RECOMMENDATION: Approve extension of extra-help hours for Samantha Carns, Office Assistant I to maximum of 1843.25 hours through June 30, 2009.

10.               Temporary Salary Increase for Melissa Martel, Supervising Environmental Health Specialist

RECOMMENDATION: Authorize temporary increase in compensation for Melissa Martel beginning first payperiod following retirement of current Director of Environmental Health and continuing until position is filled.

11.               Extension of Extra-Help Hours Beyond the 960 Hour Limit  for Brandy Barney, Office Assistant I

RECOMMENDATION: Approve the extension of extra help hours for Brandy Barney, Office Assistant I to 2080 hours through June 30, 2009.

RECOMMENDATION: Reappoint Eric Fimbres to another three year term.

14.               Termination of the Sublicense Agreement with McKinleyville Community Collaborative for WIC Property

RECOMMENDATION: Approve termination.

15.               Extension of Extra-help Hours for Charlotte Heimgartner

RECOMMENDATION: Approve the extension of extra-help hours for Charlotte Heimgartner, Fiscal Assistant 1 to maximum of 1920 hours during fiscal year 2008-09.

16.               Contract with Common Cents Systems Inc., for Purchase, Installation, Training and Maintenance of Public Health Laboratory Information Management System

RECOMMENDATION: Accept conditions of and authorize to sign agreement.  Approve appropriation transfer.

17.               Agreement with Community Health Alliance for Humboldt Community for Activity and Nutrition (Humboldt CAN)

RECOMMENDATION: Approve agreement.

Public Works

18.               Construction of Shoulder and Bridge Widening on Myrtle Avenue (F3K300) Between Hall Avenue and Mitchell Road; Project No. BTA 5904(001), BHLS 5904(087) Contract No. 205001

RECOMMENDATION: Authorize Director of Public Works to sign Contract Change Order Number 1.

19.               Construction of Storm Damage Repairs on Alderpoint Road (F6B165) at PM 19.95: Project No.: ER 4400(041), Contract No. 206353

RECOMMENDATION: Accept the completed contract.  Approve final claim for payment.

20.               Easement Deed from Falkenstroms for William Landis Final Map Subdivision, APN 509-162-017, McKinleyville

RECOMMENDATION: Accept the grant of easement from John E. Falkenstrom and Maralynn Falkenstrom for emergency vehicle access purposes.

21.               Monument Preservation Fund Supplemental Budget Request

RECOMMENDATION: Approve budget request.

Sheriff

22.               Application for FY09 Emergency Management Performance Grant (EMPG)

RECOMMENDATION: Authorize the Sheriff's Office to submit an application.

E.                  DEPARTMENT REPORTS

County Administrative Office

1.                   Standing Item --- State Budget Update.

RECOMMENDATION: Hear Report and take appropriate action as needed.


2.                   Mid-Year Budget Review for Fiscal Year 2008-09, Recommendations for Budget Amendments, and Budget Outlook for FY 2009-10

RECOMMENDATION: That the Board of Supervisors receive and file a review of the current (FY 2008-09) and projected (FY 2009-10) budget years; Approve the list of budget adjustments and supplemental budgets shown on Attachment 1 and authorize County Administrative Office staff to make any technical corrections necessary to effectuate the Board's direction; Approve corrections to the position allocation table as shown on Attachment 2; Re-affirm the Budget Principles shown on Attachment 3 for use in developing the FY 2009-10 County Budget; approve the FY 2009-10 Budget & Fee Schedule Development Calendar as shown on Attachment 4 and direct the Clerk of the Board to schedule public hearings and provide notice; and Take other action as appropriate, including the setting of budget parameters for FY 2009-10

ELECTIONS

3.                   Biennial Conflict of Interest Code - Special and School Districts.

RECOMMENDATION: That the Board of Supervisors approve the recommended changes being made by Eureka City Schools, Humboldt Bay Municipal Water District, Humboldt County Office of Education, and Westhaven Community Services District; and the Board in accordance with Government Code Sections 87303 and 87309 return for resubmission those Codes submitted by Green Point School District and Orick Community Services District.

4.                   Authorize Submission of a Pre-Application Project Proposal to Fire Safe California Grants Clearinghouse to Fund Firesafe Homes and Forests Cost-Share Program

RECOMMENDATION: Receive staff report.  Authorize submission.
