RECOMMENDATION: That the Board of
Supervisors rescind BOS agenda item D-17 of January 6, 2009 and approve the disallocation
of one vacant full-time Administrative Secretary (class 0166, salary range 331,
position #01) and allocate on SSB Secretary II (salary range 331, class 0182)
position in budget unit 511 effective immediately.

Branch
RECOMMENDATION: That the Board of
Supervisors approve and authorize the Department of health and Human Services
Director to sign the Fiscal Administration Memorandum of Understanding (MOU) between the Steering Committee of the
Children's Health Initiative (CHI) and the Humboldt Area Foundation (HAF) for the period of July 1, 2008 and June
30, 2009.

Renewal
of Bilingual Test Use Agreement with Cooperative Personnel Services.
RECOMMENDATION: That the Board of
Supervisors authorize the Personnel Director to execute the attached Bilingual
Test Use Agreement with Cooperative Personnel Services.
Public Works
6.
Hangar
Trust Fund and Supplemental Budget Request.
RECOMMENDATION: That the Board of
Supervisors authorize a transfer of $57,000 from the Hangar Trust Fund #3985;
Approve the following supplemental budget to provide necessary funding for the
painting of Metal Hangar-R at the Rohnerville Airport, the repair of the south
west doors on the large Murray Field Airport Business Hangar, and the repair of
the roof on the Murray Field Maintenance Hangar: Revenue 3530381-682611 Transfer from Hangar
Trust $57,000; Expenditure 3530381-8186 Improvements $57,000.
RECOMMENDATION: That the Board of
Supervisors authorize the Director of Public Works to sign the Contract Change
Order Number 1 for the total amount of $49,178.50 and Contract Change Order Number
3 for the total amount of $15,220.97.

RECOMMENDATION: That the Board of
Supervisors by a 4/5 vote approve termination of Consent to Sublease Agreement
with Kyle and Glenda Gabel, dba Northern Air for their Sublease with Patty and
Lee Lapham, dba Patty's Cafe; Approve and authorizes the Chairperson to sign
the attached Consent to Sublease with Kyle and Glenda Gabel, dba Northern Air
for their Sublease with Nicholas LaSalle, dba Foggy Bay Cafe'; Direct the Clerk
of the Board to return on executed Agenda item to Land Use Division; Direct the
Clerk of the Board to return one executed original Consent to Sublease to Land
Use Division for transmittal to Lessee.

StageCoach
Subdivision, Phase 1, APN 522-171-13, Willow Creek Area.
RECOMMENDATION: That the Board of Supervisors
declare the subdivision as complete, and accept and approve the subdivision map
for filing with the County Recorder; Accept the dedications to the County of
Humboldt of Stagecoach Lane for public utilities; Brannon Mountain Road for
public road purposes; Parcels A & C for public utilities; Parcel B for
non-vehicular access; and reject Stagecoach Lane for public road purposes, all
as shown on the subdivision map; Direct the Clerk of the Board to sign the
subdivision map on behalf of the Board; Direct the Clerk of the Board to
transmit the subdivision map and the Conveyance & Agreement to the County
Recorder.
RECOMMENDATION: That the Board of
Supervisors authorize the Director of Public Works to sign Contract Change
Order Number 1 for the total amount of $26,115.49.

Security
Entrances Expansion and Remodel - Humboldt County Courthouse Project Number
170007.
RECOMMENDATION: That the Board of
Supervisors accept the work of the general contractor, TimberWorks, as complete
for their portion of the above mentioned project; and Authorize the Public
Works Director to file the Notice of Completion for the above-mentioned general
contractor for their portion of the project as required.
Sheriff
RECOMMENDATION: That the Board of
Supervisors declare the following as surplus property: 4- Vector Light Bars, 5
- Jetsonic Light Bars, and 2 - Code 3 Light Bars; Allow light bars to be sold
to Humboldt County Volunteer fire departments for the cost of $1.00.
RECOMMENDATION: That the Board of
Supervisors approve a supplemental budget and establishment of fixed asset
accounts in budget units 1100-221, and 1100 243, in the amount of $123,115.
RECOMMENDATION: That the Board of
Supervisors approve the construction of a pole barn at Sheriff's Farm Located
in Rhonerville; and Approve a supplemental budget in Sheriff's budget 1100 243
in the amount of $20,000 to purchase materials necessary to construct a pole
barn, and authorize the Auditor/Controller to establish Fixed Asset Account
1100-243-8-187, Pole Barn.

RECOMMENDATION: That the Board of
Supervisors allow the Code Enforcement Unit to prepare and serve inspection
/abatement warrants on the parcels included in this report.

Abatement Michael Duclo and Carolyn Morgan A.P. #081-051-027.
RECOMMENDATION: That the Board of
Supervisors, pursuant to Humboldt County Code section 351-31, authorize the
cost of abatement to be advanced by the County of Humboldt and, if unpaid by
the property owner, that a lien be placed against the parcel in the amount of
the costs of abatement pursuant to Humboldt county code Sections 35-33-44;
Approve the transfer from the Code Enforcement Trust Fund, account #3440000 in
the amount of $2,000 to the County Counsel's Professional & Special
Services, account #1100-121-2-118, to cover the cost of cleanup; Approve a supplemental
budget in the amount of &2,000 and increase the revenue account
1100-121-603-040 in the amount of $2,000 and increase the appropriation of
1100-121-2-118 to $2,000; Authorize the Code Enforcement Unit to prepare and
serve an abatement warrant for the parcel, APN 081-051-027 for the cleanup of
the parcel.

RECOMMENDATION: That the Board of
Supervisors receive sealed bids submitted in response to Resolution No. 08-94;
Direct staff to open the bids, announce the amount of monthly rent proposed by
each bid into the record, and declare the apparent high bid amount upon
completion of opening all sealed bids; Call for oral bids which are at lease
five percent higher than the highest bid received; Upon receipt of all oral
bids, close the bid period; and Direct County Counsel to prepare a Resolution
of Acceptance for Board Action on January 20, 2009.
