RECOMMENDATION: Adopt the Proclamation.

2.                   Proclaim March 2009 as Brain Injury Awareness Month. (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

3.                   Proclaim March 2009 as Social Worker Appreciation Month in Humboldt County. (Supervisor Smith)

RECOMMENDATION: Adopt the Proclamation.

4.                   Proclaim 2009 as the Year to Drive 2 Stay Alive in Humboldt County. (Supervisors Neely and  Smith)

RECOMMENDATION: Adopt the Proclamation.


D.                  CONSENT CALENDAR

These matters are routine in nature and are usually approved by a single vote. Prior to the meeting, any member of the public may request any member of the Board to pull a particular item for further discussion.

Board of Supervisors

1.                   Certificate of Recognition for the Ferndale Volunteer Fire Department. (Supervisor Smith)

RECOMMENDATION: Ratify authorization for Chair to sign the Certificate of Recognition.

2.                   Letter of Appreciation to Al Castaldi for Serving on the Airport Advisory Committee. (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign Letter of Appreciation.

3.                   Letter of Appreciation to Sally Hewitt for Serving on the Humboldt County Mental Health Board. (Supervisor Smith)

RECOMMENDATION: Authorize Chair to sign Letter of Appreciation.

Clerk of the Board

4.                   Approval of the Board Orders - February 24, 2009.

RECOMMENDATION: Approve the Board Orders, and authorize the Clerk of the Board and the Board Chair, to sign the minute book in accordance with California Government Code Section 25103.

5.                   Humboldt County Fair Association 2009 Operating Budget.

RECOMMENDATION: That the Board of Supervisors approve the request, and direct the Chair of the Board and the Clerk of the Board to sign the operating budget.  Direct the Clerk of the Board to return a fully executed copy of operating budget to Stuart Titus, General Manager of the Humboldt County Fair Association, 1250 5th Street, Ferndale, CA 95536.

County Administrative Office

6.                   Tax Sharing Annexation Agreement with the City of Rio Dell for the Sawmill and Blue Slide Road Annexations.

RECOMMENDATION: That the Board of Supervisors approve the continued use of the master agreement with the City of Rio Dell for tax sharing, dated January 6, 1981; Adopt the proposed tax sharing resolution for the Sawmill and Blue Slide Annexations; and Direct that copies are forwarded to the Auditor - Controller, Community Development Services Department/Planning Division, LAFCo and the City of Rio Dell.

Health and Human Services - Mental Health Branch

7.                   Recognition of Donation of Zoo Admission Passes made to Homeless Outreach/Rose Program, Budget Unit 1170 -424, Department of health and Human Services, Mental Health Branch.

RECOMMENDATION: That the Board of Supervisors accept donation of zoo admission passes made to the Homeless Outreach/Rose program by the Sequoia Park Zoo.

Health and Human Services - Social Services Branch

8.                   Adoption of Resolution in Support of the extension of Humboldt County's plan for the Child Abuse prevention, Intervention, and Treatment Program (CAPIT), the Community Based Child Abuse Prevention Program (CBCAP) and the Promoting Safe and Stable Families Program (PSSF) through June 30, 2010.

RECOMMENDATION: That the Board of Supervisors adopt Resolution No. ___ in support of the extension of Humboldt County’s plan for Child Abuse Prevention, Intervention and Treatment program, Community based Child Abuse Prevention Program (CBCAP), and promoting Safe and Stable Families Program (PSSF) through June 30, 2010; and Direct the Clerk of the Board to route a signed copy of the Resolution to the Social Services Branch Director.

Public Works

9.                   Solid Waste Agreement for Northern Container Sites.

RECOMMENDATION: That the Board of Supervisors approve the attached amendment to the existing agreement with Humboldt Sanitation Company for the operation of the Northern Container Sites to effect payment  adjustments incorporating changes in the Consumer Price Index, hourly site costs and disposal costs for the period January 1, 2009 to June 30, 2009.

10.               Resolution to Support the Update of the Humboldt Bay Area Bike Map.

RECOMMENDATION: That the Board of Supervisors adopt the attached Resolution; provide a 10% match to the Transportation Account (BTA) funding for the completion of the project.

E.                  DEPARTMENT REPORTS

County Administrative Office

1.                   Standing Item --- State Budget Update.

RECOMMENDATION: Hear Report and take appropriate action as needed.

2.                   Coroner - Public Administrator.

RECOMMENDATION: That the Board of Supervisors consider the options outlined in this report for filling the Coroner/Public Administrator position and provide direction for staff.

County Counsel

3.                   Request for and Exception to the Inspection Warrant Moratorium.

RECOMMENDATION: That the Board of Supervisors allow the Code Enforcement Unit to prepare and serve inspection warrants on the parcels included in this report.

Public Works

4.                   Installation of Symbolic Fencing at Clam Beach County Park

RECOMMENDATION: That the Board of Supervisors receive a Public Works staff report regarding management activities at Clam Beach County Park related to western snowy plovers; Authorize the installation of symbolic fencing from March 1 through September 30, 2009, in designated areas of Clam Beach County Park (Attachment 1), and the temporary closure of the fenced area to beach users and dogs, in accordance with Section 271-3 of the County Code and Resolution No. 03-57.
