments to the Board on the rewrite of the draft ordinance no later than December 19, 2000.

3.                   Presentation on Goat Fire in Lassen County in 2000 (Supervisor Rodoni)

RECOMMENDATION: Hear presentation from representatives from the California Department of Forestry.

1.                   Adjourn meeting to November 14, 2000 at 10:15 a.m. in order for Board members to attend the California Conservation Corps' Shasta Pacific Service District's meeting at the Scotia Inn.
