RECOMMENDATION: Approve proposed amendment of payment sections 3.A.B.C and 4.

2.                   Request from Humboldt County Office of Education to Consolidate Arcata School District Election with the County's November 3, 1998 Election (Supervisor Woolley)

RECOMMENDATION: Approve request and refer to Elections.

Clerk of the Board

3.                   Resolution from the Humboldt County Resource Conservation District to Have Directors of Said District Appointed by the Board of Supervisors in Lieu of Election

RECOMMENDATION: Approve request.

4.                   Request to Establish Overtime Line Item in Healthy Moms Program ($9)

6.                   Right-of-Way Acquisition for Storm Damage Repair on Drake Hill Road

RECOMMENDATION: Accept the Easement Deed executed by David Leon.

7.                   Resolution from the Board for Retiring Department of Public Works Employee

RECOMMENDATION: Adopt resolution for George Hackett.

8.                   Lease Agreement for RVR, Touchdown and RVR Touchdown and RVR Rollout

RECOMMENDATION: Approve agreement for FAA lease renewals on Arcata-Eureka Airport.

9.                   Compensation for Rich Lorvig, Assistant Engineer III, at Associate Engineer Level

RECOMMENDATION: Approve compensation until Associate Civil Engineer position is filled.

10.               Increase in Compensation for Fiscal Services Supervisor of Ten Salary Ranges

RECOMMENDATION: Approve pay differential for JoAnn Gath until the supervision of the Cummings Road Landfill Scale Attendants is no longer necessary.


11.               Budget to Cover Towing Bills for Abandoned Vehicle Abatement Program

RECOMMENDATION: Approve supplemental budget of $4,000.

Veterans Service Office

12.               Certification of Compliance for Subvention Program & Medi-Cal Cost Avoidance

RECOMMENDATION: Execute the State Dept. of Veterans Affairs Certificate of Compliance.


1.                   Citizens' Advisory Committee on New Landfill Siting (Supervisor Dixon)

RECOMMENDATION: Present certificates of appreciation to Committee members.

Public Works

Employment Training

3.                   Humboldt County Welfare-Work-Plan July 1, 1998 Through March 31, 2001

RECOMMENDATION: Authorize the Chair to execute the Plan.

Administrative Office (CAO)

4.                   Seismic Retrofit of Existing Courthouse

RECOMMENDATION: Terminate any immediate plans to construct a new court facility unless a new funding source is found, direct staff to investigate funding for paving dirt parking lot between 4th and 5th Streets on K Street, direct staff to perform as much of seismic retrofit as possible within FEMA deadlines and hear oral report from Tyler Holmes, and direct staff to develop program to phase County Architect from CAO's Office to Public Works Dept.

5.                   Update on the Proposed Humboldt County Budget for Fiscal Year 1998-99

RECOMMENDATION: Receive oral update (no action required).

3.                   Formation of Humboldt County Airport Advisory Committee (Supervisor Neely)

RECOMMENDATION: Refer to Public Works to develop the structure of the Committee.
