RECOMMENDATION: Approve reallocation.

Mental Health

2.                   Appointment to the Provisional Medical Staff of Sempervirens

RECOMMENDATION: Appoint Jennifer Kathryn Wilson, M.D. with clinical privileges.

Personnel

3.                   Amendment to the Memorandum of Understanding for Units 1-4 (AFSCME)

RECOMMENDATION: Adopt Resolution No. 98-75 providing pay equity salary adjustments.

Public Health

4.                   Adjustment of Environmental Health Budget Line Items--Fiscal Year 1997-98

RECOMMENDATION: Approve adjustment ($1,201).

Public Works

5.                   Supplemental Budget of $3,025,781 for the Seismic Retrofit of the Courthouse

RECOMMENDATION: Approve supplemental budget by a 4/5 vote.

6.                   Ordinance Amending Section 431-40 of the Humboldt County Code

RECOMMENDATION: Adopt Ordinance No. 2176 relating to parking in the Garberville area.

Sheriff

7.                   Supplemental Budget to Pay for Installation, Maintenance and Line Charges for the Indetix Fingerprint Computer in the Sheriff's Records Section (Fiscal Year 1998-99)

RECOMMENDATION: Approve supplemental budget of $11,800.

8.                   Supplemental Budget to Increase Appropriation in Overdrafted Accounts

RECOMMENDATION: Approve supplemental budget of $3,589.

D.                  SPECIAL PRESENTATIONS

1.                   Northern Region of the California State Foster Parents Association Award for Outstanding Services in Social Work and Supporting Foster Parents and Children (Supervisor Woolley)

RECOMMENDATION: Present resolution of commendation to Karen Lofts Jarboe.

RECOMMENDATION: Hold bid opening on 9/25/98 and award project on 9/29/98.Amend agreement with Winzler & Kelly Consulting Engineers for Inspection/Testing Services for retrofit and jail extension projects.Approve agreement with Matson Architect, Inc. for architectural services for said retrofit.

2.                   Budgetary Reductions for $1.8 Million-Dollar Trial Court Shortfall

RECOMMENDATION: 1) Keep all options as presented in submitted report "on the table" at this time. 2) Direct a hiring freeze for those departments not able to identify reductions corresponding to proposed County share of P.E.R.S. 2 % at 55 amendment. 3) Receive and file 1998-99 budget hearing schedule 4) Continue budget update to September 1, 1998.

RECOMMENDATION: Reschedule for the meeting of September 1, 1998.

1.                   Pam Brock of BroDoFed, an applicant for a conditional use permit for an animal shelter in Southern Humboldt, state that proposed conditions are the installation of a new septic tank and noise containment.She thinks it is absurd. Bill O' Neill made comments pursuant to the attached letter pertaining to gravel operations.Bob Higgons, representing the Northern California Association of Home Builders, voiced concerns about the Board sending special projects to the Advance Planning section of the Planning & Building Department without providing funds to cover costs.(See scanned documents for more.)

RECOMMENDATION: In accordance with Resolution #1024 there are herewith submitted check registers covering disbursements made during the month of July 1998.
