1.                   Election Technician Reclassification to Administrative Analyst

RECOMMENDATION: Reallocate vacant Election Technician position (salary range 184, class 132 in budget unit 140 to Administrative Analyst I/II (Salary range 258/291, class 0623) effective immediately.

Board of Supervisors

2.                   Approval of the Five-Year Plan for County Housing Authority (Supervisor Dixon)

RECOMMENDATION: Authorize Chair to send letter to certify approval.

Mental Health

3.                   Temporary Increase in Pay for Supervising Mental Health Clinician

RECOMMENDATION: Approve a temporary increase in pay of 10 salary ranges for Supervising Mental Health Clinician, Jovonne Price effective September 19, 1999 and ending upon the completion of requested classification work and the successful recruitment of a new management position within the Children, Youth and Family Service Division or until November 27, 1999 whichever comes first.

Public Works

4.                   Shively Summer Bridge

RECOMMENDATION: Authorize the Chair to sign the Temporary Use Permit for construction of the western approach on State Park land down to the Shively low level crossing; authorize the Auditor to create new line item 1100-251-8-995; approve transfer from contingencies of $5,000.00 for the cost of preparation of plans & specifications, inspections, survey description and permit administration.

Risk Management

5.                   Request for Governor Davis to Veto AB 1127 (Steinberg)

RECOMMENDATION: Approve request and authorize the Chair to sign the letter to Governor Davis.


1.                   Proclamation Declaring National Pollution Prevention Week (Supervisor Woolley)

RECOMMENDATION: Adopt proclamation for week of September 20, 1999.

2.                   Proclamation Declaring the Fourth Friday (September 24, 1999) as American Indian Day (Supervisor Woolley)

RECOMMENDATION: Adopt proclamation.

RECOMMENDATION: Support proposal and adopt Resolution No. 99-85 authorizing the execution and delivery of a joint exercise of powers agreement.Set a Public Hearing to discuss this matter for October 19, 1999 at 1:30 p.m.

RECOMMENDATION: Heard report; and directed staff to amended resolution to have the Airport Advisory Committee "serve at the pleasure of the Board."

3.                   Approval of Lease Agreement and Contract for Animal Shelter Services

RECOMMENDATION: Approve extension of current agreement with the Sequoia Humane Society to be on a month to month basis no longer than June 30, 2000.
