6.                   Support of Trinity County's Position Regarding Long-Term Service Contract Renewal Negotiations and Process for the Central Valley Project (Supervisor Dixon)

RECOMMENDATION: Approve the addition of one four-door mid size car, and approve a supplemental budget of $16,000.

21.               Award of Contract for Storm Damage Repair to Blue Slide Road P.M. 3.15 & 3.23 Project No. 600180/971023

RECOMMENDATION: Award the project to Parnum Paving Company, Inc.

22.               Design Contract for Old Arcata Road/Myrtle Avenue Reconstruction Project

RECOMMENDATION: Reschedule for the meeting of Tuesday, June 8, 1999.

23.               Assembly Bill 1448 (Cox) Assembly Constitutional Amendment (ACA) 16 (Cox) and Initiative to Allow Contracting for Engineering Services

RECOMMENDATION: Support the subject legislation which would allow the State to contract out engineering services with qualified private engineers and architects.

24.               Purchase of Computers and Related Software for Engineering Land Use Division

RECOMMENDATION: Approve purchase ($5,000).

25.               Request to Establish an Extra-Help Line Item ($1,500)--Natural Resources Budget

Treasurer-Tax Collector

28.               Schools Combined Request for Tax and Revenue Anticipation Notes (TRANS)

RECOMMENDATION: Notify the Eureka City Unified School, Bridgeville Elementary School District, Northern Humboldt Union High School District and Redwoods Community College District and their bond attorneys, Orick, Herrington and Sutcliffe that the Board of Supervisors will not act to authorize the above-named District to issue TRANS.

1.                   California State Summer School for the Arts (CSSSA) Program (Supervisor Neely)

RECOMMENDATION: Hear a special presentation by Debbie Goodwin, Executive Director, Humboldt Arts Council, to recognize young arts scholars in CSSSA Program and approve proclamation.

2.                   Proclamation declaring May 31, 1999 as World No Tobacco Day (Supervisor Dixon)

RECOMMENDATION: Adopt proclamation.

RECOMMENDATION: Direct County Counsel to draft a letter for the Chair's signature to the North Coast Regional Water Quality Control Board (NCRWQCB) inquiring as to:  1) the status of the feasibility study and the remedial action plan for the cleanup of the balloon track; 2) the parties responsible for the cleanup 3) if those responsibilities are transferred through a sale; 4) how the cleanup would be affected if the parcel were sold to Wal-Mart 5) having a staff member from the NCRWQCB presenting a status report on the cleanup to the Board of Supervisors; and 6) if a hearing on the remediation plan is to be held, that it be held in Eureka.

1.                   Kevin Pinto spoke in support of keeping the Phillipsville motocross track open despite the appellate court's ruling that it could not operate.  Brian Elle, Frank Abena, Charles Ritter, Robin Welsh, Casey Schmidt, John Schmidt, David Courtney and Mary Duncan voiced their frustration that the construction continues on a cellular tower on Sawmill Road in Garberville.

RECOMMENDATION: Continue public hearing to June 1, 1999 at 1:30 p.m.

RECOMMENDATION: In accordance with Resolution #1024 there are herewith submitted check registers covering disbursements made during the month of March 1999.
