Board of Supervisors

1.                   Continuation of Emergency - Closure of Martin's Ferry Bridge. (Supervisor Geist)

RECOMMENDATION: Declare that a local state of emergency, Per Resolution #07-08, remains in effect until August 26, 2008.


County Administrative Office

2.                   Temporary Increase in Compensation for Revenue Recovery Officer I/II Suzanne Hernandez

RECOMMENDATION: That the Board of Supervisors approve a temporary increase in compensation for Revenue Recovery Officer I/II Suzanne Hernandez of twenty (20) salary ranges beginning on August 16, 2008, and continuing until August 22nd, 2008, or until the position of Program Coordinator is filled, whichever occurs first, pursuant to Section 7 of the Humboldt County Salary Resolution.

Health and Human Services - Public Health Branch

3.                   Continuation of Local State of Emergency -  Smoke and Fires.

RECOMMENDATION: That the Board of Supervisors consider the need for continuing the local emergency declared by the Board of Supervisors on July 22, 2008 in response to the conditions of extreme peril to the safety of persons and property caused by the smoke and fires ignited by lightning on or about June 20, 2008 and adopt Resolution No. _____ extending the declaration of the existence of a local emergency for an additional fourteen (14) days.

Public Works

4.                   Termination of Airport License Agreement with Timothy and Kathleen McTague dba McTague Enterprises dated October 21, 2003.

RECOMMENDATION: That the Board of Supervisors approve termination of the License Agreement and authorize Public Works to send a letter of termination to Licensee, Timothy and Kathleen McTague, dba McTague Enterprises; Direct the Clerk of the Board to send one executed agenda item to Land Use Real Property.

5.                   Federal Aviation Administration (FAA) Grant for the Rohnerville Airport.

RECOMMENDATION: That the Board of Supervisors authorize and direct the Director of Public Works to sign two fully executed originals of the FAA Grant Agreement offer for Rohnerville Airport, AIP 03-06-0083-009 when received from FAA; Adopt the following budget to correspond to this grant application:  Revenue: 1490170-532034 Rhonerville Airport $61,426  1490170-532032 Local Share $ 3,233; Expenditure: 1490170-8889 Rhonerville $64,659.

E.                  DEPARTMENT REPORTS

County Administrative Office

1.                   Waiver First Reading of Ordinance Amending Sections 521-6 and 521-8 of the Humboldt County Code.

RECOMMENDATION: That the Board of Supervisors introduce Ordinance No. ____, by title, waive the first reading thereof, and schedule the Ordinance for adoption on August 26, 2008; Direct staff to post and publish in a newspaper of general circulation published in Humboldt County, a summary of the ordinance at least 5 days before the date set for adoption and again 15 days after passage of the Ordinance.

1.                   Conference with Legal Counsel on Pending, Threatened or Anticipated Litigation pursuant to Government Code section 54956.9 (one case).

2.                   Standing Item -- Pursuant to Government Code Section 54957.6, Review the County's Position and Instruct Designated Representatives with Respect to the Various Forms of Compensation Provided to the County's Represented and Unrepresented Personnel.
