RECOMMENDATION: Approve project and find that it qualifies for a Class 3 CEQA exemption.

County Counsel

4.                   Deer/Doe Hunting on Airport Property

RECOMMENDATION: Direct Department of Public Works (DPW) to report back in the immediate future on a short-term protocol and sign-off by State Department of Fish and Game.Authorize (DPW) to implement said protocol prior to reporting back to the Board of Supervisors.

County Administrative Office

5.                   General Fund and Headwaters Fund

RECOMMENDATION: Opt to not assess payment made during 1999-2000 fiscal year ($110,000/year). (This is interim until issue/s pertaining to Tax & Revenue Anticipation Notes is/are resolved.)This action is based on going back to previous fiscal year.Direct that this action be revisited on an annual basis.Increase annual timber yield payment from Headwaters Fund to General Fund to amount calculated by Assessor (from $200,000 to $308,711) effective with the 1999-2000 fiscal year.This action is based on going back to the previous fiscal year.Direct that this action be revisited on an annual basis.Direct that when next independent audit contract is negotiated that areas discussed above be part of that negotiated contract package.Direct that Economic Development Unit is funded from Headwaters monies for $90,000 in Fiscal Year 2000-01.

6.                   Board Deliberation on Humboldt County Budget for Fiscal Year 2000-01

RECOMMENDATION: Direct imposition of hiring freeze for departments not able to identify offsetting funding for benefit increases, with freeze lifted once sufficient savings have been generated. Direct staff to compile Fiscal Year 2000-2001 budget, and return on September 26, 2000 for final adoption.The adoption of said County budget included a $74,000 General Fund contribution to the Building Inspections Trust Fund (based on a previous Board position of a fifteen percent (15%) funding commitment).(Supervisor Woolley voted no on the previous action printed in italics.) Direct the Auditor-Controller and the County Administrative Office to bring back an implementation plan for a County-wide use of the current financial information system for non-recognized receivables.

2.                   Proposal by the Riverside Park Community Organizing Committee on a Community-wide Effort to Purchase Eighty-three (83) Acres off Highway 36 Adjacent to the Van Duzen River from the Pacific Lumber Company (Supervisor Woolley)

RECOMMENDATION: Withdraw from agenda due to information received that logging had already commended on said property.

1.                   Allen Campbell, Director of the Department of Public Works, introduced Danny Horton, the new Humboldt County Airports Manager.Mr. Campbell also extended his appreciation to Mr. Ray Beeninga the outgoing Airports manager (who is retiring).Danny Horton said that the County was losing a remarkable person in Ray Beeninga that he is impressed with what he has done and that he is a "tough act to follow."

J.                   PUBLIC HEARINGS 1:30 P.M.


1.                   Proposed Budget for Fiscal Year 2000-2001--Special Districts for Which the Board of Supervisors Sits as the Governing Board of Directors

RECOMMENDATION: Direct Auditor-Controller to prepare resolution for adoption of said budget.
