A.                  PUBLIC HEARINGS

Proposed Humboldt County Budget for Fiscal Year 1999-2000

1.                   Public Hearing on Proposed Humboldt County Budget for Fiscal Year 1999-2000 Budget--1:30 P.M. and 7:00 P.M.

RECOMMENDATION: Receive budget update report.Open public hearing. Close public hearing. Direct staff to return to Board on September 14, 1998 to present final budget recommendations.September 28, 1999 for adoption of final budget for Fiscal Year 1999-2000.

Child Welfare Services and Aid to Adoption Program

2.                   Public Hearing on Transfer of State/Local Realignment Funds from Public Health Department Subaccount to Social Services Department Subaccount to Provide Funding for the Child Welfare Services (CWS) Program and the Aid to Adoptions (AAP) Program

RECOMMENDATION: Open public hearing.Receive public testimony. Close public hearing. Find decision to make a change in allocation of Public Health Department realignment monies based on most cost-effective use of available resources to maximize client outcomes. Direct Clerk of Board to send certified copy of findings to Dept. of Social Services.Direct Social Services Department to forward a document containing finding to State Controller.Direct Auditor-Controller to transfer $318,975 of State/Local Program Realignment Funds from Public Health subaccount to Social Services; $118,975 to provide funds for County's share of CWS program and $200,000 to provide funds for AAP costs.

In-Home Supportive Services Program

3.                   Public Hearing on Transfer of State/Local Program Realignment Funds from Mental Health Subaccount to Social Services Department Subaccount to Provide Funding for In-Home Supportive Services (IHSS) Program

RECOMMENDATION: Open public hearing.Receive public testimony. Close public hearing. Find decision to make a change in allocation of Mental Health Dept. realignment monies based on most cost-effective use of resources.Direct Clerk of the Board to send a certified copy of findings to Department of Social Services. Direct Social Services Department to forward a document containing findings to State Controller. Direct Auditor-Controller to transfer $244,062 of State/Local Program Realignment Funds from the Mental Health Dept. subaccount to the Dept. of Social Services budget unit 511 account 1100-507-020 to provide funds for the County's share of the IHSS Program.

B.                  ADJOURNMENT
